No single rating or financial ratio tells the whole story. This guide focuses on U.S. charities; registration and verification rules differ elsewhere.
1. Confirm which organization will receive your support
Match the charity’s legal name, public-facing name, website and tax identifier across its own materials and any evaluator profiles. That helps ensure a profile or filing belongs to the organization asking for your donation, rather than to a similarly named group or an affiliated entity.
For a U.S. charity, check that its nonprofit status and filings correspond to that same organization. Verify status through the relevant government source; the specific registry and requirements depend on location and organizational structure.
2. Check independent evaluator profiles—and what they mean
Search for the organization on Give.org, operated by the BBB Wise Giving Alliance (BBB WGA), and Charity Navigator. Note the report or profile date, the period covered, and the criteria assessed. These evaluators use different approaches, so their results are not interchangeable.

BBB Wise Giving Alliance
BBB WGA assesses publicly soliciting charities against 20 BBB Standards for Charity Accountability, covering areas such as governance, results reporting, financial management, and truthful, transparent communications. It says, “We do not rank or grade charities against one another.” A charity meeting all standards may be called a BBB Accredited Charity. Its reports are free, generally updated every two years, and may be amended sooner when the organization provides supporting new information.
BBB WGA’s coverage is not exhaustive: its current page describes 1,500+ nationally soliciting charities evaluated and 5,300+ locally soliciting charities covered through regional BBB reports. Those figures describe coverage, not quality.
Charity Navigator
Charity Navigator says it evaluates charities using self-reported data and publicly available IRS Form 990s. Its framework includes accountability and finance, impact and measurement, leadership and planning, and culture and compensation. Its Encompass ratings draw on approximately 45–50 metrics, depending on factors such as revenue size and donor support, and its rating system uses a 0–4-star scale.
A profile may be missing or unrated because an organization does not meet the evaluator’s data or eligibility requirements. Charity Navigator says it typically receives IRS Form 990 data three to four months after filing; charities may file months after their fiscal year ends, and ratings are updated about every other month. A profile can therefore lag the charity’s latest year of activity.

Look for the most recent Form 990, audited financial statements, and annual or impact report. Check the dates and fiscal years, whether leadership and governance information is available, and whether the charity explains how it uses funds and what it has accomplished. A directory rating is a starting point, not a substitute for reading the underlying documents.
The Animal Welfare Institute’s financial-information page is an example of a charity publishing audited statements, a Form 990, and an annual report. Its page demonstrates the kind of document trail a donor can look for; it is not an independent endorsement of other animal rescues.

4. Put financial information in context
Financial condition matters, but overhead by itself is not a reliable verdict on an animal rescue. Charity Navigator considers several financial measures, including program expense ratio, liabilities-to-assets ratio, working capital, and fundraising efficiency, alongside other dimensions. Interpret figures in context rather than assuming the lowest overhead means the strongest animal outcomes.
Consider financial stability, governance, staffing, fundraising, and evidence of results together. A rescue’s work may be reflected in different ways depending on its model: for example, intake, reunification, adoption, transfer, veterinary treatment, or ongoing sanctuary care. There is no single outcome measure established as appropriate for every kind of rescue.

5. Compare charities by the evidence and the work you value

Decide whether you want to support local or national work, companion animals or farmed or wild animals, direct rescue or policy and prevention, and whether the charity can use the type of support you plan to give. These are fit questions, separate from whether an organization meets an evaluator’s standards.
6. Follow up when information is missing or unclear
If a charity’s documents are not readily available, ask for its current financial statements and a recent annual or impact report. You can also ask how it reports relevant outcomes, who oversees its finances, and how it plans and measures its work. BBB WGA describes a process through which organizations can clarify findings and publish updated reports when warranted.
If the organization has no evaluator profile, do not treat that absence as proof of wrongdoing. Evaluators have geographic coverage and eligibility limits; a small, local, new, or differently structured group may require more direct review. Look at its identity and primary documents, and seek clear answers before deciding.
