Dogs can detect flickering light at rates reported to be higher than those for humans, but that does not mean they experience the world in slow motion—and there is no evidence that this visual ability causes puppy hyperactivity. Flicker sensitivity is one narrow measure of visual processing. A puppy’s energy is better understood in the context of age, breed, exercise, environment, behavior, and health.
Do dogs see the world in slow motion?
Not in the literal sense established by science. “Slow motion” is a popular analogy for one finding: under certain test conditions, dogs can detect faster changes in light than people can. That result does not tell us how time feels to a dog, or show that dogs see every moving object more clearly.
What flicker-fusion tests measure
Researchers often assess sensitivity to rapidly changing light with critical flicker-fusion frequency (CFF): the rate at which a flashing light stops looking like separate flashes and appears steady. CFF is a threshold from a specific test, not a direct measurement of subjective time. It varies with experimental conditions, including luminance, and should not be treated as one fixed value for every dog or person. Coile, Pollitz and Smith’s 1989 behavioral study tested four beagles and found that they could discriminate flicker at rates higher than earlier electroretinogram-based findings had suggested; its abstract does not establish a universal threshold for dogs.
A later paper reports values of up to 80 Hz for dogs and approximately 60 Hz for humans, drawing on that earlier work. These are reported figures, not a definitive, directly comparable benchmark for every dog and human. The 2020 study discussing those values also examined dogs’ responses to moving objects, but neither finding demonstrates that dogs experience time in slow motion.

Does flicker sensitivity mean dogs see all motion better?
No. Detecting a flashing light, following an object, and detecting coherent motion are different tasks. Performance on one cannot stand in for vision as a whole.
Tracking an object
A 2020 eye-tracking study found that dogs could follow a moving object on a screen and anticipate its destination. Its authors noted that dog motion perception had received relatively little research attention. The result supports a specific claim about tracking and anticipation in that setup; it does not establish that dogs see every movement more clearly or experience events more slowly. Detecting coherent motion
In a different experiment, five dogs and five humans viewed displays made of moving dots, only some of which moved in the same direction. The average threshold was 42% coherent dots for dogs and 5% for humans. Those results are specific to this small study and task, not a general ranking of dog and human motion vision. They illustrate why a higher flicker threshold cannot be translated into “dogs see all motion better.” Kanizsár and colleagues reported the experiment in 2017.
Why does my puppy seem so hyperactive?
Fast visual processing is not an established explanation. The studies described above measured visual responses; they did not test whether those responses cause high activity. A Finnish study of 11,539 dogs examined hyperactivity and impulsivity and found associations with factors including age, sex, breed, body size, daily exercise, time spent alone, and other behavioral variables. Because these are observational associations, they do not identify one cause—and the study did not test flicker sensitivity. The 2021 study is published in Translational Psychiatry.

Age and life stage are important context when considering behavior. The American Animal Hospital Association advises that “Age and life-stage patterns of behavior should be considered during behavioral and physical examinations.” Breed, individual temperament, activity needs, daily routine, and health also matter; ordinary puppy energy alone is not a diagnosis of hyperactivity.
