A cat outdoors is not automatically feral. “Feral” describes a cat that is not socialized to close human contact; a friendly outdoor cat may be a lost pet or stray who needs an owner search. Knowing the difference matters because the right response can protect the cat, wildlife and people.
What is a feral cat?
1. “Feral” describes socialization, not location
A feral cat is generally not socialized to close human contact. A cat living outdoors may instead be a socialized stray, a lost pet, or another kind of community cat. Outdoor location alone does not tell you which.

2. “Community cat” is the broader term
The ASPCA uses “community cat” for free-roaming outdoor cats that may be friendly or feral, adults or kittens, altered or unaltered, and may or may not have a caretaker. It is a practical umbrella term, not a claim about one cat’s temperament or ownership.

If a community cat is overtly friendly, the ASPCA says substantial efforts should be made to identify an owner before deciding on a feral-cat response. Ask local shelters, animal services or community-cat groups how to check for identification and report a found cat; procedures differ by location. ASPCA community-cat policy

4. Feral cats may live in groups
Groups of outdoor cats are often called colonies. They can gather around reliable food or shelter, but colony size, social behavior and caretaker involvement vary. The label does not mean every cat in a group is feral or cared for.
What do TNR and TNRM mean?
5. TNR means Trap-Neuter-Return
In a TNR program, cats are humanely trapped, taken to a veterinarian for sterilization and vaccination, marked with an ear tip to identify treatment, and returned to their outdoor home. It is a coordinated veterinary process, not simply trapping and releasing. Alley Cat Allies’ TNR overview
6. TNRM adds monitoring
The “M” stands for monitoring. In the ASPCA’s description, caretakers feed and observe cats, watch their condition, and arrange follow-up when new intact cats appear. Monitoring helps identify health concerns and keep the sterilization effort current. ASPCA TNRM overview

7. Sterilization is intended to prevent reproduction
Sterilizing cats prevents them from reproducing and can help manage a group’s population over time. The ASPCA notes that appropriate goals and likely outcomes depend on local conditions and available resources; a program’s result is not guaranteed by the procedure alone.
8. ASPCA’s 75% figure is program guidance
The ASPCA recommends sterilizing at least 75% of cats in a group within six months, then continuing to sterilize at least 75% of the remaining intact cats. This is the organization’s model-informed guidance, not a universal biological threshold or a promise that every colony will decline at a particular rate. ASPCA TNRM overview
9. Veterinary care should be arranged before trapping
Sterilization and vaccination require veterinary services. Before attempting to trap a cat, contact a local TNR group, veterinarian or animal-service provider to confirm a plan for the appointment, safe handling and return. A humane live trap is a tool within a planned effort, not a complete response on its own.

10. An ear tip identifies a treated cat
Alley Cat Allies describes ear-tipping as the identifying mark used in its TNR process for an altered community cat. Local practice can differ, so do not assume appearance alone establishes a cat’s status; ask a local community-cat organization or animal-service agency.

What risks do outdoor cats and people face?
11. Free-roaming cats face multiple hazards
The American Veterinary Medical Association lists vehicles, attacks by other animals, human cruelty, poisons, traps, extreme weather and greater exposure to disease among the risks of free-roaming. 12. A bite or possible rabies exposure needs local public-health advice
Rabies is not an inevitable result of ordinary contact with an outdoor cat, but it cannot be dismissed categorically. A CDC report about an unmanaged colony in Maryland explains that feral cats may encounter wildlife that can carry rabies more often and may be less likely than owned cats to receive veterinary care. How do outdoor cats affect wildlife?
13. Effects differ by place and individual cat
Outdoor cats can prey on wildlife, but the animals they catch and the scale of the effect vary with habitat, food sources and individual behavior. A study of free-ranging cats on two Florida Keys islands found substantial differences between the groups and among individual cats. 14. A Florida Keys diet result is regional, not national
In the same 2017 study, cats on both study islands consumed mostly human-associated foods at the population level. Yet eight sampled individuals were estimated to obtain more than half their diet from wildlife. Both findings matter: a group-level pattern does not describe every cat, and the individual result is not a national share or estimate of all outdoor cats.
What do local cat counts tell us?
15. One neighborhood survey is not a national census
A 2023 Arkansas suburban camera study by Emily Johansson and Brett Alexander DeGregorio recorded cats in 70.8% of 48 monitored yards, with an average of three recognizable cats per yard. Those observations describe that study’s yards and methods; they cannot establish a national feral-cat population figure. The sources cited here do not establish a reliable current national census. What should you do if you find a feral cat?
- Observe from a safe distance. Note where and when the cat appears, whether it approaches people, and whether it seems injured or in immediate danger.
- Check for signs of ownership. If the cat is friendly, ask local shelters, animal services or community-cat organizations how to check for identification and search for an owner.
- Get local guidance before trapping. For a cat that appears unsocialized, contact a local TNR provider or veterinarian first. Confirm veterinary care, handling and a return plan before any trap is set.
- Ask about local rules and health concerns. Laws, TNR capacity, disease guidance and ecological priorities vary by jurisdiction. Follow instructions from local animal-control or public-health authorities, especially after a bite or possible exposure.

Why humane and locally informed responses matter
The American Veterinary Medical Association’s 2016 policy language, reproduced in its 2017 guidance, recognizes a shared goal among veterinarians, humane groups and wildlife conservation organizations: reducing free-roaming abandoned and feral cats humanely while minimizing impacts on native wildlife and public health.
