That sequence matters. The panther was not simply selected by a wildlife agency or adopted by executive proclamation. A student choice supplied the public selection, and the Legislature supplied the legal designation.

The House handbook’s account is more specific about the field of candidates: the panther competed against the manatee, alligator and key deer. This distinction is important for a history article because a simple origin story can easily acquire details that sound plausible but are not verified. The strongest version of the story is also the most defensible: students statewide selected the panther, and lawmakers then made that choice official.

Florida’s official panther page describes the animal as a large, long-tailed, pale-brown cat that can grow to six feet or longer. The Department of State also notes that the panther has been protected from legal hunting in Florida since 1958. The title does not mean every panther lives in a protected state park, nor does it mean the species has recovered. The designation is symbolic; the animal’s survival depends on habitat, safe movement across the landscape, genetic health and ongoing management. That is why current wildlife information belongs alongside the legislative history.
Florida panthers today: status, range and habitat
The Florida Fish and Wildlife Conservation Commission (FWC) describes the Florida panther as federally endangered. Its current program page gives an approximate population of 120–230 adult panthers. This is an agency estimate, not an exact census count, so it should be read as a range that can change as monitoring and assessment improve.
FWC says the population’s core area is south of Lake Okeechobee. Panthers have also been documented across much of the Florida peninsula and into Georgia, showing that the animal’s movements are not confined to the core area. A sighting outside south Florida does not by itself prove that a separate, established population exists; it shows that panthers can range more broadly than the main concentration.

The FWC species profile gives a typical length of 5–7 feet and a weight of 60–160 pounds. The agency says panthers rely on forested cover for resting, denning and stalking. These physical and habitat details help explain why connected wild areas matter: a large-ranging cat needs places to hide, reproduce and hunt, not just isolated patches of land.

The conservation problems behind the symbol

A small population has fewer breeding options, which can increase inbreeding concerns. Disease adds another source of risk, especially when it affects animals already facing limited numbers and fragmented habitat. These are biological challenges rather than problems solved by the state-symbol designation.

How Florida supports panther conservation
People who want to support the species have two official avenues identified by FWC. They serve different purposes, so they should not be described as interchangeable programs.
Protect the Panther specialty plate
Fees from the Protect the Panther license plate go to the Florida Panther Research and Management Trust Fund. FWC says that fund supports state research, rescue and conservation work. Purchasing or renewing the plate is therefore a vehicle-registration choice tied to the state’s panther program.

Florida Panther Fund donations
FWC’s How to Help page directs donors to the Fish and Wildlife Foundation of Florida’s separate Florida Panther Fund. Donations support needs including rehabilitation and release of injured or orphaned panthers. This fund is distinct from the specialty plate’s research and management trust fund.
Neither option changes the legal status established in section 15.0353. They are practical ways to contribute to the research, rescue, rehabilitation and conservation activities required to keep an endangered state animal on the landscape.
