Short answer: do not assume cat litter is safe to flush. Check your wastewater authority first; many sewer utilities prohibit all litter, and an EPA-hosted RV guide warns that even products labeled “flushable” can clog hoses or septic tanks. Bagging used litter for household trash is the conservative choice. A few manufacturers describe limited flushing tests for particular formulas, toilets and plumbing systems, but those conditions are not a universal guarantee.
The products below are candidates to investigate, not an independently tested ranking. Their flushability, odor-control and clumping statements come from their manufacturers, and no source establishes a single best performer for every cat, toilet or home.

Why “flushable” does not mean safe for every toilet
Wastewater systems are designed around a narrow list of materials. The City of Concord, North Carolina, explains: “The drains that connect your home to the main sewer are only big enough to carry water, toilet paper and human waste.” Its prohibited-items list includes kitty litter. Fresno’s public utility likewise lists cat litter among items not to flush, warning that prohibited materials can clog pipes, damage pumps and contribute to sewer overflows.
An EPA-hosted RV wastewater handout gives the same warning in a setting where restrictions are especially important: “Some products that claim to be flushable, such as some types of cat litter, may clog hoses and septic tanks; use toilets for waste and toilet paper only.” The handout is archived, but its advice remains directly relevant to RV holding tanks and septic systems.

These public-utility rules take precedence over a package claim. A litter can break apart in a laboratory test yet still create a problem in a long building drain, a low-flow toilet, a pump, a private septic tank or an RV hose. Local rules also vary. Before buying a litter for possible flushing, ask your sewer or septic authority what it permits and whether your home is connected to a municipal sewer, a grinder-pump system or a septic/holding tank.
What manufacturers mean by “flushable”
Manufacturers use the word to describe a defined set of conditions, not every plumbing installation. The relevant details are the toilet’s flush volume, the plumbing type, the number of clumps and the frequency of removal.
| Product or guidance | Material or formula information | Stated flushing conditions | Important boundary |
|---|---|---|---|
| Cat’s Pride Flushable | Manufacturer describes a flushable formula; independent material testing details are not stated. | Laboratory testing was conducted on standard 1.6-gallon-per-flush toilets connected to residential, non-septic plumbing maintained to code. Directions say to flush no more than two clumps at a time and remove clumps daily. | The company says local rules vary and notes that California encourages disposing of cat feces in trash. The test does not establish safety for septic, RV or non-code plumbing. |
| World’s Best Cat Litter Comfort Care Unscented | Manufacturer says all formulas use whole-kernel corn. Its FAQ describes Comfort Care Unscented as tested for flushability and septic safety. | Directions limit flushing to one or two clumps at a time in a well-maintained system. | The claim is from the manufacturer, not an independent comparative test. The FAQ also carries a California trash-disposal caution. |
| Tidy Cats (counterpoint) | Purina describes its litter as non-flushable. | Recommends bagging used litter for trash. | Purina warns that litter can cause plumbing problems even when a product is labeled flushable. |
“Tested for flushability” or “tested for septic safety” therefore means that the maker reports a result under its own stated protocol. It does not certify your municipal code, your pipe layout or your local environmental rules.

World’s Best Cat Litter Comfort Care Unscented
The manufacturer says its formulas are made from whole-kernel corn and that Comfort Care Unscented has been tested for flushability and septic safety. An unscented formula may suit households where a cat or person is sensitive to added fragrance, but the available evidence does not compare its odor control, dust, clump strength or acceptance against other litters.
The directions are restrictive: flush only one or two clumps at a time in a well-maintained system. That limit applies even though the product is marketed as flushable. The manufacturer’s FAQ lists Amazon among retailers, but availability and the exact current listing can change. Treat the retailer mention as a way to locate the formula, not as proof that a particular package is current.
The same FAQ includes a California caution about trash disposal. If your local authority says not to flush litter, follow that rule and bag the used material instead.

Cat’s Pride Flushable
Cat’s Pride reports laboratory testing on standard 1.6-gallon-per-flush toilets connected to residential, non-septic plumbing maintained according to plumbing codes. Its directions say to remove clumps daily and flush no more than two clumps at once.
Those details matter: a 1.6-gallon toilet is a specific test condition, “residential, non-septic” excludes septic and many RV installations, and code-compliant maintenance is assumed. The company also says local rules differ and notes that California encourages putting cat feces in trash. A utility prohibition overrides the product directions.
No independent source in the available evidence compares Cat’s Pride with another formula for odor, dust, tracking, clump durability or actual household plumbing incidents. Consider the product only if your authority permits the practice and your installation matches the stated limits.
Tidy Cats as a non-flushable alternative position
Purina says Tidy Cats is not flushable and recommends bagging used litter for trash. Its warning that even “flushable” labels can lead to plumbing problems is consistent with the Concord, Fresno and EPA-hosted guidance. This is not a recommendation to buy Tidy Cats; it is a useful reminder that non-flushable labeling can reflect a deliberately conservative disposal policy.
How to compare these products without a misleading “best” ranking
The available sources do not provide a fair independent test, comparable current prices or quantified environmental or plumbing-performance data. Use the following decision points instead of treating a marketing label as a score.

| Decision point | Questions to ask | Why it matters |
|---|---|---|
| Local permission | Does your city, sewer district, septic service or RV operator prohibit cat litter? | A local rule can make flushing unacceptable regardless of the package. |
| Plumbing type | Is the toilet connected to a municipal sewer, septic tank, holding tank, grinder pump or RV hose? | Manufacturer tests may cover only one of these systems. |
| Material | Is the formula described as whole-kernel corn or another material? | Material affects how the maker describes breakdown and disposal, but it does not prove universal safety. |
| Fragrance | Is the formula unscented or scented, and does your cat tolerate it? | Comfort and consistent litter-box use are more important than a label alone. |
| Clump and odor claims | What does the manufacturer actually claim, and is there an independent test? | The reviewed sources do not establish comparable odor, dust or clump-performance results. |
| Flush limit | Does the direction specify one or two clumps, daily removal or a particular flush volume? | Exceeding the stated limit removes the condition under which the maker says it tested the product. |
| Availability | Can you obtain the exact formula and read its current package directions? | Formulas and instructions can change; verify before use. |
Costs, convenience and what is not known
A flushable label may look like a convenience feature, but the sources do not establish that it lowers household costs. There are no comparable current prices for the candidate formulas, no verified calculation of savings on bags or waste service, and no quantified rate of plumbing failures. A single blockage, pump repair or septic service call could erase any perceived convenience, but the available material does not support assigning a dollar amount to that risk.

Compare the complete routine rather than the bag price alone: how often you scoop, whether you need a sealed pail, your local trash rules, and the time required to carry waste outside. If flushing is prohibited, a scoop, securely closed bags and a sealed waste container are practical task-enabling supplies. The sources do not evaluate particular brands, claim that one accessory controls disease organisms, or show that any accessory is essential in every home.
Questions to ask before purchasing
Write down the answers before ordering a case of litter. Ask your sewer utility or building manager whether cat litter is listed under “do not flush.” If you use septic, a holding tank, a grinder pump or an RV, ask the system operator directly rather than relying on a retailer description. Confirm the toilet’s flush volume if the package specifies one. Check whether the product directions require daily removal and whether they set a one- or two-clump maximum. Finally, verify that the exact formula on the shelf matches the manufacturer page you read; product names can be similar and package directions can change.
If your local authority permits limited flushing
Permission is only the first check. The product’s own conditions must also fit your system. Use this procedure to reduce avoidable mistakes.
- Confirm the rule in writing. Check your sewer utility’s “what not to flush” guidance or ask the septic, holding-tank or RV operator. If the authority lists cat litter as prohibited, stop here and use trash disposal.
- Identify your system. Confirm whether the toilet uses municipal sewer, septic, a pump or an RV hose. Do not apply a non-septic laboratory claim to a septic or RV installation.
- Read the current package directions. Note the specified toilet volume, plumbing type, maintenance condition and maximum clump count. Cat’s Pride states a 1.6-gallon toilet, residential non-septic plumbing and no more than two clumps; World’s Best states one or two clumps in a well-maintained system.
- Remove clumps daily. Cat’s Pride specifically directs daily removal. Delaying removal creates larger masses and exceeds the conditions described by the manufacturer.
- Flush only the stated amount. Never add a scoopful, several days of waste or a large wad of litter because a product is labeled flushable. If the direction says one or two clumps, treat that as a hard maximum.
- Keep litter out of other drains. Do not rinse a scoop, mat or litter pan into a sink, shower or floor drain. The same narrow pipes and pumps serve those fixtures, and the utility warnings apply beyond the toilet.
- Watch for warning signs. A slow drain, rising bowl level, gurgling, pump alarm or repeated backup is a reason to stop flushing litter and contact a plumber or system operator. Do not keep testing after a problem appears.
- Switch to bagged trash when uncertain. If your plumbing is old, marginal, shared with a sensitive pump or subject to a stricter building policy, the conservative disposal route is more appropriate.
Septic tanks, RVs and other high-risk setups
Septic and holding systems have limited storage and depend on biological and hydraulic processes that differ from a municipal sewer. The EPA-hosted RV handout specifically warns that some supposedly flushable cat litters may clog hoses and septic tanks. That warning covers the product category, not only one brand.
In an RV, a blockage can occur in a short hose or valve where there is little room for material to disperse. In a septic system, litter can accumulate in the tank or reach components that were not designed for it. Unless the system operator expressly permits a particular product under the maker’s stated conditions, bagging used litter is the safer choice.
Low-flow toilets and shared building plumbing deserve extra caution. A manufacturer’s 1.6-gallon test does not describe every newer or older fixture, and a successful flush in one bathroom says nothing about a long shared line downstream. Renters should follow the property manager’s policy and avoid assuming that a landlord’s sewer connection has the same maintenance condition as a laboratory setup.

What to do when flushing is prohibited
Use a scoop to remove waste on a regular schedule, place it in a securely closed bag, and put the bag in household trash according to local solid-waste rules. Double-bagging may be appropriate if your local service or building policy requests it, but no source establishes one universal bagging requirement. A sealed litter-waste pail can contain odor between collections; the sources support the accessory category but do not evaluate particular models or claim that any pail eliminates health risks.
Salt Lake County’s older stormwater handout distinguishes cat feces from used litter: it says feces may be flushed but used litter should be bagged and put in the trash to avoid plumbing problems. It also cautions against composting pet waste because a household compost pile may not reach temperatures sufficient to kill disease organisms. Because authorities and system designs differ, do not generalize that feces should always be flushed separately; follow your local wastewater and solid-waste instructions.
Common mistakes and how to correct them
- “The bag says flushable, so every toilet is fine.” Correct this by checking the utility rule, plumbing type and flush limit together.
- “A biodegradable ingredient cannot clog.” Breakdown speed in a test does not guarantee passage through a drain, pump, hose or septic tank.
- “Two clumps per flush means two scoops.” A clump is the compacted mass specified by the directions, not an unrestricted scoop of loose litter.
- “A single successful flush proves safety.” Problems can develop after repeated loading or in downstream equipment. Stop if drainage changes.
- “Septic-safe and sewer-approved are interchangeable.” They are different systems with different rules. Confirm the one you use.
- “I can rinse leftover litter into a sink.” Keep loose litter out of every drain; bag it with the rest of the used material.
- “Flushable is automatically better for the environment.” The reviewed evidence contains no quantified comparison of environmental impact. Dispose of litter according to local guidance.
- “A familiar brand name means the directions are unchanged.” Read the current package and check the exact formula before each purchase.
So, which flushable cat litter is best?
There is no evidence here for an independent winner. World’s Best Cat Litter Comfort Care Unscented and Cat’s Pride Flushable are the clearest candidates because their manufacturers publish specific, conditional claims. World’s Best describes a whole-kernel corn formula and limits flushing to one or two clumps in a well-maintained system. Cat’s Pride describes testing on 1.6-gallon toilets connected to code-maintained, residential, non-septic plumbing and also limits flushing to two clumps with daily removal.
Those statements help you compare conditions, not guarantee an outcome. If your city, septic provider or RV operator prohibits litter, choose a suitable litter for your cat and bag the used material. If limited flushing is allowed, follow the exact product directions and stop at the first sign of drainage trouble. A clean-looking bathroom is not worth a backed-up line, damaged pump or contaminated septic system.
Frequently Asked Questions
Can I flush cat litter if the package says flushable?
Only if your local wastewater authority allows it and your plumbing matches every condition in the manufacturer’s directions. Many utilities prohibit cat litter, and an EPA-hosted RV guide warns that flushable-labeled litter can clog hoses and septic tanks.

How many clumps can I flush at once?
Follow the exact package limit. Cat’s Pride says no more than two clumps and daily removal; World’s Best says one or two clumps in a well-maintained system.
Does a 1.6-gallon toilet make flushing safe?
No. Cat’s Pride describes 1.6 gallons as a test condition for residential, non-septic plumbing maintained to code. It is not a guarantee for every toilet, drain layout or wastewater system.
Can I flush cat feces without the litter attached?
Authorities differ. Salt Lake County’s older guidance distinguishes feces from litter, while other utilities advise keeping cat litter out of toilets. Ask your local wastewater authority and follow its rule rather than applying a universal practice.
Recommended Free Tools
What is the safest disposal method when flushing is not allowed?
Scoop regularly, place used litter in a securely closed bag and dispose of it with household trash under local solid-waste rules. A sealed pail can hold bags between collections.
Is whole-kernel corn litter automatically safer to flush?
No. World’s Best identifies whole-kernel corn as its material and reports conditional testing, but material alone does not override local rules or prove safety in your plumbing.
Is flushable litter better for the environment or cheaper?
The available information does not quantify environmental benefits, plumbing-failure rates or comparable current prices. Choose the disposal method your authority permits and weigh convenience against the risk of a blockage.
What should I do if the toilet becomes slow after flushing litter?
Stop flushing litter immediately, use bagged trash disposal and contact a plumber or system operator if the slow drain, gurgling, rising water or pump alarm continues.
The Bottom Line
Bottom line: Treat “flushable” as a conditional manufacturer claim, not a universal permission slip. Check your local authority first; if it prohibits litter, scoop, bag and trash it. If limited flushing is expressly allowed, match the product’s plumbing requirements, remove clumps daily, flush only the stated one- or two-clump limit and stop at the first warning sign.
