Feral cats are not inherently aggressive, but an unfamiliar cat may bite or scratch if frightened or approached. The safest rule is not to pick up or handle one. If a cat bites or scratches you, wash the wound immediately and get medical and local public-health guidance when vaccination status is unknown or rabies may be a concern. To help a community cat, coordinate with a veterinarian, animal-control agency, or established trap-neuter-return (TNR) group.

What makes an encounter risky?

Community cats are unowned outdoor cats that are generally unsocialized to people, according to Alley Cat Allies. A cat that feels trapped or threatened may defend itself with teeth or claws. That is a response to fear, not proof that feral cats are unusually aggressive.

Bites and scratches can break the skin and become infected. The CDC says about 20–80% of reported cat bites and scratches become infected; that range applies to reported injuries, not to every encounter or every cat. Scratches can also transmit cat-scratch disease, an infection caused by Bartonella henselae. It can follow scratches from domestic or feral cats, especially kittens; an infected cat may also spread the bacteria by biting or licking an open wound. These are possible risks, not evidence that every cat carries the infection. See the CDC overview of cat-scratch disease.

Rabies is a separate, urgent concern because it is almost always fatal once symptoms begin. In a CDC report published August 21, 2025, a feral cat in an unmanaged Maryland colony tested positive for rabies after biting or scratching residents. Three exposed people received post-exposure prophylaxis, and no human rabies cases occurred. The report says about 200–300 cats are reported rabid in the United States each year and notes that colony management maintaining rabies vaccination coverage can help mitigate risk. This outbreak is an example, not a measure of the chance that any particular feral cat has rabies. Read the CDC report.

What should you do after a bite or scratch?

  1. Wash the wound immediately. Use warm, soapy water, as the CDC advises for cat bites and scratches.
  2. Contact a healthcare professional promptly if the cat’s rabies vaccination status is unknown, the cat appears sick, the wound is serious, or it becomes red, painful, warm, or swollen. Seek advice about tetanus protection if your last tetanus shot was more than five years ago.
  3. Report the bite when appropriate. CDC advises reporting an unprovoked bite from a stray cat or a cat with unknown vaccination status to animal control or your local health department. Follow local reporting rules, which can vary.
  4. Ask promptly whether rabies exposure is possible. Contact a healthcare or public-health professional for an assessment; do not wait for symptoms. Decisions about observing or testing the animal belong with public-health authorities. CDC’s 10-day observation guidance applies to a healthy dog, cat, or ferret and is coordinated with those authorities—not a rule to apply independently. See the CDC guidance for veterinarians and public-health authorities.

How can you help a community cat safely?

For routine colony care, TNR is a common approach described by Alley Cat Allies: cats are humanely trapped, taken to a veterinarian or clinic for sterilization and vaccination, allowed to recover, then returned to the outdoor home where they were trapped. Eartipping—removing the tip of one ear while the cat is under anesthesia—marks a cat as sterilized. Arrange the clinic, recovery space, and local support before any trapping. Start with a local TNR organization, animal-control agency, or veterinarian experienced with community cats. Alley Cat Allies’ colony-management guidance explains the process.

If the cat is injured or in immediate danger

Do not try to pick it up. Contact animal control, a rescue organization, or a veterinarian for advice on safe, humane assistance. A frightened or injured cat may bite or scratch defensively.

If you are planning TNR

  • Coordinate with neighbors and a community-cat-experienced clinic or local TNR group first.
  • Arrange transportation, a recovery area, and a plan for monitoring traps continuously before trapping begins.
  • Ask whether humane traps can be borrowed from a shelter, local group, or trap depot. Alley Cat Allies lists box traps and drop traps, covers, liners, dividers, gloves, and other supplies; it advises choosing an appropriate trap size and warns that horizontal-closing “clam” traps can injure cats. See its TNR guidance and equipment information.
  • Do not handle a trapped cat. Have an experienced person and a veterinarian guide the next steps.

What does the evidence say about TNR and public safety?

TNR should not be described as eliminating rabies or other risks. A CDC-hosted paper from 2014 questioned whether TNVR—trap-neuter-vaccinate-return—reliably controlled population growth or public-health concerns under the conditions it reviewed. A 2025 CDC outbreak report, by contrast, says colony management that maintains rabies vaccination coverage can help mitigate rabies risk. These statements address different outcomes and contexts: neither establishes that every TNR program works the same way, nor that managed colonies are risk-free. Local veterinary and public-health guidance should shape a specific program.

For an individual encounter, keep distance and avoid handling the cat. For a bite, prioritize wound washing and professional advice. For ongoing colony care, plan with experienced local help rather than attempting to catch or treat cats on your own.
