How to Choose Cat Insurance for a Kitten, Older Cat or Cat With a Pre-Existing Condition

A practical US-focused guide to comparing cat insurance for kittens, older cats and cats with known or suspected medical conditions.

Choose cat insurance by comparing eligibility, exclusions, waiting periods, reimbursement rules, deductibles, limits and renewal terms—not just the monthly premium. For a kitten, check when coverage can begin and whether hereditary or congenital conditions are covered. For an older cat, confirm that the insurer accepts new enrollment at the cat’s age. If your cat already has symptoms or a diagnosis, get the insurer’s written explanation of how its pre-existing-condition rules apply before you buy.

This guidance is US-focused. State law and policy wording vary, so review the policy for your location and request a current quote based on your cat’s age and medical history.

What does cat insurance actually cover?

Coverage depends on the policy. Accident-and-illness insurance may help pay eligible veterinary costs, but exclusions, reimbursement rules and payment caps determine what the insurer will actually pay. Wellness benefits, when offered, are separate from accident-and-illness coverage; check their terms rather than assuming routine care is included.

Before comparing prices, check whether the policy covers hereditary, congenital and chronic conditions, and how it treats pre-existing conditions. Also ask whether an ongoing condition remains covered at renewal. California’s Department of Insurance and the Illinois Department of Insurance both advise consumers to examine exclusions, limits and renewal terms.

Does cat insurance cover pre-existing conditions?

Often, a condition that existed before coverage began is excluded, but the policy’s definition—not a general rule—determines how that applies. The definition may consider more than a formal diagnosis: prior symptoms, veterinary advice, tests or treatment can matter.

Definitions also vary by state. The California Department of Insurance says treatment may not be paid for a condition for which the owner received medical advice or the pet received treatment before enrollment. Florida’s 2026 statute defines a pre-existing condition to include prior veterinary advice, treatment, or verifiable related signs or symptoms before the effective date or during a waiting period. That Florida rule is specific to policies within the statute’s jurisdiction; it should not be treated as a nationwide definition.

For a cat with a known or suspected condition, ask the insurer to identify in writing how the cat’s history affects coverage. Clarify whether the exclusion applies only to the diagnosed condition or also to related conditions, and whether a condition could become eligible after it is cured or symptom-free. Illinois says some policies may cover a temporary, curable condition after it is proven cured and the pet has been treatment-free for at least six months; this is not a universal guarantee.

Ask whether a written pre-enrollment medical review is available. If the insurer requires an exam, find out what records will be reviewed and whether findings could affect coverage. In Florida, the 2026 statute places the burden on the insurer to prove that a pre-existing-condition exclusion applies to a claim. State-specific legal protections do not replace checking the policy and applicable rules.

Can I insure an older cat?

Possibly, but insurers do not use one universal maximum age for new enrollment. The NAIC notes that some insurers will not accept pets after a certain age. The Illinois Department of Insurance says older pets may become ineligible or require a senior plan; these are general consumer-guide observations, not guarantees about any particular company.

Ask for the maximum age for a new policy in your location, then ask what happens to eligibility and coverage as the cat ages after enrollment. Compare the quote for your cat’s current age and location, and check policy terms for age-related premium or coverage changes, renewal conditions, deductibles and limits. The available regulator guidance does not establish a universal age cutoff.

When should I insure a kitten?

Check the minimum enrollment age and the date coverage takes effect. The Illinois Department of Insurance says most policies require pets to be at least eight weeks old, but individual insurers may have different requirements. Ask separately about accident, illness and orthopedic waiting periods: care received during a waiting period may not be covered.

Before enrolling, read the policy’s definitions of pre-existing, hereditary and congenital conditions. Starting earlier may mean fewer prior medical records to assess, but it does not guarantee that every later condition will be covered. Do not delay necessary veterinary care to preserve insurability.

How do deductibles, reimbursement and annual limits work?

A reimbursement percentage does not necessarily mean the insurer pays that percentage of the full veterinary invoice. Policies may calculate payment as a percentage of eligible expenses, use a benefit schedule, or cap reimbursement according to usual-and-customary fees. If the insurer recognizes less than the clinic charged, you may owe that difference as well as your deductible and any coinsurance.

Check how the deductible is applied: it may be annual, per condition or per incident. Then identify any per-condition, annual or lifetime maximums and sublimits. These caps can limit payment even when a treatment is otherwise eligible. California and Illinois regulators recommend comparing these cost-sharing and limit provisions, not just the stated reimbursement percentage.

Also ask how claims work. Illinois describes a reimbursement model in which the owner pays the veterinarian and submits documentation to the insurer; it says most providers allow the owner to choose a licensed veterinarian. Confirm the payment process, records required and veterinarian-choice rules in the policy you are considering.

What should I compare across cat insurance quotes?

Compare quotes using the same questions and assumptions for your cat, address and desired coverage. A lower premium may come with narrower coverage, a higher deductible or lower caps.

Questions to ask before you buy

  • What exact definition of pre-existing condition applies, including symptoms that were never diagnosed?
  • How are prior veterinary advice, tests, records and treatment considered?
  • Are hereditary, congenital, chronic or bilateral conditions excluded or capped?
  • What are the accident, illness and orthopedic waiting periods, and when does coverage become effective?
  • What is the new-enrollment age range, and what changes as my cat ages or renews?
  • Is reimbursement based on the eligible invoice, a usual-and-customary amount or a benefit schedule?
  • Is the deductible annual, per condition or per incident, and what are the coinsurance and caps?
  • Will a condition that starts during one policy term remain covered at renewal?
  • Can the insurer provide a written pre-enrollment review of my cat’s records?
  • What documentation is required for a claim, and may I use my chosen licensed veterinarian?

The California Department of Insurance specifically recommends asking about exclusions, waiting periods, hereditary and congenital conditions, deductible and coinsurance, annual and lifetime limits, renewal premiums after claims, and reimbursement formulas.
