Flooding deliberately exposes a dog to a trigger at an intensity that causes fear; veterinary behavior guidance says to avoid it because it can make animals worse.
How desensitization and flooding differ

AAHA defines flooding as “prolonged exposure to the worrisome stimulus at a level that causes the anxious, aggressive, or fearful response” in the hope that continuous presentation will stop the behavior. That is different from gradual desensitization, which aims to keep the trigger below the level that sets off fear.
Why pair desensitization with counterconditioning?
Desensitization changes how much of the trigger the dog encounters. Counterconditioning changes what the trigger predicts: it pairs the trigger with something the dog likes, such as food. Together, they can help a dog experience a manageable version of a trigger while also associating it with a positive outcome. AAHA describes gradually increasing exposure while pairing the stimulus with desirable food.
For the pairing to work as intended, let the trigger appear before delivering the food, so the trigger predicts the reward. Food is optional and should be something the individual dog values; it does not replace a safe distance or careful pacing. See AVSAB’s guidance on fear and training mistakes.

How to proceed without overwhelming your dog
- Start at a manageable intensity. Increase distance, lower the trigger’s intensity, or use a brief exposure so your dog can remain comfortable. Do not deliberately provoke a full fear response as a training step. AAHA and UC Davis advise against flooding.
- Pair the trigger with something your dog likes. Present the trigger first, then deliver the valued reward. This makes the trigger, rather than the food arriving first, predict the positive outcome.
- Increase exposure gradually. Let your dog’s response set the pace. If the current exposure is too much, step back to a milder version or more distance rather than pushing through.
- Manage encounters while training. Change routes, create more distance, or use a visual barrier when needed to reduce overwhelming exposure. Management supports training; it is not a failure to make progress. AVSAB
This process is not an instant fix. Too much exposure can undermine progress, so avoid increasing intensity simply to move faster.
When to get professional help
Ask a veterinarian about a new behavior change or serious anxiety. For fear that is difficult to manage, consult a qualified behavior professional experienced with reward-based methods. An individualized plan may be important; training guidance is not a substitute for veterinary assessment.

The American Veterinary Society of Animal Behavior says it continues to support its 2021 humane dog training position, which recommends reward-based methods for dog training and behavior modification and rejects aversive methods. That broader welfare position reinforces the importance of humane handling, but it does not replace veterinary assessment when a dog’s fear is severe or changing. AVSAB position statements

The cited guidance supports a qualitative safety recommendation: use gradual, comfortable exposure rather than flooding a dog with a fear-provoking stimulus.
