What is known about the calls for action after Panorama?
Vet Times’ 7 April 2026 search-indexed summary reports fresh demands to protect the public after Panorama scrutiny. It also says the government maintained the XL Bully ban was in place to protect public safety, and reports that the Animal Sentience Committee warned of an “evidence void” linked to a stalled Responsible Dog Ownership taskforce. For the current law and the government’s policy position, the clearest sources are Defra’s XL Bully guidance, updated 1 October 2026, and its response to the Animal Sentience Committee, published 25 March 2026. Those official documents establish the rules and government commitments; they should not be treated as confirmation of unreported Panorama findings.
What are the current XL Bully rules in England and Wales?
The rules below apply to England and Wales. Under Defra’s guidance, owning or possessing an XL Bully type dog there without a valid Certificate of Exemption is a criminal offence. Applications for certificates have closed; a new exemption can be authorised only by a court order. Read Defra’s current XL Bully guidance.

Public handling and secure keeping
- In public, an exempted dog must be on a lead and muzzled. Defra recommends a muzzle that allows the dog to pant, breathe and drink.
- Keep the dog securely so it cannot escape, and keep it at the certificate holder’s address except for the limited temporary-address allowance in the guidance.
- Tell Defra if the dog’s permanent address changes, if it dies, or if it is exported.
- If police or an authorised local authority officer asks, provide access to read the dog’s microchip and show the exemption certificate within five days.
Breeding, sale and transfer are prohibited
In England and Wales, it is illegal to breed, sell, buy, rehome or transfer ownership of an XL Bully type dog, or to abandon one. The prohibition includes online marketplaces. In a parliamentary answer on 23 April 2026, the government said Defra endorses the Pet Advertising Advisory Group (PAAG), which works with major platforms to identify and remove adverts that breach the law and promotes responsible, lawful pet advertising. Defra says that if a dog was not neutered by its applicable deadline and evidence was not submitted, its certificate is not valid. Its guidance advises contacting local police while continuing to follow the other conditions.

Two conditions owners should date carefully
- Third-party public-liability insurance is no longer required for banned-breed dogs, including XL Bullies, under the current Defra guidance.
- From 1 November 2026, a child under 12 must not be left in close contact with an XL Bully in a private place without adult supervision. This condition is upcoming as of 4 October 2026, not yet in force.
What did the government acknowledge after the committee’s scrutiny?
In its 25 March 2026 response to the Animal Sentience Committee, the government said the XL Bully listing followed what it described as an unacceptable increase in dog attacks and a disproportionate involvement of XL Bullies in that rise. It also acknowledged the committee’s conclusion that the evidence base was limited. The response recognised that more dogs were exempted than initially estimated, contributing to greater welfare impacts than anticipated, including seizure, prolonged kennelling and lifelong behavioural restrictions. The response reported that more than 57,000 owners registered XL Bully type dogs, 406 dogs were euthanised with compensation claimed under the scheme, and £9.5 million was provided for kennelling and veterinary care. These are figures reported by the Department for Environment, Food & Rural Affairs in its 2026 response.
What changes or further work has the government promised?
Defra reconvened the Responsible Dog Ownership taskforce to consider measures across breeds. The areas identified in the government response include education and training for dogs and owners, and better collection and recording of data. The government says ministers will consider the taskforce’s recommendations and outline next steps in due course; the response does not set out those recommendations as a completed policy package.

The response also says Defra upgraded the Dangerous Dogs database to give police real-time access to registered-dog records and was working with police to reduce kennel stays. These steps address record access and some welfare effects of enforcement, but the response does not resolve the wider debate about the evidence for breed-specific controls or their consequences.
What this means for owners and the public
For owners in England and Wales, the immediate practical issue is whether the dog has a valid exemption and whether every current certificate condition is being met. For the public, the law requires exempted dogs to be leashed and muzzled in public, while the government’s broader review of responsible ownership, training and data remains in progress. The official record recognises both the ban’s stated public-protection purpose and the welfare costs of its implementation; it does not settle the policy debate.
