How Many People Do Fish Feed? About 3.1 Billion, According to the Latest FAO Estimate

Fish and other aquatic animal foods help supply at least one-fifth of animal protein for about 3.1 billion people. Here is what that FAO estimate includes—and what it does not.

Fish and other aquatic animal foods help feed about 3.1 billion people worldwide, supplying at least one-fifth of those people’s animal-protein consumption. That is the latest headline estimate from the Food and Agriculture Organization of the United Nations (FAO), reported in its State of World Fisheries and Aquaculture 2026.

This does not mean only 3.1 billion people eat fish. It is a narrower nutritional measure: the number of people for whom aquatic animal foods provide at least 20% of dietary animal protein. The wider group of people who eat fish or seafood in any amount is considerably larger, but global statistics do not provide a simple, precise headcount of those consumers.

The short answer: about 3.1 billion people

The best current answer is approximately 3.1 billion people. For this group, aquatic animal foods—including fish, shellfish, and other aquatic animals—provide at least 20% of consumed animal protein.

In plain language, fish is an important source of animal protein for roughly two out of every five people in the world, using this specific FAO threshold-based measure. The figure should not be interpreted as a survey showing that exactly 3.1 billion people ate fish during a particular week or year. It identifies people whose diets depend substantially on aquatic animal foods for animal protein.

Because the statistic includes seafood beyond finfish, “fish feed” is convenient everyday wording but not technically complete. “Fish and other aquatic animal foods help feed at least 3.1 billion people” is the more accurate description.

What the 3.1-billion figure actually measures

There are three different questions hidden inside “How many people do fish feed?” They produce different answers:

Question What can be said
For how many people are aquatic foods a major source of animal protein? About 3.1 billion people receive at least one-fifth of their animal protein from aquatic animal foods.
How many people eat fish or seafood at least occasionally? Likely more than 3.1 billion, but FAO food-balance statistics do not provide a single direct global headcount of consumers.
How many people depend economically on fisheries and aquaculture? The sector supports more than 600 million livelihoods worldwide. This is an economic figure, not a count of people fed by fish.

The distinction matters. Someone who eats fish once a month may be included in the global total of aquatic-food consumers but not in the 3.1-billion group. Conversely, the livelihood estimate includes people connected to fishing, fish farming, processing, trading, transport, and related activities; it does not mean those people receive their food from fish.

How much aquatic food was produced in 2024?

FAO reports that global fisheries and aquaculture production reached 235 million tonnes in 2024. This total included:

  • 195 million tonnes of aquatic animals, such as fish, shellfish, and other aquatic animal foods;
  • 103 million tonnes of aquatic animals from aquaculture, meaning farming or cultivation; and
  • approximately 92 million tonnes from capture fisheries, meaning wild-caught production.

Aquatic plants account for the difference between total aquatic production and aquatic-animal production. Therefore, the 235-million-tonne total should not be treated as 235 million tonnes of fish or seafood.

About 89% of aquatic-animal production went to human consumption in 2024. FAO also estimated global per-person availability of aquatic animal foods at 21.3 kilograms in 2024, up from 21.1 kilograms in 2023.

“Availability” is important wording. This is not a measurement of the exact amount each person put on a plate. It generally reflects food available for human consumption after production and trade are accounted for, before all household waste, spoilage, preparation losses, and differences between individuals are fully captured.

Does the 21.3-kilogram figure mean everyone ate that much?

No. A global per-capita availability figure is an average, not a description of every person’s diet.

It can be affected by:

  • large differences in seafood consumption between countries and regions;
  • food used in restaurants, institutions, and households;
  • processing and preparation losses;
  • spoilage and waste;
  • trade, which can separate the place of production from the place of consumption; and
  • people who eat no aquatic foods alongside people who eat them frequently.

FAO’s earlier figures show the long-term growth in apparent availability. Global apparent consumption of aquatic animal foods reached 162.5 million tonnes in 2021, while annual per-person consumption rose from 9.1 kilograms in 1961 to 20.7 kilograms in 2022. These figures describe food available for consumption rather than a direct, plate-by-plate measurement of actual intake.

Where do aquatic foods matter most?

The global average conceals major regional differences. FAO reported 2023 aquatic-food availability of approximately:

Region Availability per person
Asia 26.3 kilograms
Africa 9.1 kilograms

These figures do not mean that every Asian resident eats 26.3 kilograms or that every African resident eats 9.1 kilograms. They are regional averages, and consumption varies substantially within each region and between countries.

The contrast also shows why a global headline can be misleading. Aquatic foods may be a routine and important source of protein in some coastal and river communities, while being expensive, scarce, culturally uncommon, or difficult to distribute in other places. FAO warns that per-person availability in Africa could continue to decline if production does not keep pace with population growth, even though aquatic foods remain nutritionally important in many African countries.

Why fish and seafood are nutritionally important

Aquatic animal foods provide high-quality protein and can supply nutrients including:

  • omega-3 fatty acids;
  • vitamin B12 and other vitamins;
  • iron;
  • calcium;
  • zinc;
  • iodine;
  • magnesium;
  • potassium; and
  • selenium.

The exact nutritional contribution depends on the species, the edible portion, the quantity eaten, and how the food is prepared. Small fish eaten with their bones, oily fish, shellfish, and lean fish do not have identical nutrient profiles. Neither do fresh, dried, canned, smoked, or highly processed products.

For that reason, “fish feeds people” is not only a question of calories or protein tonnage. In places where diets lack particular micronutrients, aquatic foods can contribute nutritional value that is not fully captured by a simple weight or protein statistic.

Is most of the fish people eat wild-caught or farmed?

Increasingly, it is farmed. Aquaculture became the leading source of aquatic-animal production in 2022, producing 94.4 million tonnes, or 51% of the total. FAO’s 2026 update says aquaculture supplied 53% of total aquatic-animal production in 2024 and more than 59% of aquatic-animal food output.

This changes the meaning of the answer over time. The world’s aquatic-food supply is no longer principally a story about wild-caught fish. It increasingly includes farmed fish, farmed shellfish, and other cultivated aquatic animals.

Aquaculture can increase the supply of nutritious food and reduce pressure on some wild stocks, but its environmental effects depend on the species, feed, farm design, local ecosystem, disease controls, energy use, and management practices. “Farmed” is not automatically synonymous with either sustainable or unsustainable; the specific production system matters.

Does feeding billions of people mean fisheries are sustainable?

No. The amount of aquatic food available to people and the condition of the ecosystems producing it are related but separate questions.

FAO reported that 72.6% of landings in 2023 came from biologically sustainable stocks. Its previous reporting found that 62.3% of assessed marine stocks were fished within biologically sustainable levels in 2021.

Those percentages use different years and different measures. The 2023 figure refers to the share of landings, while the 2021 figure refers to assessed marine stocks. They should not be presented as a direct year-to-year comparison or as evidence that one statistic contradicts the other.

They do show why production totals alone are insufficient. A growing supply can coexist with overfishing in some locations, pressure on habitats, unequal access, pollution, climate risks, and problems in poorly managed aquaculture. Sustainable management is necessary if aquatic foods are to continue supporting nutrition and livelihoods in the future.

Why did the estimate change from 3.2 billion to 3.1 billion?

FAO’s 2024 report estimated that aquatic animal foods supplied at least 20% of animal protein for 3.2 billion people in 2021. The newer 2026 report gives a headline estimate of 3.1 billion people.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That difference should not automatically be read as proof that fish suddenly stopped feeding hundreds of millions of people. Updated datasets, revised calculations, reporting years, and statistical methods can change an estimate. The figures also refer to different reporting updates.

For a current answer, use the latest estimate: about 3.1 billion people. The earlier 3.2-billion figure is useful context when explaining how the FAO data series has been updated.

What is the most accurate one-sentence answer?

Fish and other aquatic animal foods help feed at least 3.1 billion people, supplying at least one-fifth of their animal protein; the wider fisheries and aquaculture sector supports more than 600 million livelihoods.

This wording keeps the two most commonly confused statistics separate. It also avoids claiming that FAO has counted every person who eats fish, which it has not.

Frequently Asked Questions

Does the 3.1 billion figure count everyone who eats fish?

No. It counts people for whom aquatic animal foods supply at least 20% of animal-protein consumption. The total number of people who eat fish or seafood at any level is larger, but there is no single precise global headcount in these FAO statistics.

Are fish the only aquatic foods included?

No. The FAO category includes aquatic animal foods such as fish, shellfish, and other aquatic animals. “Fish and seafood” is a convenient plain-language summary, but “aquatic animal foods” is more precise.

How many people work in fishing and aquaculture?

The latest supplied FAO estimate says the fisheries and aquaculture sector supports more than 600 million livelihoods worldwide. This includes economic connections throughout the sector and is not the same as the number of people fed by fish.

Is the 21.3-kilogram global figure the amount each person eats?

No. It is estimated per-person availability, or apparent consumption. It is an average of food available for human consumption and does not measure each person’s actual intake after waste, spoilage, preparation, and household differences.

Is farmed fish now more important than wild-caught fish?

Globally, aquaculture supplied 53% of aquatic-animal production in 2024, according to the supplied FAO update. Farmed aquatic animals therefore now make up more than half of global aquatic-animal production, although the balance varies by species and region.

The Bottom Line

Bottom line: The clearest current answer is about 3.1 billion people. That number means aquatic animal foods supply at least 20% of animal protein for those people—not that only 3.1 billion people eat fish. Fish, shellfish, and other aquatic foods are part of a much larger global food system that also supports more than 600 million livelihoods.
