For off-leash exercise, use only a City-designated dogs off-leash area (OLA), and check its map and on-site signs for the exact boundary and any restrictions. A park containing an OLA is not necessarily off-leash throughout.
Where can I walk my dog off leash in Toronto?
Use the City of Toronto’s Dogs Off-Leash Areas map and guidance to locate an official OLA. At the site, check entrance and boundary signs: permissions apply only within the marked area, and hours or restrictions can vary. Keep your dog in sight and attended while it is off leash.

Some OLAs have designated small-dog areas. The City defines these for dogs weighing no more than 20 lb and standing no more than 12 inches at the shoulder. Check the listing and signs to confirm whether a specific area has this restriction.
Are dogs allowed in Toronto parks?
Yes. Dogs can accompany you in Toronto parks, but the general rule is to leash them in public except inside a designated dogs off-leash area. The City says the leash must be no longer than two metres and attached to a collar or harness. See the City’s Responsible Dog Ownership guidance.

On ordinary park paths and multi-use trails, keep your dog leashed unless a sign identifies that trail as an off-leash trail. Toronto describes its trails as multi-use and bidirectional unless posted otherwise. Keep right, pass only when it is safe, and give other users room. In sensitive natural areas, stay on designated paths and prevent your dog from disturbing wildlife or trampling vegetation. The City’s Park & Trail Rules & Etiquette page provides current park guidance.
Which Toronto parks have dog off-leash areas?
The City’s OLA map is the practical way to find a nearby designated area and review its listed attributes. Two examples show why it is worth checking the individual park listing rather than assuming all park space has the same rules.

High Park: scenic walks, with off-leash areas in specific locations
Dogs are welcome at High Park, but must be leashed except in two designated locations: along the east side of Colborne Lodge Drive, north of Centre Road, and near the east edge of Allotment Lane. Allotment Lane itself is on-leash only. The City advises visitors to use park maps and signs to confirm the precise boundaries. Consult the City’s High Park page for current transit, entrance, parking and access information. Vehicle access and parking can change during the peak cherry blossom period, and seasonal services may have specific conditions.
Biidaasige Park: two areas with listed amenities
The City lists two off-leash areas at Biidaasige Park: an 800-square-metre area west of Cableway Canyon and a 1,200-square-metre area east of Old Fire Hall 30. Both are listed with seating, K-9-rated artificial turf, accessible pathways and gates, water fountains and waste bins. The City notes that the park’s asphalt is fresh and recommends paw protection. Check the Biidaasige Park recreation page and local signs for current conditions.

How to check hours, access and restrictions before you go
Toronto parks are closed between midnight and 5:30 a.m., according to the City’s park rules. That does not mean every existing OLA operates on the same schedule. The City’s September 2025 Dogs Off-Leash Strategy says newly developed OLAs will align with park hours, while existing areas retain their current hours, including seasonal or time-of-use restrictions.
