There is no single U.S. shelter adoption fee. It depends on the shelter, location, animal, and any promotion in effect. Official examples include $100 for a dog and $60 for a cat on Franklin County, North Carolina’s fee schedule effective July 1, 2025, and a suggested $150 fee at the ASPCA’s New York City Adoption Center. These are local examples—not a national range or average. Ask your shelter what you will owe at pickup and what the fee covers.
What do shelter adoption fees cost?
Fees are set locally and can differ even between nearby shelters. For example, Franklin County, North Carolina’s FY26 fee schedule, effective July 1, 2025, lists $100 for a dog and $60 for a cat. The ASPCA’s New York City Adoption Center lists a suggested adoption fee of $150. Neither figure establishes what shelters elsewhere charge.
Promotions or animal-specific pricing may also change the amount. Check the shelter’s current fee page and confirm the total directly before you visit, especially if a fee waiver or discount is advertised.
What may the adoption fee include?
The fee can cover services that would otherwise be separate expenses, but the bundle varies by shelter and sometimes by animal. The SPCA of Texas says it prepares dogs and cats with spay/neuter surgery, microchipping, age-appropriate vaccinations, and medical and behavioral evaluations. San José Animal Care Services says its dog and cat adoption fees include spay/neuter, vaccinations, and microchipping. Franklin County’s schedule assigns portions of its fees to vaccines, microchips, and surgery, and provides vouchers for unaltered dogs in specified circumstances.

Before agreeing to adopt, ask for the animal’s written service and medical details. In particular, check:
- Whether spay/neuter surgery is complete. If it is pending, ask about any deposit or voucher, the deadline, eligible providers, and refund terms.
- Which vaccinations and tests have been given, and whether any are still due.
- Whether a microchip is implanted and whether registration or transfer is included.
- Whether medications, follow-up visits, or post-adoption medical support are included.
What other costs might be due at pickup?
The adoption fee may not be the full amount you need on adoption day. Local licensing, surgery arrangements, or required transport equipment can add charges. Requirements differ by location and shelter:

- License: The ASPCA’s New York City center lists an additional mandatory dog license fee for NYC residents. San José says a license valid for up to one year is included for qualifying local adoptions.
- Cat carrier: The ASPCA’s NYC center requires adopted cats to leave in a secure carrier and lists one for purchase at $40. Seattle Animal Shelter also lists carriers for purchase for cat and small-animal adopters. Ask your shelter about its transport rules and carrier size requirements; not every shelter has the same policy.
- Pending surgery: If the animal is not yet spayed or neutered, clarify whether you pay a deposit or receive a voucher, and how and when it can be used.
Ask the shelter to itemize the amount due at pickup, including mandatory local charges and any required equipment. A low or waived adoption fee does not mean the entire adoption will be free.
How much should you budget for the first year?
The adoption fee is only one part of owning a pet. Supplies, food, litter for a cat, a leash or harness for a dog, licensing where required, routine veterinary care, and future medication or vaccinations can add costs. The amounts depend on the animal, household, and local prices; the available sources do not establish current national prices for these categories.

The ASPCA’s cost guidance includes a table labeled “2021 UPDATE.” It estimated first-year totals of $3,221 for a dog and $1,904 for a cat. Those historical estimates combine annual, initial or one-time, and selected special costs, including insurance, routine medical expenses, and supplies. They are not current typical costs or a current national average. The sources reviewed do not establish a representative U.S. first-year average.
To make a useful budget, list the specific costs that apply to your household rather than treating an old national estimate as a quote. The ASPCA advises: “Never skip any shots required by local laws or mandatory for your pet’s protection, but do talk to your vet about personalizing your pet’s vaccine protocol.” Its cost page labels the table a 2021 update.

Questions to ask your shelter before adopting
- What is the current fee for this specific animal, and does a promotion or waiver apply on my adoption date?
- What is the total due at pickup, including licensing, deposits, and required transport equipment?
- Which surgery, vaccines, tests, microchip services, medications, and follow-up care are included?
- If surgery is pending, what are the voucher or deposit terms and deadlines?
- What supplies or equipment must I bring? If adopting a cat, does the shelter require a secure carrier?
- What return, post-adoption support, or medical-care policies does the shelter offer?
Compare shelters by the total due and services provided, not just the headline adoption fee. A higher fee may include more veterinary care, while a lower fee may leave some costs to pay separately.
