Financial Assistance for Pets in Los Angeles: Food, Vet Care and Spay/Neuter Help

A practical guide to Los Angeles pet food programs, low-cost veterinary care, County vouchers, and spay/neuter assistance—with eligibility and timing rules.

Yes—Los Angeles pet owners may be able to get pet food, low-cost veterinary care, or help with certain medical and spay/neuter costs. The right program depends first on whether your address is in the City of Los Angeles, unincorporated Los Angeles County, or a participating County contract city. Check that before applying or booking: City and County programs have different eligibility rules.

Start by checking which service area you live in

“Los Angeles” can mean the City of Los Angeles, unincorporated County territory, or one of the County’s contract cities. Those boundaries matter: the City food pantry is for eligible City residents, while County vouchers have their own address rules. Use the Los Angeles County Department of Animal Care and Control’s Pets Are Family portal to check County address eligibility. For local low-cost services, LA Animal Services also points residents to the HASS pet resource finder.

Where to get pet food

City of Los Angeles Pet Food Pantry

LA Animal Services operates a pantry for low-income City residents experiencing financial hardship. Enrollment is required; the City’s page currently says new enrollment is available in person during pantry hours at listed centers. Applicants provide contact and residence information, details about their pet, self-certify low income, and agree to humane care.

The program describes a one-gallon bag of species-appropriate food per pet, subject to a household limit of up to three cats and/or dogs. Pets must be spayed or neutered to participate. If a pet is unaltered, staff may advise the owner about a free or discounted spay/neuter voucher. Check the City pantry page for current enrollment and pickup instructions before traveling; appointment availability and procedures can change.

The City also accepts donations of unopened cat or dog food. That is an optional way to support the pantry, not a purchase requirement for applicants.

Other food assistance

PAWS/LA says it provides pet food and supplies at no charge to qualifying low-income seniors and people disabled by a life-threatening illness. Pets Are Wonderful Support (PAWS) is listed by 211 LA as providing food and supplies to qualifying low-income people living with HIV/AIDS in Los Angeles County, including homebound assistance in some cases. Contact each organization to confirm intake, documentation, and current availability.

Help with veterinary bills

County Pets Are Family medical voucher

Los Angeles County’s Pets Are Family portal lets eligible County residents request assistance for medical care, food and supplies, grooming and boarding, or spay/neuter. A separate Animal Care Foundation medical voucher is worth up to $300 per pet, with a limit of two pets per household per calendar year, according to the County’s current program page.

  • Get approval before care: the voucher is not reimbursement for services already provided.
  • Use a participating provider: the voucher is restricted to participating providers.
  • Mind the scope and deadline: it is not for emergencies or routine/preventive care and is valid for 30 days after issuance.
  • For emergencies, act now: the County directs owners to seek care immediately rather than wait for a voucher.

The County page also describes euthanasia vouchers of up to $150, depending on pet size. Check current requirements and provider participation through the County program page before arranging services.

Low-cost veterinary clinics and mobile care

LA Animal Services identifies the Community Animal Medicine Project (CAMPLA), formerly SNPLA, as a partner providing low-cost veterinary care to underserved Los Angeles communities. The City reports three Los Angeles locations and mobile clinics that visit City animal services centers a few times each month. Its resource page reports that CAMPLA serves over 30,000 pets each year and that 185,000 cats and dogs have been spayed or neutered since 2007. These are figures reported by LA Animal Services, not a guarantee of current clinic capacity or appointment availability. Check CAMPLA’s own clinic calendar and locations before going.

For additional clinics and programs, the Los Angeles County Department of Public Health maintains a directory that includes low-cost spay/neuter, vaccines, wellness care, food and supplies, shelter-prevention services, and emergency aid from some providers. The directory is dated October 29, 2024, is not all-inclusive, and warns that information can change; call a provider to verify services, hours, fees, and eligibility.

Programs for specific groups

PAWS/LA says it offers veterinary care, food and supplies, temporary foster homes, and volunteer services at no charge to low-income seniors and people disabled by a life-threatening illness. Its pages say it serves more than 1,000 animal guardians and 1,800+ companion animals, but do not clearly date those figures. The County Public Health directory specifies Los Angeles residency, low income, and a companion animal at least six months old; confirm current qualifications directly with PAWS/LA.

For qualifying low-income people living with HIV/AIDS in Los Angeles County, 211 LA lists Pets Are Wonderful Support as offering pet food and supplies, routine or emergency veterinary care, and assistance for homebound clients, including food delivery and transport to appointments. The listing says applicants should contact the agency and provide identification, proof of residence and income, and health-status documentation. Verify intake and availability with the provider through the 211 LA listing.

Spay/neuter assistance

Los Angeles County’s separate spay/neuter voucher is for residents of unincorporated County areas or participating contract cities. Applicants must upload a current driver’s license and a recent utility bill to verify address. The voucher contributes toward surgery, but the owner is responsible for additional costs. It covers dogs and cats—not rabbits or community cats—and is limited to four pets per household. It cannot be used to get reimbursed for surgery already paid for. Confirm eligibility and current instructions on the County spay/neuter page.

City residents can also check the City’s spay/neuter support information and CAMPLA clinic calendar. Programs, clinic locations, and appointment capacity are subject to change; confirm details directly before making plans.

How to choose your next step

  1. Identify your address area. Determine whether you are in the City of Los Angeles, unincorporated County, or a participating contract city; check County voucher eligibility in the Pets Are Family portal.
  2. If you need food, review the City pantry’s enrollment and pickup instructions if you live in the City, or contact a nonprofit whose eligibility fits your circumstances.
  3. If the expense is non-emergency medical care, check County eligibility, voucher rules, and participating providers before booking or paying. The medical voucher is not retroactive.
  4. If your pet has urgent symptoms, seek veterinary care immediately rather than waiting for an assistance decision.
  5. Call before you go. Ask about eligibility, services offered, fees you may owe, required documents, and appointment availability.
