First decide whether they are in immediate danger. If they are not, their mother is often nearby and may come back, so watch from a distance before you step in. Call for help if the kittens are injured or critically sick, or if the mother does not return.
Step one: check for immediate danger
Houston Humane Society’s guidance, “What to Do When You Find Kittens” (June 1, 2026), starts with one question: are the kittens hurt or critically sick? Sort your situation into one of these branches.
- Injured or critically sick kittens: call 311 or your local animal control agency. Follow the instructions you are given, which may direct you to a veterinarian, an animal control officer, or a shelter.
- Kittens in a dangerous spot: near traffic, in standing water, in a construction area, or where people or pets could harm them. Move them only as far as needed to make them safe (see the next section).
- Kittens that appear healthy, warm, clean, and quiet in a safe location: observe first. Do not assume the mother has abandoned them.
Watch for the mother before you intervene
When kittens are in a safe place, the usual first step is to give the mother a chance to return. The City of Houston’s Bureau of Animal Regulation and Care (BARC) cautions that a mother cat may simply be away for a while. Official guidance does not set a fixed waiting time, so use your judgment and check on the litter periodically.
- Confirm the spot is safe for both the kittens and you.
- Step back to a distance from which you can see the kittens without disturbing them or the mother.
- Leave the kittens where you found them. Do not take them home to start care while you wait.
- Return periodically to check whether the mother has come back and whether the kittens remain warm, clean, and quiet.
- If the original location becomes dangerous, move the kittens only to a safer spot nearby. BARC advises keeping them close to the original location so the mother can still find them.
If the mother does not return
If the mother does not come back, contact a local organization before you attempt to raise the kittens yourself. Foster help depends on availability, and no agency can guarantee it will accept kittens immediately.

Confirm which agency serves your address
Before you transport kittens, identify the agency that covers the exact address where you found them. BARC is the municipal shelter for the City of Houston, so it applies within city limits. If you are in the wider Houston metro area outside city limits, a different city or county agency may be responsible. Do not assume that a Houston city agency will accept animals found elsewhere. Call first and confirm the service area and whether the agency currently has room.
Bottle-feeding is a conditional, demanding path
Bottle-feeding should be used only for kittens confirmed to be orphaned, or when a foster coordinator or veterinarian has advised it. Kittens that can remain safely with their mother should stay with her. Starting a bottle-feeding routine without guidance can harm very young kittens.

What a bottle-feeding routine involves
- Feeding and stimulation every three to four hours, according to BARC’s 2022 foster handbook, “Underage Pets (Kittens/Puppies): Medical & Adoption Milestones.”
- Monitoring and nursery support, as described by the Houston SPCA’s neonatal fostering program.
- Only kitten milk replacer and a nursing bottle. Do not substitute cow’s milk; it is not a suitable replacement for kittens.
Treat this as a last resort for orphaned kittens, not a default. Foster or veterinary direction should guide every step.
