Then compare the viable itineraries by total cost, journey time, and how your pet will travel. There is no single best airline for every animal or route.
Start with eligibility and route feasibility
Airline pet policies differ, and an itinerary that appears available online may not accept your animal on every segment. Check the airline that will actually operate each flight—not only the carrier or travel site that sold the ticket. The U.S. Department of Transportation (DOT) recommends checking the airline’s policy before travel; restrictions can cover species, size, age, behavior, seating, kennel type, and cargo travel during temperature extremes. DOT’s pet-travel guidance also distinguishes airline acceptance from destination entry requirements.
For each itinerary, establish which mode is actually available: in-cabin travel, checked pet, air cargo, or no acceptable option. Airlines do not all offer every mode, and an animal accepted in one mode may not qualify for another. Ask about each flight segment, including connections, and whether the animal stays with you or is handled separately.
Confirm the flight, not just the airline
Some airlines cap the number of animals allowed on a flight, so a general policy does not guarantee space on your date. IATA advises travelers to confirm acceptance on the preferred date and flight, then reconfirm at least 48 hours before departure. Check the operating carrier for every segment; codeshares and connections can involve different rules or acceptance limits. Check the destination’s rules and timing
Airline approval does not satisfy a country’s or region’s animal-entry requirements. Many international destinations require health certificates, and some have quarantine rules. Those requirements may involve records, examinations, or deadlines that affect when you can travel. Confirm the official destination guidance and discuss the animal’s documents and schedule with your veterinarian; separately confirm the airline will accept the pet and required paperwork.
For international trips, resolve entry requirements before choosing a date or paying for a nonrefundable itinerary. The DOT notes that destination rules are separate from airline policy. Its pet-travel page is a starting point, not a substitute for the destination authority’s current requirements.
Compare only itineraries that can take your pet
Once you have viable options, weigh the factors that affect both the animal’s trip and your total spend:

- Travel mode: Is the pet in the cabin with you, handled as checked baggage, or shipped as cargo?
- Journey: Compare nonstop flights with connections, total travel time, and the time your pet may spend waiting or in transit.
- Eligibility: Check species, age, size, weight, breed, health, and behavior restrictions for the actual flight.
- Capacity and aircraft: Confirm a space is available for the pet on every segment and ask whether the aircraft or route affects acceptance.
- Weather and handling: Cargo options may be restricted during temperature extremes; confirm any route, timing, or facility-hour constraints.
- Paperwork: Include destination records and deadlines in the comparison, not just the airline’s booking steps.
There is no route-independent answer to “Which airline is best for flying with a dog?” or another pet. The right choice is the flight that accepts your particular animal on your travel date, meets its needs, and works with destination rules and your budget.

A pet fee is only one possible part of the bill. Depending on the route and travel mode, account for the airline’s pet or baggage charge, cargo or relocation costs if applicable, a suitable carrier or kennel, and veterinary or destination paperwork. Airlines may charge a separate pet fee or treat the animal as baggage or part of an allowance; current charges vary and must be checked with the airline. DOT requires U.S. and foreign air carriers with websites marketed to U.S. consumers to disclose optional service fees, including pet fees. Check the airline’s current fee information and confirm what applies to your itinerary.
Compare total trip costs only after ruling out options that cannot carry your pet. A cheaper ticket is not a useful saving if its pet mode, transfer, or paperwork requirements make the trip unsuitable.

Choose the carrier or kennel for the accepted mode
For cabin travel, the carrier must fit beneath the seat. The FAA says airlines decide whether pets may travel in the passenger cabin; when permitted, the carrier counts as carry-on baggage, must be properly stowed beneath the seat, and must remain stowed while the aircraft moves on the airport surface and during takeoff and landing. Airlines may also limit pet types and numbers. FAA guidance on flying with pets explains these requirements.
Do not buy based only on a product listing that says “airline approved.” Under-seat dimensions vary by airline and can depend on aircraft or seat assignment. Confirm the selected operating airline’s current dimensions and requirements before buying, then check that the specific carrier fits.
A cargo kennel is not interchangeable with a cabin carrier. IATA’s container guidance says an animal should be able to turn normally while standing, stand and sit fully, and lie in a natural position. IATA’s pet travel guidance provides general container guidance; the airline’s current specifications determine final acceptance. USDA APHIS’s air-travel lesson discusses kennel size, secure fasteners, ventilation, leak-proof flooring, labels, attached food and water containers, health readiness, and records. Use it as preparation guidance, not as a replacement for airline rules or the destination authority’s requirements.

Account for age, breed, health, and conditions
Age and health can narrow the available flights. USDA APHIS’s air-travel lesson describes requirements under which dogs and cats must be at least eight weeks old and fully weaned. It also flags short-nosed dogs and cats for extra care because of increased breathing and heat-stress risk. These points do not establish that every airline accepts an animal meeting those criteria; check the airline’s restrictions and consult your veterinarian about the pet’s fitness to travel.
Weather, aircraft, connections, and cargo handling can also make an otherwise eligible itinerary unsuitable or unavailable. Ask the airline about restrictions for your route and date, and factor cargo-facility operating hours and destination routing into the plan if shipping by air freight. IATA advises travelers using cargo to check facility hours and consider timing and routing in its Traveler’s Pet Corner.
A practical booking sequence
- Write down the trip details: origin, destination, date, animal species, age, breed, weight, and the animal’s measurements.
- Check entry rules: consult the official destination authority and your veterinarian about required records, health steps, and deadlines.
- Find possible itineraries: identify the operating airline on every segment and whether the pet can travel in the intended mode.
- Confirm flight-level acceptance: contact each operating airline about space, restrictions, aircraft, connections, and current fees before booking.
- Compare viable options: weigh total cost, journey time, travel mode, handling, paperwork, and weather or routing limits.
- Buy the right carrier or kennel: use the selected airline’s exact requirements, not a generic approval claim.
- Reconfirm before departure: verify airline acceptance and documents again close to travel; IATA advises reconfirming flight acceptance at least 48 hours before departure.
What information is needed to identify the best option?
A specific airline or flight cannot be ranked without the origin and destination, travel date, pet’s species and dimensions, and relevant breed or health details. Those inputs determine which modes and flights are feasible and which current fees and destination rules apply. Once you have them, the decision is a comparison among eligible itineraries—not a universal airline ranking.
IATA reported in its 2025 Global Passenger Survey, as described in its July 15, 2026 announcement, that 41% of respondents who have or would consider traveling with a pet cited uncertainty about pet eligibility as a challenge, 36% were unsure about airline policy, and 34% about the overall process. IATA also said about a quarter of respondents have or would consider traveling with a pet. These figures describe the survey population reported by IATA, not all travelers. Read IATA’s announcement.
