How Many Dogs and Cats Do Shelters Euthanize Each Year? What the Latest Numbers Show

The latest national estimate puts shelter euthanasia of dogs and cats at about 290,000 in the first half of 2025. Here is what the counts do and do not show.

The most recent national estimate in these sources is that about 290,000 dogs and cats were euthanized in U.S. shelters in the first half of 2025: roughly 164,000 dogs and 126,000 cats. That is a six-month figure, not a full-year total. The headline’s “almost 600,000 abandoned pets” a year is not confirmed by the sources reviewed for this article, and “abandoned” describes only one of several intake routes. This piece explains what the official counts measure, why they are easy to misread, and what shelters and the public can do about the pressure behind them. It does not describe a particular shelter, because no specific facility is identified in the sources behind the headline.

What the official counts measure

Several different numbers circulate in shelter reporting, and they answer different questions. The table below lists the figures that can be attributed to a named source and period.

Because the sources differ in period and scope, a figure from one row should not be added to or compared directly with another. The half-year euthanasia estimate in particular cannot be doubled to produce an annual total; the sources do not establish a full-year 2025 euthanasia count, and counts of this kind are estimates rather than a census of every animal and shelter.

Why “abandoned” is the wrong word for most intake

ASPCA’s 2025 intake estimates put 59% of shelter animals in the stray category and 30% as owner surrenders. Those percentages describe how animals arrived. They do not show how many animals in any category were euthanized, so they cannot be used to say that abandoned or stray animals account for a particular share of euthanasias. The ASPCA also notes that these figures can vary by state.

The word “abandoned” also blurs very different situations: a dog found running loose, a cat surrendered because a tenant lost a rental, an animal brought in after an owner died, or an animal seized from a neglect case. Shelters sort intake into these categories, but the categories overlap and are not always recorded the same way from one agency to the next.

Dogs, cats and the return-to-owner gap

Return to owner is one of the clearest differences between species. According to Shelter Animals Count’s 2025 annual report, 19% of dog intakes were returned to their owners, compared with 3% of cat intakes. Among strays specifically, 34% of dogs were returned, compared with 6% of cats. Those are the annual figures in that report; they reflect how often animals with a traceable owner are reunited, and they help explain why cat euthanasia pressure and dog euthanasia pressure can look different even at the same shelter.

How shelters decide whether euthanasia is necessary

The ASPCA’s position statement lists the factors that should inform adoption and euthanasia decisions. Decisions are not made on intake category or capacity alone.

  • Medical or behavioral concerns, and the prognosis for treatment.
  • Whether treatment, or transfer to a facility that can treat the animal, is feasible.
  • Whether the ability and willingness of potential adopters are enough to provide a placement.
  • The animal’s quality of life.
  • Public safety.

The ASPCA describes euthanasia as the most appropriate outcome when treatment or transfer is not feasible, prognosis is poor, treatment is ineffective, or placement is unavailable. It also warns against letting animals linger when there is no feasible care or placement. The organization is equally direct about the limits of that reasoning: “Euthanasia should never be a substitute for concerted efforts to keep animals healthy and find placement for them.”

The ASPCA also acknowledges continuing capacity problems, including staffing and veterinary shortages and animals that need specialized care. Those pressures differ from one community to the next, so no single cause explains euthanasia rates across all shelters.

Why shelter outcome rates are hard to compare

A shelter’s euthanasia total on its own says little about its performance. Before comparing two shelters, two cities, or two years, check the following.

  • Numerator and denominator. The ASPCA defines live release rate as total live outcomes divided by intake. Live outcomes include adoptions, returns to owner, and transfers to outside agencies that guarantee adoption.
  • Time window. A six-month figure and a twelve-month figure are not interchangeable.
  • Species and age. Dog and cat outcomes differ; the ASPCA recommends breaking data out by species and age where relevant.
  • Intake obligations. Municipal shelters with open intake take in animals that limited-intake private shelters can turn away, so their outcome rates reflect different case mixes.
  • Estimation method. Whether a figure is a reported count or an estimate, and how much of the sector it covers, affects how much weight it can bear.

The ASPCA recommends tracking intake, length of stay, euthanasia rate, and live release rate together. Read any one of those alone with caution.

What helps, and where individuals can act

The ASPCA’s president and CEO, Matt Bershadker, has framed the priority this way: “Keeping pets in loving homes, removing barriers to adoption and helping lost pets return to their families are some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity.” The levers below follow from that framing and from the ASPCA’s guidance.

Keep pets with their families

Spay and neuter access, affordable veterinary care, grooming services, and pet-friendly housing support all reduce the number of animals who reach a shelter in the first place. These are often the cheapest interventions because they prevent intake rather than managing it.

Help lost pets get home

Microchips with current contact details, collar tags, and prompt reporting to local shelters improve return-to-owner rates. Given the gap in return rates between dogs and cats shown above, cat owners in particular benefit from ID and microchip habits.

Adopt, foster, or volunteer

Adoption, fostering, and volunteering each add placement capacity. Fostering is especially useful when a shelter is short of kennel space or needs a temporary home for an animal under treatment.

Check what your local shelter needs

National sources do not establish which supplies or services any particular shelter currently needs. Contact your nearest municipal shelter or rescue and ask directly. Many publish their outcome reports, which lets you check intake, length of stay, and live release rate for yourself before donating time or money.
