The dog’s trained alert tells its handler where scent is emerging—not necessarily where a person is trapped. The handler and dog work as a team, and rescuers may search the area again as they open the structure and the scent path changes.
What a disaster search dog is looking for
A disaster search dog is trained to search for a particular target category and give a trained indication when it detects that target. For survivor searches, the target is live human scent. The dog does not see through concrete or identify a person’s exact position by smell; it samples scent that has reached places where it can sniff.

That distinction matters in a collapse. A person may be below concrete slabs or other debris, while the scent travels through gaps and emerges somewhere else. The dog can locate the emergence point, but the person may be offset from it. An alert is an important clue for the response team, not a guaranteed excavation coordinate.
The working unit is the dog-handler pair. The dog detects and indicates; the handler directs the search, watches the dog’s behavior, interprets the trained indication and communicates findings to the operation. The National Urban Search & Rescue Response System describes canine teams as a dog and human handler, rather than a dog acting alone. That partnership matters because the dog supplies a trained detection while the handler manages how the search is conducted and how the indication is reported.

How scent moves through rubble
Collapsed buildings are not uniform piles of material. Large, solid concrete slabs can redirect scent along the available openings and channels. Scent may travel sideways, back across layers or through a gap, then become detectable at a point that is not directly above the person. FEMA training material describes scent channeling around solid slabs and large pieces of concrete.
In lighter or more broken rubble, scent may spread more evenly, and the indicated area may be closer to the person’s location. That is not a universal rule: structure, openings and conditions affect where scent travels. There is no single direction or distance that an alert reliably maps to.
So, do dogs smell through concrete? The practical explanation is that scent moves through openings and channels in the debris and becomes available for the dog to sample. The alert does not mean the dog detected a person through an unbroken slab. In a building with solid slabs, scent can take a winding route across layers, and a clearer direction may not appear until rescuers reach the floor where the person is located.

FEMA’s US&R Response System Medical Specialist Training Manual puts the key limitation plainly: “canines will indicate where scent is emerging, not necessarily exactly where the victim is located.” The manual’s training material dates to 1997; the statement is useful operational guidance, not a claim that every collapse behaves identically.
This is why a dog’s alert is interpreted alongside the structure and the rescue operation. The alert helps direct attention to a scent source or pathway. It does not, by itself, reveal how far the person is from the surface, which opening the scent followed, or what debris must be moved to reach them.

How the dog-handler team searches a damaged structure
The exact search plan depends on the assignment and the site. FEMA’s training guidance supports a recurring approach: teams continue to search a structure as rescuers penetrate and uncover it. Opening new layers can alter the available scent channels, and a clearer path may appear only as the structure is exposed.
- Search the accessible area. The trained dog samples scent available at the surface and gives its trained indication. The handler directs the search and observes the dog.
- Communicate the indication. The handler reports the finding to the response operation so it can inform the next search or rescue decision. The alert marks where scent emerged; it should not be treated as an exact location for excavation.
- Reassess as access changes. As rescuers penetrate the structure and remove or expose debris, scent may travel differently or become easier to follow. FEMA’s Rescue Specialist Training Manual recommends continuing to search as a structure is penetrated and uncovered, particularly in concrete buildings with solid slabs.
- Search again when appropriate. Re-searching can give the team a new opportunity to sample scent through changed openings. It is part of adapting to the evolving structure, not proof that the first dog or alert was wrong.
This sequence explains why one alert is not the end of the search. A dog’s indication is useful evidence for deciding where to focus, while continued access, structural conditions and subsequent searches help the team refine what the alert means for the rescue effort. Re-searching is especially relevant where slabs may channel scent back and forth: exposing another layer can change what reaches the surface and where it can be detected.
Why disaster-search training is specialized
A strong sense of smell alone does not prepare a dog to search unstable, obstructed rubble. Disaster work requires the dog to move through challenging terrain, follow the handler’s direction, search for its assigned target and give a dependable indication. Indiana Department of Homeland Security course descriptions list agility, obedience, alert work and drive building, alongside live-find and human-remains exercises on rubble piles.
The course prerequisites listed by Indiana DHS include prior scent-search training and handler protective equipment. These requirements reflect that the team must already have relevant search skills and that the handler’s safety is part of training. A pet with a good nose is not therefore a disaster search dog, and an improvised deployment is not equivalent to specialized preparation. The exercises are conducted on rubble piles so teams can practice the demands of disaster search rather than relying only on scent work in easier settings.
Handler equipment and site safety
For rubble-search training, Indiana DHS specifies handler protective equipment: helmet, gloves, long pants, long sleeves and safety-toe or steel-shank boots; knee pads are recommended. This is training guidance, not a complete safety plan for every disaster site. Actual work takes place under the response operation’s site-specific safety decisions.

Work time is also managed rather than assumed to be unlimited. FEMA resource-typing information says the handler determines the canine’s duty cycle based on the assignment, environment, terrain and other factors that affect detection performance. A dog’s working schedule therefore depends on conditions and the task, not a single universal duration. The guidance does not set one duty-cycle length for every team or disaster.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsConditions affect search work
Older FEMA training material describes cool weather, light winds and stable rubble as favorable conditions, while warning that scent behavior and footing can become more difficult in other conditions. These observations come from historical training guidance; they should not be read as fixed thresholds or as a complete forecast of how a dog will perform at a particular site.
Conditions are one reason the handler’s judgment matters throughout a search. The handler assesses the dog and assignment in context, while the broader operation manages access and safety. No one condition guarantees a successful indication, and difficult conditions do not by themselves establish that no person is present.
Live-find and human-remains searches are different assignments
Disaster canine teams may specialize in survivor detection or human-remains detection. These are distinct roles, not interchangeable versions of one search. The target, training and credential are different, so it is inaccurate to assume every disaster dog searches for both.
| Assignment | Target | Training or credential distinction | What an indication means |
|---|---|---|---|
| Live-find | Live human scent | Disaster-live specialization; Indiana DHS lists a separate disaster-live credential. | A trained indication of the live-find target category. It guides the search but does not by itself pinpoint a person’s location. |
| Human-remains detection | Human-remains scent | Disaster-cadaver specialization; Indiana DHS lists it separately from disaster-live. | An indication related to the remains-search assignment. It should not be described as equivalent to a live-find alert. |
The National US&R Response System likewise describes canine teams as specializing in either live-find search or human-remains detection. FEMA’s resource typing separately identifies a live structural-collapse specialist and a disaster/structural-collapse human-remains team. These distinctions concern operational roles; they are not consumer choices or a ranking of one kind of team over another. The assignment determines the target the dog is trained to indicate, so one specialization should not be assumed to cover the other.

What the numbers say—and what they do not
The National Urban Search & Rescue Response System reported 284 canine search teams specializing in survivor searches and 90 specializing in human-remains searches as of March 2020. Those are dated counts, not current 2026 totals. They illustrate the system’s division between specializations at that time, but they do not establish how many teams are available now or where they are located.
A separate US&R system page states that at least four canine teams deploy with each 70-member Type 1 task force. Because that operational detail is from an undated page, it should not be used as a guarantee about the staffing or composition of every present-day deployment.
What a dog’s alert can—and cannot—tell rescuers
A trained alert means the dog has indicated its assigned target according to its training. In a live-find search, the alert can help rescuers prioritize an area for assessment. But the dog is reporting scent at an accessible emergence point, not describing the hidden route through the rubble or calculating the person’s exact position.
- It can: direct the team’s attention to a place where target scent is detectable and help inform the next search decision.
- It cannot, by itself: identify an exact depth or coordinate, prove that scent emerged directly above its source, or specify how the debris should be removed.
- Its meaning can change: when rescuers expose new layers or openings, the scent pathway may change, making another search useful.
The practical takeaway is to understand alerts as part of a changing rescue picture. The dog supplies a trained detection and indication; the handler interprets and relays it; and the operation considers that information as access and conditions evolve.
Frequently Asked Questions
Can search-and-rescue dogs smell people through concrete?
Not through an unbroken slab in the sense of seeing or locating someone behind it. Scent can move through available gaps and channels in rubble and emerge where a dog can sample it. The dog indicates that emergence point, which may be offset from the person.

Does a dog’s alert pinpoint where a trapped person is?
No. FEMA’s US&R Response System Medical Specialist Training Manual says canines indicate where scent is emerging, not necessarily exactly where the victim is located. The alert helps guide the operation, but it is not an exact coordinate or excavation instruction.
Why might rescuers search the same structure more than once?
As rescuers penetrate and uncover debris, new openings can change the scent path or make it clearer. FEMA’s Rescue Specialist Training Manual recommends continuing to search as a structure is opened, particularly in concrete buildings with solid slabs.
Are live-find and human-remains search dogs trained for the same task?
They are separate specializations. Live-find dogs search for live human scent; human-remains teams have a different target and distinct disaster-cadaver training or credentialing. Not every dog team is trained for both assignments.
How long can a disaster search dog work, and what conditions matter?
There is no single duty-cycle length that applies to every search. FEMA resource-typing guidance says the handler determines the canine’s duty cycle based on the assignment, environment, terrain and other factors affecting detection performance. Historical FEMA guidance describes cool weather, light winds and stable rubble as favorable, but those are not universal thresholds.
The Bottom Line
Search-and-rescue dogs find people by detecting target human scent that reaches the surface through openings in debris. Their alert identifies where scent is available to sample—not necessarily a person’s exact location. The dog-handler team and rescuers use that indication alongside site conditions, and may search again as access and scent pathways change.
