Shelter cat enrichment means giving cats safe choices and opportunities to hide, rest, climb, scratch, play, search for food, and interact with people on their own terms. It does not require a collection of expensive toys: a well-placed cardboard hide, a scratching surface, supervised play, and thoughtful daily routines can all help. Choose options that fit each cat, the available space, cleaning rules, feeding plan, and staff capacity.
What enrichment do cats need in a shelter?
The AAFP and ISFM Feline Environmental Needs Guidelines describe five connected needs: a safe place, multiple and separated key resources, opportunities for play and predatory behavior, positive and consistent human-cat interaction, and an environment that respects cats’ sensory experience. The authors say these needs apply in shelters as well as other settings, and connect them with physical health, emotional wellbeing, and behavior. Their guidance puts it plainly: “Addressing environmental needs is essential (not optional) for optimum wellbeing of the cat.” (AAFP and ISFM guidelines, 2013)

In practice, enrichment is not a substitute for appropriate housing, veterinary care, clean resources, or attentive daily care. It is part of the conditions that make those essentials more usable and humane for the individual cat.

How do you keep shelter cats entertained and feeling safer?
Offer a hiding place
A cat should be able to withdraw from view. A sturdy cardboard box on its side can provide a simple retreat when it fits the enclosure and shelter cleaning or replacement rules allow it. A carrier can also become a familiar, portable safe place; a blanket draped over an open carrier can add concealment. Keep the hide accessible to staff and avoid positioning it so it blocks care or access to other resources. (AAFP and ISFM safe-place guidance)

Separate resources and offer choices
Key resources include food, water, toileting, scratching, play, and resting areas. Where the enclosure or room permits, keep them distinct rather than clustering everything together, and offer more than one location where appropriate. This gives cats options and can reduce the need to approach another cat or an unwanted proximity to reach something essential. Adapt placement to the cat’s housing and the room’s actual layout. (AAFP and ISFM environmental needs guidelines)
Make room for play and foraging
Play can let cats express parts of the predatory sequence: watching, stalking, chasing, and catching. Move a wand toy like prey and let the cat catch it rather than ending every turn with an unreachable chase. Hide a toy or a portion of food for searching, use a food puzzle, or rotate available toys so familiar items are not always out. ASPCApro also describes hiding dry food in tissue paper, cardboard boxes, puzzle toys, or feeder balls as possible options when they fit the shelter’s feeding plan. Keep human interaction positive and consistent
Offer calm, predictable contact rather than forcing interaction. Let the cat choose whether to approach, engage, or retreat, and follow the shelter’s handling and care plan. Short, attentive interactions can be built into routines; enrichment should not depend on every cat enjoying the same kind or amount of contact.
Consider the sensory environment
Noise, activity, smells, and visual exposure are part of a cat’s environment. Place resources and retreats with the cat’s ability to rest and withdraw in mind, and follow shelter procedures for shared items and disease control. A setting that feels busy or exposed to one cat may be manageable for another.

What can you put in a cat’s shelter enclosure?
Choose items by what they let the cat do, not by whether they are marketed as enrichment. The right choice depends on enclosure size, the individual cat, supervision, cleaning requirements, and staff time.
| Option | Need or behavior supported | Practical considerations |
|---|---|---|
| Cardboard box or approved enclosed hide | Retreat and concealment | Check fit, condition, and whether local policy permits cleaning or replacement. |
| Perch or elevated resting spot | Choice of resting position and observation | Use only where the enclosure or room can accommodate it safely and staff can clean around it. |
| Scratching surface | Scratching behavior | Place where the cat can access it without obstructing essential resources or care. |
| Wand toy | Supervised chase and catch play | Use with a person present; put it away after play. |
| Food puzzle, feeder ball, or hidden food | Foraging and food-search activity | Coordinate with the feeding plan and any care instructions; monitor the item and food access. |
| Rotated toys | Play and exploration | Inspect shared items and follow cleaning and disease-control procedures. |
Are cardboard boxes good enrichment for cats?
They can be. A box can serve as a low-cost hiding place, and cardboard can also be used in food-search activities when the feeding plan and shelter rules allow it. The useful feature is the choice or activity it provides, not the material by itself. Use a box that is stable, clean, appropriately sized, and easy to remove or replace under local procedures.

What toys are safe for shelter cats?
Safety depends on the toy, the cat, and whether someone is supervising. The AAFP and ISFM guidelines advise against using hands or feet as toys. After interactive play, put away string toys and anything with parts a cat could swallow; do not leave small ingestible pieces accessible. For caged cats, avoid hard toys that make loud noises when they strike the cage. Shared items also need to follow the shelter’s cleaning, disease-control, and supervision procedures. (AAFP and ISFM play guidance)

Start with safe choices and routines rather than purchases. ASPCApro notes that enrichment does not have to require extensive time, money, or staff resources. Depending on policy and the individual cat, useful low-cost options can include an approved cardboard hide, a rotated toy, supervised wand play, or food-search activity using materials such as tissue paper or a box. Check that any food-based activity aligns with the feeding plan and that items can be cleaned, replaced, or discarded as required. (ASPCApro feline enrichment; ASPCApro shelter nutrition guidance)

A practical choice can be assessed with five questions:
- What behavior or need does it support: retreat, climbing, scratching, play, or foraging?
- Does it require supervision, and can the cat use it safely?
- Can staff clean or replace it under shelter protocols?
- Does it fit the enclosure, room, and individual cat?
- Can the team provide it consistently with available time and resources?
How should communal rooms and longer stays change the plan?
Communal rooms
Group housing is not appropriate for every cat. In a communal room, furnishings and resources need to be arranged so each cat can access options such as hiding places, perches, toys, and resting items. Adequate space, access to resources, and ongoing monitoring matter; the room should not force cats to compete for essentials or remain near one another when they want distance. (ASPCApro communal cat-room guidance)
Longer-term residents
For cats staying longer, shelter housing guidance identifies increased space, enrichment, and more time outside primary enclosures as relevant considerations. The specific plan still depends on the cat, available facilities, and care needs; length of stay is a reason to reassess whether the current setup provides enough space and choice. (ASPCApro animal housing guidance)
How enrichment fits a shelter’s care standards
Enrichment works best as part of a shelter’s overall capacity for care, not as a substitute for adequate housing or health care. ASPCA policy connects behavioral enrichment and enclosure standards with operating within that capacity. A workable program therefore matches the environment and activities to the number of animals, available staff, cleaning requirements, and each cat’s needs. (ASPCA position statement on shelter responsibilities)
