For Macau residents, the Municipal Affairs Bureau (IAM) is the official public route to adopt a stray or abandoned animal. Individual applicants must be at least 18, apply in person at the Macao Municipal Kennel, and provide identity and address documents. Anima Macau offers a separate shelter process with its own requirements and fees. In either case, contact the shelter to check current animal availability and confirm current procedures before you go.
Where can I adopt a stray dog or cat in Macau?
The main public route is IAM’s Service for Foster Pets, which matches stray or abandoned animals with suitable adopters. It is handled by IAM’s Division of Animal Inspection and Control at the Macao Municipal Kennel on Avenida do Almirante Lacerda. IAM says individual applicants must be 18 or older. Check IAM’s animal-health-control site for animals listed for adoption, then contact the bureau to confirm whether a particular animal is still available.
Anima Macau is another option, but it is a separate animal-welfare organization with its own application, approval process and charges. Its requirements should not be treated as IAM rules.
How do I apply through IAM, and what documents do I need?
IAM’s application page says to apply in person at the Macao Municipal Kennel. Bring the documents listed by the bureau:

What does IAM require after an animal is adopted?
IAM’s service information says animals considered suitable for adoption are sterilized by the bureau before adoption, and adopted dogs and cats must receive rabies vaccination. Ask IAM about the individual animal’s health record and any follow-up care it may need rather than assuming every animal has the same history.

If you adopt a dog
You must obtain a dog licence. IAM’s application page describes licensing eligibility as requiring an adult individual with legal capacity or a legally established entity, and no applicable additional punishment or penalty of the specified kind under the cited animal-protection law. Check with IAM if you have a question about how that condition applies to you.
If you adopt a cat
IAM lists a charge for a rabies vaccine dose for cats, subject to the exemption described below for cats that already have a microchip. Ask the bureau whether the cat’s vaccination and identification records affect the steps you need to take.

What should I expect from Anima Macau’s process?
Anima’s instructions ask prospective adopters to visit in person, submit an adoption application and receive approval. The organization requests identification and address documentation and says a home inspection may be part of the process. It also asks family members to take part in meeting the animal and describes possible follow-up contact after adoption.
Anima advises cat adopters to secure windows and balconies. This is guidance from Anima, not a general Macau licensing rule. For collection, Anima asks cat adopters to bring a cat carrier and dog adopters to bring a harness and leash. If adopting through IAM, ask the kennel what it requires for safe transport.

How does IAM prepare animals for adoption?
IAM describes its approach as trap-neuter-adopt (TNA). In a February 2023 announcement, the bureau said dogs and cats captured or abandoned and entering the adoption process receive veterinary care, including body checks, vaccination and microchip implantation. Animals assessed as having stable health and temperament are made available for adoption. IAM also reported collaboration with animal-protection groups, including volunteer home visits to assess suitability in some adoptions. Ask the shelter for the specific animal’s health and temperament information and any known care needs.
The same IAM announcement reported that 397 dogs and cats were adopted and redeemed in 2018, 598 in 2019, 667 in 2020, 671 in 2021 and 497 in 2022. It reported a 70% adoption and redemption rate for stray dogs and cats in municipal kennels in 2022. These are historical figures published in February 2023, not current availability or a current adoption rate.
Are there adoption talks or events?
IAM’s January 2025 notice described monthly dog-and-cat adoption talks with an animal group. The sessions covered adoption, safe interaction, veterinary care and relevant laws, and included a kennel visit and interaction with animals. The dates in that notice have passed; check IAM’s animal-health site or current announcements for future events.
How should I choose between IAM and Anima Macau?
Neither route guarantees that a particular animal is currently available. Compare the organizations on the points that affect your household and the animal’s care:
- Which animals are currently available and a good fit for your home?
- What application steps and eligibility rules apply, including whether a home inspection may occur?
- What is the total fee, and which veterinary services and identification items does it cover?
- What are the collection and transport requirements?
- What health, temperament and follow-up information can the organization provide for the individual animal?
Ask the chosen shelter these questions directly before committing or travelling to collect an animal.
