Compare quotes for the same dog, location and coverage assumptions, then read the policy—not just its summary—before you buy. No single plan is right for every dog or household.
Start with the financial risk you want to cover
Consider what would happen if your dog needed urgent treatment after an accident, developed an illness, or required ongoing care. Would you be able to pay a large bill upfront, and how much could you absorb over time? Insurance shifts some eligible costs to the insurer, but it does not necessarily cover every service or reimburse every dollar.
Set a realistic monthly budget, but do not compare plans by premium alone. A lower premium may come with narrower coverage, a higher deductible, a smaller reimbursement, or a lower maximum. The useful comparison is the total policy trade-off: what you pay, what care qualifies, and what you may still owe when you make a claim.
Choose the type of coverage that fits your needs
The National Association of Insurance Commissioners (NAIC) describes three broad categories. What is covered varies by policy, so confirm the actual terms rather than relying on a category name.

- Accident-only: Focuses on injuries caused by accidents. Check what the policy counts as an accident and which treatments or related costs qualify.
- Accident-and-illness: Can cover eligible care for accidents and illnesses. Review the policy’s definitions, exclusions, limits, and treatment rules.
- Wellness or routine-care coverage: May cover specified preventive services, either as an option or through a separate arrangement. Confirm whether it is part of the insurance policy and what services and amounts it includes.
NAIC explains the categories and notes that covered and excluded services differ by plan in its pet insurance guidance, last updated April 16, 2025. Routine care may be included, optional, or outside the policy; do not assume it is covered because a plan is described as comprehensive.
Read exclusions before comparing reimbursement rates
Exclusions determine whether a policy will pay for care your dog might actually need. NAIC says most companies exclude pre-existing conditions, and hereditary or congenital conditions may also be excluded. Those terms can matter particularly when a dog has a known health history or belongs to a breed prone to particular conditions.
Ask the insurer how it defines a pre-existing condition: does it consider prior diagnoses, symptoms, or veterinary advice? Ask how it treats hereditary, congenital, chronic, dental, behavioral, preventive, and other care relevant to your dog. Check the policy wording for each answer. The NAIC’s consumer guidance recommends checking exclusions and asking what the policy covers.

If a condition appears after enrollment, find out whether related treatment could be treated differently at renewal and whether the policy’s terms allow that. Switching insurers after a condition or symptoms arise may leave that care excluded as pre-existing under a new policy. Get the insurer’s answer in writing where possible, and compare it with the contract.
Work out what a claim could pay
A reimbursement percentage is only one part of the calculation. Policies may reimburse a percentage of eligible expenses or use a benefit schedule, and the deductible, copay or coinsurance, and policy limits also affect the amount you receive. NAIC and the California Department of Insurance describe these differences in their guidance.
- Find the reimbursement basis. Is payment calculated as a percentage of eligible spending, or according to a benefit schedule? Check for fee schedules or reimbursement ceilings that could limit payment.
- Check the deductible. Record the amount and whether it applies annually or separately by condition or incident.
- Check your share. Find the copay or coinsurance that remains your responsibility after the deductible.
- Check the caps. Identify any annual or lifetime maximums and how they apply to claims.
For example, a percentage-based reimbursement may still be limited by which expenses count as eligible, the deductible, your share of the bill, and any cap. Compare the policy’s actual calculation rules rather than treating the advertised percentage as the amount you will receive.
The California Department of Insurance’s questions for pet-insurance buyers and NAIC’s coverage guidance can help you identify the terms to check. The California page is state-specific; use your own state regulator’s guidance where available, and rely on the policy for contract terms.
Check waiting periods, veterinarian choice, and claims
A policy’s start date does not necessarily mean every type of care is covered immediately. Waiting periods may apply, and they can differ by coverage type. Confirm when accident, illness, and any optional coverage begin, and how the policy handles signs or symptoms during a waiting period.
Ask whether you can use any veterinarian or must use a network. Also check the claim process and cash-flow requirements: NAIC says policies usually reimburse the owner, who often pays the veterinarian first. Confirm how to submit a claim, what records or receipts are required, how payment is made, and how long reimbursement typically takes. If paying upfront would be difficult, that detail may be as important as the reimbursement rate.

Premiums depend on more than the company. NAIC lists species, breed, gender, age, location, coverage, and deductible among factors affecting monthly cost. Request quotes using the same dog profile and comparable coverage assumptions; a quote for another dog or location is not a useful substitute.

Make the choice from the policy, not the headline
- Decide which risks you want to insure and which costs you can pay yourself.
- Get quotes for your dog and location using equivalent coverage assumptions.
- Compare exclusions, claim calculations, limits, waiting periods, veterinarian access, and claim procedures.
- Read the current policy and confirm important answers with the insurer before enrolling.
A suitable policy is one whose exclusions and claims rules you understand, whose premiums fit your budget, and whose remaining out-of-pocket costs are manageable for you. If the wording is unclear, ask the insurer or your state insurance department before relying on a coverage assumption.
