Help Stop Horse Slaughter Once and For All: How to Act on the 2025 SAFE Act

The 2015 ASPCA call to stop horse slaughter is still relevant, but the bill it named has been replaced. Here is the current status of the SAFE Act of 2025 and how to contact your lawmakers.

The call to action in the ASPCA’s well-known appeal is still the right one: contact federal lawmakers and ask them to support a federal ban on horse slaughter. But that appeal was published on September 22, 2015, and the bill it asked readers to back is no longer the bill in front of Congress. The current federal proposal is the Save America’s Forgotten Equines Act of 2025, known as the SAFE Act, filed as H.R. 1661 in the House and S. 775 in the Senate. The most recent federal action we can confirm for either bill is a referral to committee in early 2025, and neither bill is shown to have been enacted. Check Congress.gov before you make contact, because cosponsor counts and committee status change.

What the 2015 ASPCA appeal said, and what has changed

The original ASPCA post asked readers to contact their federal legislators and urge them to support the SAFE Act that was pending in 2015. It reported that approximately 150,000 American horses were trucked across borders each year for slaughter, and it stated that no horse slaughterhouses were operating in the United States at that time. Those are historical statements. The 150,000 figure is an ASPCA estimate from 2015, not a current count, and the statement about domestic slaughterhouses describes 2015 only. Do not cite either as a present-day fact without newer, dated support.

The 2025 bills: current status

The Save America’s Forgotten Equines Act of 2025 was introduced in both chambers on February 27, 2025. The two versions have moved through different committees, and neither has progressed to a floor vote in the records we reviewed.

What the bill would do

The introduced text of S. 775 gives its purpose as: “To amend the Agriculture Improvement Act of 2018 to prohibit the slaughter of equines for human consumption.” That is the operative description of the Senate bill. Advocacy summaries of the SAFE Act also say it would prohibit exporting horses for slaughter. That export provision appears in those summaries, and we have not confirmed its exact wording against the bill text, so read the bill itself before repeating the export claim in your own message to a legislator.

Recent reports from the field

Front Range Equine Rescue, which relays advocacy material on its website, says 2024 saw the lowest number of horses shipped to slaughter in decades. The organization does not give a figure for that claim, so it should be cited as its assessment rather than as a measured total.

The same organization relays an account from Animals’ Angels of investigators’ visits to Interstate Regional Stockyards in Missouri in January and February 2026. As relayed, the investigators documented neglect, violent handling, and the presence of slaughter buyers. The account says local law enforcement opened an investigation after evidence about a severely injured horse was submitted. That is a report of an investigation, not a finding. We have not confirmed the outcome of that investigation or reviewed the evidence directly.

What is still unclear

  • Current annual export totals. We could not find a dated, current count of horses exported for slaughter. The 150,000 figure from 2015 is the only explicit annual shipment number in the available material, and it is a decade old.
  • Current domestic facility status. We could not confirm from a dated source whether any horse slaughter plant is operating in the United States today. Do not assume the 2015 statement still holds.
  • Passage. Nothing in the records reviewed shows either bill passing a chamber or becoming law.

How to contact your lawmakers

The advocacy campaign asks constituents to contact three offices: their U.S. Representative and both of their U.S. senators. Use the steps below to make the contact specific enough to be useful.

  1. Find your representative and senators at the House and Senate websites, or on Congress.gov, by entering your home address or ZIP code.
  2. Confirm the bill number. Use H.R. 1661 for your House member and S. 775 for your senators.
  3. Call or send a written message. Identify yourself as a constituent with your name and city, then name the bill and ask the office to cosponsor or support it.
  4. If your House member has already cosponsored H.R. 1661, thank them and ask them to press for a committee hearing. The Congress.gov cosponsor list shows whether they have signed on.
  5. Check the bill’s status on Congress.gov again in a few weeks, and follow up if the record shows no movement.

Keep the message short and factual. Legislators’ offices track how many constituents raise an issue, so a brief, specific request from a named constituent is more useful than a general statement of support.

Other ways to support the goal

Equine rescue and welfare nonprofits do much of the work of documenting cases and placing horses. If you want to help beyond writing to Congress, support a rescue or welfare organization that publishes its work and its sources. Check how a group reports its activity before donating, and look for organizations that name the bills they support.
