Animal transport helps rural shelters by moving adoptable dogs and cats from communities where local placement options are limited to shelters where adopter demand, foster capacity or medical and behavioral resources are greater. The distance itself saves no one. The result depends on a good match between source and destination, a transport that protects the animals’ welfare, and local work that keeps the source community from refilling the same gap.
How does relocation connect shelters with different capacity?
ASPCA describes relocation as a placement strategy. Animals move from areas where similar animals are plentiful and adoption opportunities are scarce to communities where those animals are less common and adoption prospects are better. ASPCA also supports sending animals to shelters better able to address particular medical or behavioral needs.
A working network typically includes:
- a source shelter that identifies animals likely to benefit from a move;
- a destination shelter or rescue with a confirmed placement plan;
- veterinary and animal-handling capacity at both ends;
- trained drivers or pilots, and sometimes foster homes along the way.
PetSmart Charities has described a network of this kind, with shelters, nonprofit transport groups, pilots, veterinarians, drivers, handlers and foster homes. Treat it as an illustration, not a required template.
What makes a transport safe for the animals?
ASPCA’s transport policy is built on principles rather than one approved vehicle or crate. Its core requirement reads: “Transport vehicles, and the number and arrangement of animal enclosures within, must allow for ready visual observation of each animal and proper ventilation and climate control in the animal compartment.”

Before dispatch
- A veterinarian or trained staff member examines each animal.
- Animals are healthy, or have existing conditions that make travel safe.
- Vaccination and parasite treatment follow the policy’s expectations.
On the road
- Suitable enclosures, arranged so every animal can be seen.
- Ventilation and climate control in the animal compartment.
- Frequent monitoring by trained personnel, with intervention protocols if an animal declines.
- Planned route duration, rest stops and, on long routes, overnight layovers that protect both animals and people.
Paperwork
Animals crossing state lines may need a certificate of veterinary inspection issued by a veterinarian under applicable state laws. Rules differ by state, species and route, so confirm the requirements for the specific origin and destination before dispatch.
Do crates and carriers matter?
Yes, but as one part of the system. ASPCA’s guidance and PetSmart Charities’ grant materials both treat enclosures as relevant supplies, and neither endorses a particular model or a universal size. The right choice depends on the animal’s size and needs, vehicle layout, restraint, ventilation, visibility for monitoring, ease of cleaning, route length and any standards that apply to the trip.

How do you compare possible routes or partner shelters?
These criteria follow ASPCA’s stated placement and welfare priorities.

Why relocation alone is not enough
ASPCA says relocation should be paired with community-specific work: low-cost spay/neuter, safety-net services, community cat programs, progressive adoption policies, veterinary access and community engagement. Without these, transports can move animals out while the pressures that produced the surplus stay in place.

What the numbers do and do not show
- ASPCA’s 2022 annual report states that its Animal Relocation program moved more than 32,500 animals on more than 850 ground and air transports in 2022. That is one organization’s program activity, not a national total, and not an estimate of lives saved.
- ASPCA reported $29 million in grants to shelters in 2025. That figure covers the whole organization and is not specific to transport.
- PetSmart Charities has published a historical example of a transport moving more than 60 adoptable pets from Louisiana to Virginia. It also reported a $150,000 transport grant to Bissell Pet Foundation in 2022, and $1,000,000 in yearly transit grants during the period that article described. These are past figures, not current funding availability.
The available official material is national rather than rural-specific. It provides no rural-only outcome statistic, so claims that rural shelters carry a quantified transport disadvantage, or that any one transfer necessarily saves a life, need local data to support them.
Funding for rural shelters and transport partners
Grant rules are program-specific and change often. PetSmart Charities’ current disaster-response grants can cover supplies such as kennels, crates, carriers, food and leashes, but only for qualifying disasters. Vehicle requests, preparedness requests and out-of-scope events are ineligible. Those rules should not be assumed to apply to its other grants or to other funders.

ASPCA describes broader grant support for organizations, including capacity building, disaster response and improved practices. Neither funder’s materials establish a currently open, unrestricted transport grant aimed at rural shelters, or a vehicle-purchase program. Before applying, check the current page for eligible geography, applicant status, funding caps and allowable costs, and look for collaborative transport networks that may share vehicles and staff.

Transport helps rural shelters when it is a planned placement with a ready destination, a veterinary check, a monitored and climate-controlled vehicle, and correct paperwork. It works best alongside local programs that reduce the number of animals needing to leave.
