How to Care for a Stray or Lost Pet: Safe Steps to Help

Start with safety, then check identification, arrange a microchip scan, report the find locally, and help reunite the pet with its family. Rules and temporary-care options vary by location.

If you find a stray or lost pet, first make sure you and the animal are safe. If it is safe to approach, check for visible identification, arrange a microchip scan, and report the find to the animal services or shelter responsible for the place where you found it. Local rules determine where the animal should go and whether you can care for it temporarily.

1. Decide whether it is safe to approach

Pause and assess the animal and its surroundings before trying to catch it. An injured, frightened, aggressive, or traffic-exposed pet may bite, bolt, or be hurt further if you approach. Do not put yourself or the animal at risk to restrain or transport it.

If handling seems unsafe, contact local animal control, the relevant shelter, or a veterinary or emergency animal service and explain the animal’s condition and location. Follow their instructions rather than attempting a capture yourself.

2. Check for identification if it is safe

If you can do so safely, look for a collar, tag, or license information. A tag may provide a phone number or other way to reach the person responsible for the pet. Avoid handling the animal just to inspect a tag if doing so could put either of you at risk.

A microchip is not a visible tracker; it must be scanned. Call a nearby veterinary clinic or shelter and ask whether it can scan the animal. France’s public-service guidance also describes tattoo identification and advises finders to ask a veterinarian about scanning; in France, a found-animal declaration can prompt I-Cad to contact the registered holder (Service Public: animal identification and what to do if you find one). Veterinary clinics are also a scanning option in the Australian Capital Territory (ACT Government: what to do if you find a stray pet).

3. Report the find and ask about temporary care

Contact the animal-control agency, local authority, shelter, or equivalent for the place where you found the pet. Describe where and when you found it, its appearance, and whether it seems injured or ill. Ask where the animal should go, how to file a found-pet report, and whether you may care for it temporarily at home.

Procedures and services vary. For example, Fairfax County describes temporary housing for a found dog and says its program can provide veterinary care, vaccines, scanning, food, and supplies. Those services are specific to that local program; do not assume they are available elsewhere (Fairfax County: found pets).

4. Help the pet’s family find it

Check local lost-pet reports and contact nearby shelters and veterinary offices. Share a clear photo and the general area where you found the animal through suitable neighborhood channels. Flyers can help reach people who are not checking online listings; Orange County Animal Care also recommends checking with veterinary offices and animal-protection groups (Orange County Animal Care: lost and found pets).

Report the animal through any local lost-and-found registry or official channel available where you found it. Delaware’s registry guidance recommends reporting found animals and contacting a veterinarian, shelter, or rescue if an animal is ill, injured, or in immediate danger (Delaware Animal Services: lost and found pets).

5. Follow local rules before keeping the pet

Finding an animal does not by itself make it yours. Reporting requirements, custody procedures, fees, and any holding period depend on the jurisdiction. Ask the local authority what applies before deciding to keep or rehome the animal.

For England and Wales specifically, local authorities have a role in dealing with stray dogs. The Department for Environment, Food & Rural Affairs says a finder who wants to keep a dog must first return it if its owner is identified or bring it to the local authority (DEFRA: stray and abandoned dogs—local authority responsibilities). The guidance says the authority may explain an applicable process requiring the finder to keep the dog for at least 28 days; keeping it during that period does not necessarily make the finder its legal owner. It also says an authority may charge a statutory fee of £25 and recover reasonable expenses in its local-authority context. These England-and-Wales rules and figures should not be applied elsewhere (GOV.UK: report a stray dog).

Optional equipment for safe transport

If an animal is small and calm enough to handle safely, a carrier or sturdy box may help contain it during transport. Do not force a frightened or aggressive animal into one. If you are unsure that you can handle or transport the pet safely, contact animal-control or veterinary services instead.
