But monitoring through 2025 found a broader habitat benefit: restored reef structures supported native scallops and oysters, and greater fish abundance and species diversity than nearby bare seabed. It is best understood as a qualified restoration success—not a mussel-restoration success.
What the project built
The Nature Conservancy Australia completed construction in December 2022, creating 24 individual reefs across about 6 hectares in the lower Swan-Canning Estuary. The sites were at Attadale, Point Walter and two locations in Freshwater Bay. The project page describes this specific construction footprint as 6 hectares; a wider 2020–2023 Reef Builder program report uses a different accounting scope, listing 5.9 hectares for Swan-Canning—5.2 hectares of new reef and 0.7 hectares of existing reef. Those figures describe different scopes rather than directly interchangeable totals.

Adult blue mussels (Mytilus galloprovincialis) were seeded onto the reef bases between October 2022 and January 2023. The Nature Conservancy says the 160 tonnes of stock represented approximately 6 million mussels. The project was intended to restore shellfish reef habitat and address water-quality and biodiversity issues in the estuary. DBCA Principal Scientist Dr Kerry Trayler described it as an ambitious, unprecedented use of shellfish reefs for the Swan Canning. Did the blue mussel reef restoration work?
Not in the original species-specific sense. The Nature Conservancy reports that around 10% of the seeded blue mussels remained during the first year, a level it says was within expectations for large-scale restoration projects. Mussel numbers subsequently continued to decline and did not reach the levels needed for a self-sustaining mussel reef. That shortfall matters: it would be inaccurate to say the project established a lasting blue mussel reef.

The later outcome was not simply an empty reef, however. By 2024, monitoring had found natural settlement of other shellfish. Through final monitoring in 2025, The Nature Conservancy reported strong settlement of native species, particularly spiny scallops and Australian flat oysters. The organization reported an average of around 93 Australian flat oysters per square metre of reef and described them as the most northerly known population of the species in Western Australia. What did monitoring find in fish and other marine life?
The Nature Conservancy’s monitoring found that fish abundance and biomass increased substantially after construction at the restored sites. In some locations, reported increases reached thousands of percent relative to pre-restoration conditions; this refers to particular local comparisons, not every reef or species. The organization also reported that fish abundance and biomass remained much higher on reefs than on nearby bare seabed through 2025, while overall species diversity was consistently greater on restored reefs. Fish, invertebrates and other marine life used the structures for shelter and feeding.

These comparisons support a broader habitat benefit, but they do not establish that every observed change was caused by the reef structure alone. The publicly accessible project account does not provide the full monitoring series, uncertainty estimates or methods needed to independently evaluate the magnitude and causality of each reported change. How the 2024 update fits with the later results
In September 2024, about 18 months after installation, PerthNow reported early sightings of pink snapper, western striped grunter and western gobbleguts, alongside natural settlement of scallops and oysters. Its account described scientific-diver Reef Life Survey monitoring and quoted Nature Conservancy conservation director Tony Jupp on biodiversity improvements compared with the sites’ former bare sediments. Those were early signs, not proof of a self-sustaining mussel reef. The later Nature Conservancy account extends the outcome through final monitoring in 2025: the blue mussel target remained unmet, while other shellfish and a diverse marine community used the restored structures. Place and public context
The Swan River, also known as Derbarl Yerrigan, is of deep spiritual and mythological significance to Noongar people, the Traditional Owners of south-west Western Australia. At Point Walter Dog Beach, a public-facing project sign features artwork by Lily Wilson, a Binjarrup Noongar woman. The sign offers a supported way to learn about the project in place; the available sources do not establish public tours or access to the underwater reefs.
