How to Find a Lost Pet’s Owner: Microchips, Listings, and Shelters

Check for a tag, arrange a microchip scan, post the pet’s photo, and alert local shelters and animal-control services. Safe handling and reclaim rules vary by location.

If you find a possibly lost dog or cat, first decide whether it is safe to approach. If it is, check for a collar tag; if there is no useful ID, ask a veterinary clinic, shelter, or animal-control office to scan for a microchip. Then report the animal through a lost-pet service and alert local shelters and nearby veterinary offices. These routes work best together, but safe handling and reclaim rules depend on the animal and your location.

1. Make sure it is safe to help

Approach cautiously and give the animal room to move away. Do not corner or grab an animal that seems frightened, aggressive, or difficult to handle. If it appears aggressive or severely injured, contact animal control or a local animal rescue organization for professional assistance, as AAHA advises. For an injured animal that can be approached safely, call a veterinarian or local animal-control service for guidance before transporting it.

If you cannot safely keep the animal, ask local shelters, animal control, or rescue groups what temporary-care options are available. Do not put yourself or the animal at risk trying to complete every step yourself.

2. Check for a collar tag

If it is safe to look, check for a collar and visible identification. Call the number on the tag promptly; this may connect you with the owner faster than a registry search. Avoid removing a collar or handling the animal more than necessary.

3. Get a microchip scan

If there is no tag with usable contact information, ask a nearby veterinary hospital, animal shelter, or animal-control office about a scan. These organizations commonly have scanners, according to AAHA’s found-pet guidance. Call first to confirm hours, whether scanning is available to finders, and whether you can safely bring the animal in. Some communities offer other locations, but those arrangements are local rather than nationwide.

A microchip is not a GPS tracker. A scanner reads an identification number, which must then be used to locate a registry with contact information.

Look up the chip number correctly

  1. Write down the full number provided by the scanner, checking the digits carefully.
  2. Enter it in the AAHA Universal Pet Microchip Lookup Tool.
  3. Contact the registry or registries listed in the result and follow their process for reaching the owner.

AAHA’s tool searches participating recovery registries and provides their contact details; it does not disclose the owner’s personal information. If no participating registry has registration information for that chip, the result may point to the manufacturer or distributor instead. AAHA says the tool primarily serves chips distributed in the United States; registration systems and chip technologies can vary, so a lookup with no registry result does not prove that an animal has no owner.

Microchips can improve the chance of reunion but do not guarantee it. AAHA reports AVMA figures from a study of more than 7,700 stray animals at shelters: dogs without microchips were returned to owners 21.9% of the time, compared with 52.2% for microchipped dogs; for cats, the reported figures were 1.8% and 38.5%, respectively. The AAHA FAQ does not state the study’s year or link to the original study, so these figures should not be treated as universal probabilities. A microchip alongside a collar and current ID tag gives an owner more than one way to be reached.

4. Post a found-pet report and alert local organizations

Post a clear photo and the animal’s general description and found location in a lost-and-found service. Petco Love Lost describes its service as free and says it uses image-recognition technology to search local reports, shelters, Nextdoor, and Ring by Neighbors for possible matches. A match is a lead to verify, not proof of ownership.

Also notify your local shelter and animal-control agency, and contact nearby veterinary offices. Owners may call those places directly, and local agencies can explain where found animals should be reported or taken. Share the report in neighborhood groups and consider flyers near the location where the animal was found, veterinary clinics, parks, and community boards. These channels can reach people who do not use a particular online service.

Include enough information for people to recognize the animal, but keep one or two distinctive details private. Ask anyone claiming the animal to provide those details, describe its behavior, or show photos that establish familiarity.

5. Take extra care with healthy outdoor cats

A cat outdoors is not necessarily lost or ownerless. It may have a home, or it may be a community cat cared for by people nearby. Delaware’s Office of Animal Welfare advises observation and caution with healthy outdoor cats, and warns against handling feral or unsocialized cats; that guidance is specific to Delaware, but the safety consideration applies wherever you are. Check for visible identification and ask local animal services or a rescue group for advice before attempting to trap or relocate a cat.

6. Follow your local reclaim process

Contact your city or county shelter or animal-control office for its instructions on found-pet intake, owner notification, reclaim, and any stray-hold period. These procedures vary by jurisdiction. For example, San Bernardino publishes its own scanning locations and local reclaim information; its rules should not be assumed to apply elsewhere. Until you have followed reasonable owner-search steps and local directions, avoid treating the animal as available for permanent placement.

Which route should you try first?

Collar tag May connect you directly with the owner by phone. Check only if it is safe to approach and handle the animal.
Microchip scan and registry lookup Reveals a chip number and can identify participating registries to contact. The AAHA lookup does not reveal owner details; a number without an available registry record may not lead to an owner.
Lost-pet listing Makes the found animal visible and, on Petco Love Lost, searchable across described community and shelter sources. Post a clear image and location, and verify any match or claimant.
