The most reliable route is to start with the municipal or nonprofit shelter serving your town or county, then use an established shelter directory to find additional rescues. Contact each organization directly before you travel: confirm that it serves your area, has cats currently available, explain how meetings work, and ask for health, behavior, application, timing, and fee details.
A reputable organization can operate from a public facility, through foster homes, or with both. The operating model matters less than whether the group provides appropriate care, shares meaningful information about each cat, answers questions clearly, and works with you to make a suitable match.

Start with the organizations closest to you
Because shelter coverage and adoption rules are local, begin with the agency responsible for animal services in your town or county. Search for your municipal shelter, animal services department, or county shelter using the official local-government site. Then look for nonprofit shelters and independent rescue groups serving the same area.

Use several search terms
Try combinations of your location with phrases such as “animal shelter,” “municipal shelter,” “cat rescue,” “humane society,” “animal services,” and “foster-based rescue.” Include the county as well as the town: some groups serve a wide area while others accept applications only from residents of a particular service area.
Build a short list before making calls
Record each organization’s name, location or service area, website or social page, phone number, visiting instructions, and the date you checked. Keep separate notes for cats that interest you. Listings can change quickly, so write down whether the information came from a current adoption page, a staff member, or an older social-media post.
- One municipal or county shelter serving your address.
- One or more nonprofit shelters with a physical facility.
- One or more rescue groups that use foster homes.
- Any organization recommended by a local veterinarian, community animal-services agency, or established directory.
Understand how shelters and rescues operate
There is no single legitimate facility model. The ASPCA describes organizations that have public facilities, use foster homes, or combine both. A foster-only rescue is not automatically disreputable, and a large shelter is not automatically the best fit for every adopter. Evaluate the care and communication you can verify.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFacility-based shelters
A facility-based organization houses cats at a shelter or adoption center. You may be able to visit during posted hours, see several cats in one trip, and speak with staff on site. Ask whether walk-ins are accepted, whether cat rooms close before the building does, and whether a particular cat is housed at a separate location.
Foster-based rescues
In a foster model, cats live in private homes until adoption. A foster caregiver may know more about a cat’s daily behavior than someone who sees it only in a shelter environment, but meetings usually require an appointment. Ask how the rescue arranges introductions, who will attend, and what happens if the first meeting shows that the cat is not a match.

Hybrid organizations
Some groups have a shelter for certain animals and foster homes for others. A cat’s location may change, so confirm the address immediately before visiting. Ask whether the listed cat is still in care, pending adoption, or available only to approved applicants.
Verify availability, service area, and the next step
Before driving anywhere, contact the organization. Adoption listings can lag behind changes in availability, and an organization may have requirements that are not obvious from a directory entry.

Questions to ask on the first contact
- Is the cat currently available, and where is the cat located?
- Does your organization serve my town, county, or ZIP code?
- Can I visit without an appointment, or must I schedule a meeting?
- What is the next step: an application, a phone conversation, a visit, or a foster-to-adopt arrangement?
- How long does the process usually take for a cat who is already available?
- Are there household, landlord, resident, or other eligibility requirements I should know before applying?
Do not interpret a “no” on one of these questions as proof that an organization is poor. A group may limit adoptions by service area, use appointments to protect foster families, or have a temporary pause while records are updated. The important test is whether the explanation is clear and whether you can decide what to do next.
A concise call or email script
You can say: “I live in [town or county] and am looking to adopt a cat. Is [cat’s name, if applicable] still available, where is the cat located, and what are the steps to meet and apply? Could you also tell me what medical and behavior information is available, the expected timing, and the adoption fee and what it covers?”
Assess the information provided about each cat
A reputable organization should be able to discuss a cat’s known medical and behavioral needs and explain any uncertainty. The ASPCA’s shelter-responsibilities statement emphasizes meeting animals’ medical and behavioral needs, sharing information, and making appropriate placement decisions. This is a practical standard for your questions, not a universal certification checklist.

Health information to request
- What examinations, vaccinations, parasite treatment, testing, or other veterinary care has the cat received?
- Has the cat been spayed or neutered, or is that procedure planned?
- Are there diagnosed conditions, medications, dietary requirements, or follow-up appointments?
- Which records will be provided at adoption, and who should answer questions about them?
- What signs should prompt a call to the organization or a veterinarian after the cat goes home?
You are not asking the organization to promise that a cat will never become ill. You are checking whether it explains what is known, identifies what is not known, and gives you records or a clear plan for care.

- What is known about the cat’s previous home, stray history, or length of time in care?
- How does the cat behave with adults, children, other cats, or dogs, if that has been observed?
- Does the cat use a litter box reliably in its current setting?
- What situations cause fear, overstimulation, hiding, or defensive behavior?
- What routine, enrichment, handling, or introduction plan has helped the cat?
Behavior notes are observations, not guarantees. A cat may act differently in a kennel, a foster home, and your home. A candid answer that includes limitations is more useful than a blanket claim that every cat is easy.
Ask how the organization makes a match
The ASPCA describes conversation-based adoptions as dialogue intended to match adopters and companion animals, between no screening and rigid screening extremes. Ask what the conversation is designed to learn about your home and what information the organization uses to recommend a cat. A thoughtful process should allow you to explain your schedule, experience, household, and expectations while also hearing the cat’s needs.
Compare organizations on the same practical criteria
When more than one group appears suitable, use the same questions with each. The goal is not to assign a universal score; it is to identify which organization gives you enough reliable information to make a responsible decision.
| Comparison point | What to confirm | Why it matters |
|---|---|---|
| Service area | Where the group adopts and whether your address qualifies | You can avoid an application that cannot be accepted because of geography. |
| Current availability | Whether the cat is still available and where the cat is staying | Listings and social posts may not update immediately. |
| Operating model | Facility, foster homes, or both; appointment and visit rules | You will know how and where a meeting can occur. |
| Medical information | Care completed, ongoing needs, records, and follow-up expectations | You can plan for the cat’s welfare and veterinary costs. |
| Behavior and history | Observed temperament, known triggers, household compatibility, and unknowns | A realistic match reduces avoidable stress for people and animals. |
| Matching approach | What the conversation or screening covers and how recommendations are made | You can judge whether the process considers both your home and the cat. |
| Application process | Forms, references or other steps, timing, and who makes the decision | You can provide documents and plan your schedule. |
| Fee transparency | Amount, payment timing, refund or return terms, and what the fee supports | You know the financial commitment before agreeing to adopt. |
| Responsiveness | Whether questions receive specific, consistent answers | Clear communication is essential when a cat has changing medical or behavioral needs. |
Understand applications, adoption fees, and timing
Applications and fees vary by organization. One group may invite a conversation before a form; another may require an application before arranging a meeting. Ask for the complete sequence rather than assuming that submitting a form reserves a cat.

What to ask about the application
- Ask which steps are required and in what order.
- Confirm whether all household members, a landlord, or a veterinarian reference must be involved.
- Ask when you should expect a response and how the organization will contact you.
- Find out whether another applicant can be approved first while you are waiting.
- Ask what happens if the cat you applied for is no longer available.
What an adoption fee may support
The ASPCA notes that fees commonly contribute to veterinary care, spay or neuter procedures, vaccinations, food, and ongoing animal care. The exact amount and inclusions differ, so ask for an itemized explanation in plain language. A higher or lower fee by itself does not establish whether a group is reputable.
| Fee question | Useful clarification |
|---|---|
| How much is due? | Confirm the current amount and whether it changes by age, bonded pair, or other category. |
| When is it paid? | Ask whether payment is due with the application, at approval, or at pickup. |
| What does it cover? | Ask which veterinary services, food, supplies, or records are included. |
| What if the adoption does not work? | Ask about return procedures and whom to contact; do not assume a refund or exchange. |
Recognize reassuring practices—and reasons to pause
No organization can know everything about a cat, particularly one with an unknown history. Reassuring signs are specific, consistent explanations and a willingness to discuss uncertainty. You should be able to ask follow-up questions without being pressured to commit immediately.
Reassuring signs
- The group clearly states where the cat is located and how to arrange a meeting.
- Staff or foster caregivers can describe observed health, behavior, routine, and limitations.
- Medical records or a clear account of completed and planned care are available.
- The organization asks about your household and explains how it evaluates a match.
- Application steps, timing, fees, and post-adoption contact are explained before payment.
- Different representatives give answers that are consistent or promptly correct an error.
Reasons to stop and get clarification
- You cannot obtain basic information about the cat’s location, availability, or care.
- The organization refuses to explain the fee, application sequence, or return contact.
- You are urged to pay immediately without a chance to understand the cat’s needs or meet the appropriate contact person.
- Important medical or behavioral details change substantially between conversations without an explanation.
- The group will not tell you whom to contact if the cat becomes ill, the placement fails, or records are missing.
These are prompts to pause and ask for clarification, not automatic proof of misconduct. If answers remain incomplete or contradictory, contact another local organization rather than rushing into an adoption.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Arrange a safe, useful meeting
Once a cat appears suitable, follow the organization’s meeting rules. A facility may schedule a room or require that all household members attend. A foster-based rescue may arrange a meeting in the foster home or another approved setting. Do not arrive unannounced at a private foster address.
Before the meeting
- Confirm the appointment time, exact location, parking or entry instructions, and who will meet you.
- Ask whether children or resident pets should attend, and follow the organization’s instructions.
- Review the cat’s known needs so you can ask focused questions.
- Bring identification or other documents only if the organization has requested them.
During the meeting
- Observe how the cat responds to handling, movement, noise, and new people without forcing interaction.
- Ask the caregiver to demonstrate the cat’s normal routine, play style, feeding pattern, and litter habits when appropriate.
- Discuss what introductions to existing pets should look like and how slowly they should proceed.
- Ask which behaviors are typical for this cat and which may be stress responses to the meeting.
- Take time to decide. A reputable group should be interested in a good match, not merely a fast transaction.
What to do when no suitable cat is available
A shelter may have no cats matching your age, temperament, household, or timing. That is not evidence that the shelter is reputable or disreputable. Availability changes as animals are adopted, transferred, returned, or newly admitted.

Ask when the organization updates its listings, whether it keeps an interest list, and whether you can check back. Then contact another local shelter or rescue using the same comparison questions. Widening the search to a neighboring town or county may help, but confirm service-area rules before submitting an application.
Use national figures only as context
The ASPCA reports that 5.8 million dogs and cats entered U.S. shelters and rescues in 2025 and that 4.2 million shelter animals were adopted that year. Shelter Animals Count compiled these estimates from full-year data, and the ASPCA cautions that figures can vary by state.
Those numbers describe national activity; they do not predict whether a particular local shelter is full, whether a specific cat is available, or how quickly an application will be processed. Treat them as context for why shelters and rescues may be handling changing workloads, not as a substitute for asking a local organization about its current situation.

A printable contact checklist
Copy this list into your notes before calling or emailing. Fill in the answers for each organization so the comparison is fair.
- Organization name and type: municipal, nonprofit facility, foster-based, or hybrid.
- Town or county served.
- Cat’s current location and availability date.
- Visit or foster-meeting procedure.
- Known health history, veterinary care, medications, and records.
- Known behavior, household compatibility, routine, and uncertainties.
- Application steps, required documents, and expected response time.
- Adoption fee, payment timing, inclusions, and return contact.
- Who answers follow-up questions after adoption.
- Your decision: apply now, request clarification, check back, or contact another group.
Make the decision based on evidence, not appearance
A polished website, a large facility, a small volunteer network, or a low fee can all be misleading if considered alone. The strongest practical evidence is a pattern: the organization tells you where the cat is, explains what it knows and does not know, provides appropriate care information, describes a matching process, and answers questions about applications and fees.
Use the same questions with every candidate, keep the cat’s needs central, and leave when essential information cannot be clarified. That method works whether you adopt from the shelter five minutes away or a foster-based rescue serving the next county.
