How the ASPCA Would Manage Wild Horses Without Lethal Control

The ASPCA’s wild-horse framework combines tailored fertility control, targeted gathers, humane pasture care and more adoptions, while treating its cost and 10-year timeline as model projections.

The ASPCA advocates humane, non-lethal management of federally protected wild horses and burros, with the goal of keeping sustainable herds on the range wherever possible. Its proposal combines fertility control, targeted gathers, pasture-based care for some horses removed from the range, and more adoptions; it is a framework, not evidence that every element is already in place.

What the ASPCA’s commitment means

The ASPCA describes wild-horse management as both an animal-welfare issue and a challenge involving forage, water, wildlife habitat, and other uses of public land. It opposes relying on lethal population control and calls for proactive management intended to keep herds within the resources available to them. The organization says it is “committed to preventing these outcomes for our wild horses and burros.” Read the ASPCA’s commitment.

The ASPCA’s position is not that every herd should receive the same intervention. It says herd-management areas differ and management should be tailored to local conditions. Its framework aims to do more management on the range over time, while using off-range care and adoption for horses that are gathered.

The four parts of the ASPCA’s proposed plan

1. Use fertility control to slow population growth

The ASPCA proposes broad use of fertility-control strategies it describes as safe and humane, to stabilize herd growth on the range. It does not say treatment is necessary for every herd: “every herd management area is unique, and we cannot use a one size fits all approach to management.” Fertility control is central to its longer-term plan because it is intended to reduce unchecked growth and the need for removals, but the approach should reflect conditions in each area. 2. Gather horses strategically where ranges cannot support them

For densely populated Herd Management Areas that cannot sustain the animals, the ASPCA proposes targeted gathers. It says these could ease pressure on forage and water and make non-lethal fertility-control work possible. In its framework, gathering is a selective management tool—not a substitute for reducing future population growth.

3. Provide humane pasture care for gathered and already-held horses

The proposal calls for moving horses already in holding, as well as horses gathered from the range, to large, cost-effective pasture facilities offering a free-roaming environment. The ASPCA says some existing long-term holding facilities could be converted to lifetime-care pastures, while other providers could be encouraged through a government bidding process.

Under the arrangement the ASPCA describes, the Bureau of Land Management (BLM) would retain title to horses placed with some off-range stewards, along with their federal protections. This is a feature of the ASPCA’s proposal; it should not be read as a description of a universal or completed placement policy.

4. Increase adoptions and prepare horses for homes

The ASPCA also supports increasing adoptions by matching suitable horses with adopters and providing handling and training that can improve adoptability. It argues that adoption can improve individual horses’ lives and reduce program costs, but explicitly cautions that “the BLM cannot adopt its way out of this situation.” Adoption is one part of a larger management plan, not a standalone solution.

Why the ASPCA favors a combined approach

The ASPCA frames the choice as humane, proactive management versus worsening shortages of forage and water or pressure to authorize lethal alternatives. It also acknowledges concerns voiced by people living in wild-horse country about range health, wildlife habitat, and local businesses. The organization says stakeholder discussions found common ground around reducing herd numbers without harming horses; that is the ASPCA’s account of those discussions.

Its case therefore combines animal welfare with ecological, operational, and fiscal concerns. The ASPCA says public-land management must account for multiple uses and that populations exceeding available resources can intensify competition with other animals. The proposal aims to reduce that pressure while limiting reliance on long-term holding through fertility control, fewer removals, and more adoptions over time.

What the ASPCA says about cost and timing

The ASPCA acknowledges that its approach would require public investment up front. It says its modeling found the plan could cost less by year ten than projected status-quo management in that same year. The public commitment page does not provide enough detail to independently reproduce the cost assumptions, so this is an ASPCA model claim rather than a verified cost comparison.

The organization also says modeling with population ecologists and economists found that a package combining removals, lower-cost long-term pasture, widespread fertility control, and increased adoptions could reach sustainable population numbers within 10 years. That projection is conditional on the plan being adopted and implemented swiftly; it is not a guaranteed result or a measured outcome. ASPCA’s announcement describing the model.

How to read the figures associated with the proposal

Two figures sometimes cited alongside the ASPCA’s position are historical, not current measures of population or adoption demand:

  • 2.3 million potential adopters: The ASPCA reported that Edge Research identified 2.3 million adults with both the resources and desire to adopt a horse in 2017. This is a historical estimate of potential adopters, not a current count of people seeking to adopt.
  • Approximately 88,000 free-roaming horses and burros: An ASPCA announcement in 2019 cited a BLM estimate of approximately 88,000 animals roaming ranges at that time. It is not a present-day population estimate.

The ASPCA’s current public-policy pages continue to identify a sustainable future for federally protected wild horses and burros as a priority and describe work with industry stakeholders and federal agencies on preventative, non-lethal tools for Western herds and rangelands. Those pages establish an ongoing advocacy priority, but do not verify the implementation status or results of every part of the earlier proposal.
