Yes. Fish help shape marine ecosystems by controlling prey populations, feeding larger animals, moving energy and nutrients, and sometimes changing habitats. Their effects depend on the species and its abundance, the surrounding food web, habitat, climate, and human pressures. “Balance” does not mean a fixed or perfectly stable state: ocean ecosystems are dynamic, and fish are one part of a much larger network.
How fish affect a marine food web
A food web shows who eats whom and how energy moves through an ecosystem. Phytoplankton are primary producers at the base of marine food webs; NOAA Fisheries reports 5,000 known phytoplankton species (NOAA Fisheries). Fish occupy different positions in that web. Some eat plankton or invertebrates, some prey on other fish, and others are food for seabirds, marine mammals, and larger fish. Changes in one population can therefore affect other species, sometimes indirectly (NOAA Fisheries).
Forage fish connect plankton to predators
Small pelagic fish, often called forage fish, provide a crucial link between plankton and larger predators. They turn relatively small prey into food that can support bigger fish, seabirds, and marine mammals (NOAA Fisheries). NOAA’s Gulf menhaden case study illustrates the consequences of a decline: less menhaden means less forage available to predators, with possible effects that travel through the food web (NOAA Fisheries).
Predators can influence several levels at once
A change in a predator or prey population can set off a trophic cascade—a sequence of effects that reaches other levels of the food web (NOAA). For instance, a predator may keep a grazer population in check; if predator numbers fall, grazers may become more abundant and put greater pressure on plants or habitat-forming organisms. This pathway is conditional, not automatic: its strength depends on the species involved and the local ecosystem.

What could happen if a fish species disappeared?
There is no single outcome. The effects would depend on what the species eats, what eats it, how abundant it is, whether other species can fill a similar role, and how the habitat and environment are changing. A decline in a forage fish could reduce food available to its predators. Losing a predator could allow some prey to increase, potentially affecting organisms farther down the web. A migratory species loss could also reduce connections and nutrient transport between habitats.
These are possible pathways, not a guarantee that every disappearance triggers a dramatic cascade. Ecosystem models combine species interactions, food webs, habitat, climate, fisheries, protected resources, and human influences to help managers assess such effects (NOAA Fisheries).

Can overfishing upset marine ecosystem balance?
Yes. Fishing can reduce a target population and also affect the food available to predators or the abundance of prey. For that reason, assessing a fishery only by the condition of its target stock can miss broader food-web consequences. NOAA’s menhaden example shows why managers may also consider the needs of predators that rely on the fish as forage (NOAA Fisheries).
Fishing is one pressure among several. Habitat loss, temperature, currents, climate patterns, primary productivity, pollution, and dams can also influence fish populations and their interactions. NOAA’s ecosystem guidance emphasizes that species relationships, habitat, and environmental conditions all matter (NOAA Fisheries).

Why “balance” depends on context
Fish are not interchangeable, and more fish is not automatically better for every part of an ecosystem. A species’ effect depends on its trophic position, abundance, life stage, habitat, and the other organisms around it. A resident predator, a plankton-eating forage fish, and a migratory nutrient carrier shape ecosystems in different ways.
It is more accurate to think of marine balance as a changing set of relationships than as a fixed ideal. Predators can regulate consumers, consumers can affect vegetation and habitat, and environmental conditions can alter all of those interactions. As NOAA National Marine Sanctuaries puts it: “Predators help regulate herbivores, herbivores control plant growth, and together they shape the structure of the ecosystem.” (NOAA National Marine Sanctuaries)
