Gather the agreement and other records, make a calm written request, and get local legal advice if the person holding the dog disputes your claim. A disappointing outcome alone does not automatically give a former owner the right to take the dog back. The legal options depend on where you live and what was agreed.
First, work out what was agreed
A permanent rehoming and a temporary foster, boarding arrangement, or trial placement are not necessarily the same. The original messages, contract, and circumstances may help show whether you transferred the dog permanently, agreed to a return condition, or arranged only temporary care. Consider the agreement as a whole; no single record should be treated as conclusive everywhere.

Write down the timeline while it is fresh: who arranged the placement, when the dog moved, what each person said about its purpose and duration, whether there was a return condition, and who has the dog now. Be precise about what you know and what remains uncertain.
Build a clear record before you contact the other person
Keep copies of the original documents and messages rather than relying on memory. Organize evidence by what it may help establish:

- Which dog is involved: microchip details and local registration records.
- Who paid for and provided care: adoption or purchase documents, veterinary records, insurance, payment records, and evidence of ongoing care.
- Current welfare: specific, firsthand information about the dog’s present condition, if you have it.
The UK Centre for Animal Law (A-Law) identifies records such as adoption or purchase documents, bills, microchip registration, contracts, insurance, and care evidence as potentially relevant to an ownership dispute. The American Bar Association (ABA) also describes the history of possession, care costs, and identification records as factors that may be considered in US disputes. Their relevance and weight depend on local law and the facts.
A microchip can help identify a dog and support reunion if it is lost, but registration alone does not settle a disputed transfer. The UK Department for Environment, Food & Rural Affairs reported in 2023 that microchipped dogs were “more than twice as likely to be reunited with their owner.” That is a reunification statistic, not a rule for deciding ownership after rehoming.

Ask for the outcome you want, in writing
If it is safe and appropriate to contact the current holder, keep the message calm and specific. Refer to the actual agreement rather than making accusations, state whether you are asking for the dog to be returned or for a conversation about the arrangement, and suggest a safe handover or mediation if the person is willing. Keep a copy of your request and any response.

The ABA recommends trying informal resolution before litigation. A-Law says mediation may be considered in the UK if both parties agree. Neither approach requires you to accept an arrangement you do not believe was agreed; the point is to seek a safe resolution without escalating the dispute unnecessarily.
Choose a route based on the problem you need to solve
| Route | When it may fit | What it can address | Important qualification |
|---|---|---|---|
| Direct negotiation | The other person is willing to communicate. | A voluntary return or a mutually agreed handover. | Keep communications factual and preserve the exchange. |
| Mediation | Both parties will participate and a negotiated solution may be possible. | A facilitated discussion about return or other agreed terms. | A-Law describes mediation as an option when both sides agree; availability and suitability vary. |
| Civil legal action | The holder disputes your claim or refuses a requested return. | A court may be asked to decide possession, contractual issues, or another available remedy. | The proper court, claim, deadlines, and available remedy depend on local law. A claim for money may not get the dog returned. |
| Police report | You have a genuine reason to suspect a crime, rather than only a disagreement about a consensual rehoming. | A report for police to assess under local law. | Do not describe a disputed transfer as theft merely because the other person will not agree to return the dog. |
| Animal-welfare report | You have a specific, immediate concern about the dog’s safety or welfare. | Assessment by the appropriate local animal-welfare authority. | Use the authority responsible where the dog is located; its powers and procedures vary. |
Before filing a court claim, ask a qualified local adviser what remedy can actually secure possession, what evidence is needed, whether an urgent procedure exists, and what deadlines apply. The route that addresses damages may not be the route that returns the dog.

- 【No Pull & No Choke Design】: This harness simply goes through the dog's head, snaps on the belly and that's the end of it. Besides, the D-ring on the chest strap is used for no pull dog training and guiding direction, and the O-ring on the back is used for daily dog walking. The triangular design on both sides of this no pull harness helps to distribute the pulling force, so you don't have to worry about the dog choking when suddenly pulling.
- 【Soft Velvet Padded & Durable】: With soft thicken and wider fleece pads used beneath the strap of neck, back and handle atop, this dog harness could reduce friction from movement and protect the health of the dog's skin. It also uses superior nylon material to ensure long-lasting use.
- 【Leash Double Handle & Elastic Band】: You can use the top handle for casual dog walking, and the center handle for controlling the direction of the dog, easily guiding it through crowded areas and preventing storming in case of accidents. And the springy design of the leash really absorbs the pull from large strong dogs without tugging on your wrist and shoulder.
- 【Neck & Chest Adjustable】: SlowTon dog harness is equipped with adjustable loop for both neck and chest girth, and the quick-release buckle allows for quick donning. If the dog is in England and Wales
Defra guidance updated 22 September 2026 distinguishes stray-dog procedures from a private ownership dispute. A local authority must hold a dog collected as a stray for 7 full days, starting the day after collection; after that, it may rehome or transfer an unclaimed dog. These rules concern dogs collected as strays, not a general right to reclaim a dog after a completed private rehoming.
Defra also says a finder who wants to keep a dog must first return it to its identified owner or take it to the local authority. The guidance says a finder may have to keep the dog for at least 28 days, but that period does not necessarily make the finder its legal owner. Neither stray-dog period by itself decides a dispute arising from a private rehoming.

For a private ownership dispute, Defra says the issue is civil and outside the local authority’s responsibility; police handle reports of stolen dogs. The Pet Abduction Act 2024 and Crown Prosecution Service (CPS) guidance concern taking or detaining dogs and cats. CPS guidance says lawful authority or reasonable excuse is a defence. That does not make every refusal to return a rehomed dog a crime: whether the facts amount to an offence depends on how the dog was transferred and the circumstances.
A-Law’s 2025 guide to contested animal ownership says a court may order return of an animal or damages for wrongful retention. It describes disputes as commonly heard in the Small Claims Court and notes that a declaration of ownership may be sought under the Torts (Interference With Goods) Act 1977. These are not a substitute for advice on the correct forum, claim, deadlines, or any contract terms in your case.
If the dog is in the United States
The sources available do not establish one nationwide recovery procedure. The ABA describes small-claims and civil-court options, including replevin or a writ of possession in some cases, and notes that police or animal control may treat ownership disagreements as civil matters. These are general observations, not a guarantee for every state or county. Ask a lawyer in the state where the dog is located about the available claim and whether it can result in the dog’s return.
Local shelter procedures can be different from court procedures. As one Virginia example, Loudoun County says proof to reclaim a dog from its shelter may include a dog license, veterinary record, bill of sale, adoption contract, or another official document identifying the animal and claimant. This is a local example, not a nationwide list of requirements.
Do not try to take the dog by force
Do not enter someone else’s property, threaten the holder, or seize the dog yourself. CPS guidance explains that a person may commit theft by taking property that is in another person’s possession even if they claim an ownership right. How that principle applies to a particular dog-transfer dispute depends on its facts and the law that applies. Use a lawful process rather than risking confrontation or creating a separate legal problem.
Quick Recap
What to ask a local legal adviser
- Does the evidence suggest a completed transfer or temporary care arrangement?
- Can the agreement, messages, or return condition support a claim for the dog’s return?
- Which court or process can order possession, and is an urgent remedy available?
- What deadlines, filing requirements, and costs apply?
- Could the available claim result in money damages without returning the dog?
- Should you contact police or an animal-welfare authority, and what facts should you provide?
