Flying With a Pet in the Cabin vs. as Checked Baggage or Cargo: Costs, Risks and Rules

Cabin or cargo depends on your pet, airline and itinerary. Compare the rules, handling, costs and preparation before you book.

There is no universal safer-or-cheaper choice. If your pet is eligible and fits the operating airline’s under-seat requirements, cabin travel keeps them with you and avoids cargo handling. For a larger pet, cargo may be the only commercial-flight option that airline offers—but eligibility, handling, weather restrictions and costs depend on the carrier and itinerary. Check the exact rules before booking; cabin versus cargo is not always a free choice.

First, know what “checked pet” and “cargo” mean

An accompanied pet may travel as baggage on the same flight as its owner. “Cargo” can also mean an animal shipped separately, without its owner on the flight. Airlines do not always use these terms the same way, and available services differ. Confirm with the operating carrier whether your pet would travel in the cabin, as accompanied baggage or as an unaccompanied cargo shipment, and where you must drop off and collect them. U.S. DOT’s Plane Talk: Traveling with Animals (last updated June 23, 2022) discusses the distinction; procedures may have changed, so confirm current arrangements directly with the carrier.

Cabin versus cargo: the practical differences

Eligibility and size Only if the airline accepts the pet and the carrier fits its under-seat requirements. Species, pet count, seat and other restrictions may apply. May be an option for a larger pet, but not every airline, aircraft, route or season offers it. Carrier, breed, age and weather restrictions may apply.
Owner supervision The pet stays with the owner in its carrier, but the carrier must remain stowed as directed during specified parts of the flight. The pet is handled separately from the owner; arrangements and supervision depend on the carrier and service.
Handling and environment Avoids cargo handling. The pet remains subject to the airline’s cabin rules. Involves more handling and exposure to transfer and temperature conditions. USDA says most pets arrive safely, but some are injured or die during air travel.
Price No national pet fare; the airline may charge a pet fee or apply a baggage fee or allowance. No national pet fare; obtain the carrier’s quote for the exact shipment and itinerary.
Preparation Airline-approved under-seat carrier and any required records. Appropriately sized, sturdy, secure, ventilated kennel; labels and contact, routing, health and feeding information; required records.
Route and timing Seat availability, aircraft layout and airline restrictions can determine whether a pet can travel. Connections, cargo handling arrangements and seasonal temperature limits can affect acceptance and timing.

USDA APHIS does not publish a mode-comparative injury or death rate in the guidance covered here. Its safety statement is qualitative, not evidence that one mode has a particular incident rate or is categorically unsafe. Short-nosed dogs and cats are more susceptible to breathing problems and heat stroke under stress or extreme heat; discuss travel suitability with a veterinarian and check the airline’s breed and temperature policies.

What cabin travel requires

The FAA treats a pet carrier as carry-on baggage; acceptance is up to the airline. If accepted, the carrier must fit under the seat without blocking the aisle. It must be stowed before the cabin door closes and remain stowed while the aircraft moves on the airport surface, during takeoff and during landing. Follow flight-attendant instructions about stowage. Airline rules may also limit species, the number of pets, seats, carrier design, behavior and health records. Service animals are a separate category from pets.

Measure the carrier against the airline’s requirements for your specific aircraft and itinerary before buying it. A carrier that fits one airline or aircraft may not fit another. Confirm that your pet can travel in that seat and that the airline has space available for a pet; having a ticket does not by itself reserve pet space.

What cargo travel requires

USDA APHIS guidance says the cargo animal space must provide adequate air, necessary heating and cooling, and in-flight pressurization unless the aircraft flies below 8,000 feet. Dogs and cats should be observed at least every four hours when the cargo area is accessible. The guidance also sets safeguards for extreme temperatures, handling, distress and veterinary care. These are operating safeguards, not statistics about incidents.

USDA APHIS advises using a hard-sided kennel that is appropriately sized, sturdy, secure and ventilated, with secure fasteners, a usable door and sturdy handholds. Provide labels and information for the owner’s and receiver’s contact details, routing, health and acclimation, and food and water instructions. Confirm the airline’s exact kennel specifications and cargo acceptance before buying or travelling with a kennel.

Health certificates and destination paperwork

USDA guidance calls for a health and acclimation certificate signed by a veterinarian within 10 days of travel. Airline and destination requirements may differ or add paperwork, so verify the rules for every leg and destination. International travel may require certificates or quarantine. Do not assume a document accepted by one airline or destination will satisfy another.

How much does it cost to fly with a pet?

There is no DOT-set national pet fare or direct cabin-versus-cargo price comparison. Airlines may charge a separate pet fee or apply a baggage fee or allowance. DOT says airlines marketing to U.S. consumers must disclose optional-service fees online, but the amount and fee model vary. Check the current fee page and, for cargo, request a quote for the actual route and travel date. Do not rely on another airline’s price or an older third-party fee guide.

  • Airline-approved under-seat carrier or hard-sided kennel.
  • Veterinarian visit and required certificate.
  • Destination paperwork, including any required certificates or quarantine costs.
  • Transport to and from cargo facilities, and any drop-off or pick-up logistics.

How to choose and book

  1. Check the pet’s suitability. Consider species, size, health, temperament and breed. Ask your veterinarian about fitness to travel, especially for a short-nosed dog or cat or an animal with health concerns.
  2. Ask the operating airline what it accepts. Confirm cabin, accompanied-baggage or cargo availability for each flight, as well as reservation space, species, age, breed, behavior, seat and carrier or kennel limits.
  3. Verify the route and date. Check aircraft and connection arrangements, seasonal temperature restrictions, cargo-facility procedures and destination entry requirements. Rules may differ by carrier, route and season.
  4. Get the current total cost. Check the airline’s pet and baggage fees and request a cargo quote if relevant. Add the carrier or kennel, veterinary and destination paperwork, and facility transport.
  5. Prepare the right equipment and documents. For cabin travel, verify the under-seat dimensions for your specific aircraft before purchasing an under-seat pet carrier or airline-size pet carrier. For cargo, confirm kennel specifications and acceptance before purchasing a hard-sided pet travel kennel. Obtain the required veterinary documents and labels.
  6. Reconfirm before departure. Check the operating carrier’s current rules and reservation status, and follow its instructions for check-in, drop-off, pick-up and handling.

Which option is the better fit?

Cabin travel is the direct option when the airline accepts your pet and the carrier meets its under-seat rules: it keeps the animal with you and avoids cargo handling. Cargo may be the only commercial-flight option offered by a carrier for a larger pet, but it requires a suitable kennel and more coordination. Neither label alone establishes that a particular trip is safe or available for your animal. The decision depends on your pet’s needs and the exact airline, aircraft, route, destination and travel date.
