You can turn concern for animals into sustained action by choosing one issue, starting with a manageable task, and building skills and responsibility with an organization that supports volunteers. Options range from hands-on animal care to online actions, public outreach, community organizing, and policy advocacy; there is no single route that fits everyone.
Choose an issue and a way to help
“Help animals” can mean very different things. Start with the issue you care about, then look for a role that matches your interests, location, availability, and comfort level. Organizations work on different issues, so check their current descriptions before signing up.
- Companion animals and shelters: Best Friends offers community resources focused on shelters and community-cat issues, including a grassroots advocacy toolkit, policy guides, and monthly action-team calls. Explore Best Friends organizing resources.
- Farmed animals and food systems: The Humane League offers online actions, local teams, and campaign activities, including contacting companies and decision-makers. See The Humane League’s volunteer opportunities.
- Horses, legislation, and broader animal policy: The ASPCA lists advocacy roles alongside other volunteer opportunities. Review ASPCA advocacy volunteer opportunities.

These are examples, not a ranking of which type of volunteering is most effective. The available information describes roles and organizational support, not comparable outcomes across activities.
Find a first step that fits your life
Direct care and fostering
If you want to work directly with animals, the ASPCA lists opportunities involving pet adoptions, fostering, rescue, and rehabilitation. Direct-care roles can have different duties and local requirements from advocacy work, so ask what a specific placement involves before committing. Check the ASPCA’s volunteer opportunities.

Online actions
Online participation can be a practical starting point if you have limited time or are far from a local team. The Humane League describes an app for contacting companies as well as ways to reach decision-makers at city, state, or national levels. Confirm the current options and any time expectations on the organization’s page.
Outreach and public education
Sharing information can take forms such as staffing a table, distributing leaflets, writing to a local newspaper, or circulating campaign material. PETA lists these activities for its Action Team; its FAQ says the team is for people 25 or older and directs younger people to a separate program. Check its current eligibility rules before applying. Events and community teams
Local action may include protests, workshops, meetups, organizing events, or seeking local media attention. The Humane League lists these kinds of campaign-support activities. Mercy For Animals describes a progression from attending events to helping with recruitment or logistics and, for some volunteers, organizing an event. Explore Mercy For Animals’ volunteer movement.
Policy and legislative advocacy
Advocacy roles may involve supporting animal-friendly legislation, community policy work, or contacting public officials. The ASPCA presents its Regional Advocacy Field Team as a starting point for people new to animal advocacy; its District Captain and Horse Action Team roles illustrate more specialized or leadership-oriented options. Check the commitment before you join
A role that sounds right in principle may not be available or accessible in practice. Before applying, contact the organization or read its current volunteer listing to clarify:
- Whether the role is available in your area or can be done remotely.
- What the work involves, how often you are expected to participate, and whether it is a one-time, occasional, or recurring commitment.
- Any age limits, application steps, screening, or background checks.
- What orientation, training, supervision, or organizer support is provided.
- Whether the activity is physically accessible and what accommodations are possible, such as virtual participation, captions, or support for sensory needs.
Requirements are organization- and role-specific. For example, Humane World for Animals says it conducts background checks for most roles, not necessarily all roles. Mercy For Animals describes accessibility measures and notes that individual needs vary. Ask directly about what you need rather than assuming a role will or will not work for you. Build from a supported task to greater responsibility
- Pick a focused issue. Choose a community, animal-welfare concern, or campaign that matters to you, then find an organization whose current work aligns with it.
- Ask what help is needed now. Look at the organization’s current openings or contact its volunteer team. Confirm location, eligibility, time, training, screening, and accessibility details for the particular role.
- Start with a clearly scoped activity. Attend an orientation or event, join an online action, or take on a defined task. The ASPCA says its advocacy teams receive training and support. Mercy For Animals says prior skills or experience are not required for its volunteer movement; those descriptions apply to those organizations, not every volunteer role.
- Learn with organizers and peers. The Humane League describes support from field organizers and local captains, as well as a community training hub. Mercy For Animals says resources may include guides, toolkits, training, and one-on-one coaching. Use the support offered to understand the campaign and build confidence before taking on more.
- Own a next step when you are ready. With the organization’s guidance, you might recruit others, coordinate event logistics, contact decision-makers, or lead a defined local action. Not every group offers every path; ask what a realistic next responsibility looks like.
Make advocacy focused and assess progress
For policy or campaign work, enthusiasm is more useful when it is aimed at a specific decision. The International Companion Animal Management Coalition’s January 2025 Advocacy Toolkit frames planning around questions including what advocates want, who can provide it, what those people need to hear, who should deliver the message, how to reach them, and what tools are available. It also asks, “How can you tell if it’s working?”
Use those questions to define an objective, identify the decision-maker, choose a message and messenger, and decide how to reach the audience. Then track observable signs of progress and adjust the approach when needed. The toolkit offers planning prompts, not a guarantee that a particular campaign will succeed. Best Friends’ organizing resources include policy guides and community materials for companion-animal advocacy.

What volunteer work can add up to
Humane World for Animals reported 1,426 volunteers, 83,615 volunteer hours, and 4,676 U.S. policy actions for 2025. These are the organization’s reported figures for that year, not a movement-wide estimate or a measure that compares the effectiveness of different volunteer paths. They do illustrate how an organization can describe the scale of its volunteer participation and policy activity.
