Start with a dry, insulated, waterproof doghouse protected from wind and precipitation; bedding must stay clean and dry. A heater does not make every outdoor condition safe, and there is no universal heater setting supported by the research here. Bring your dog indoors during extreme cold, storms, or whenever the outdoor setup is inadequate.
Cold tolerance varies with a dog’s age, breed, health, coat, and acclimation. Ask your veterinarian whether outdoor winter housing or a powered heating setup is appropriate for your individual dog.
Make the shelter weatherproof first
Inspect the doghouse for water intrusion, drafts, and damp bedding. The shelter should be insulated and waterproof, and its entrance should be protected from wind and rain while remaining usable by the dog. USDA APHIS guidance for covered facilities also emphasizes protection from wind, cold, rain, ice, and snow, including a wind and rain break at the entrance.
Keep the shelter a comfortable resting space that allows your dog to stand, turn around, lie down, and change position. Check it after bad weather to make sure it remains dry and protected.

When comparing doghouses, consider weatherproofing, insulation, fit, entrance protection, ease of cleaning, and whether your dog can get out of direct sun. These features can inform a practical checklist, but regulatory shelter standards apply to covered facilities and are not a general consumer doghouse code.
Use clean, dry bedding
Provide clean, dry bedding that gives your dog a comfortable place to nest. Replace or dry it when it becomes damp, soiled, or otherwise unsuitable. Straw is one option; USDA APHIS also names wood shavings and blankets as examples in its guidance for regulated outdoor housing. The source does not rank these materials.
APHIS guidance for facilities covered by the Animal Welfare Act calls for clean, dry bedding below 50 °F and additional clean, dry nesting material at or below 35 °F. These are requirements in a regulated-facility context, not universal household-pet temperature thresholds or a guarantee that outdoor conditions are safe. See the Animal Welfare Act regulation, 9 CFR § 3.4.

For outdoor bedding, you can compare materials by whether they stay dry, are easy to replace, and allow a comfortable nesting space. Straw is a relevant option, but any material should be kept clean and dry.
Be cautious about supplemental heat
The research sources do not establish a universal doghouse thermostat target or endorse a specific heater or heated-pad model. Do not assume that adding a heater makes a shelter safe or appropriate for your dog. Ask your veterinarian before using powered heat, and follow the current instructions for any product you choose.
Do not rely on a heater to compensate for a wet, drafty shelter or to leave a dog outside during extreme cold or storms. Make sure the dog can leave the heated area, and bring the dog indoors if the setup is inadequate or conditions worsen.

Keep fresh water available
Your dog should have access to fresh water. Check that outdoor water has not frozen, especially in cold weather or an emergency. ASPCA advises owners to provide fresh water for dogs spending substantial time outdoors, and APHIS notes that water can freeze in winter emergencies.
Know when to bring your dog indoors
There is no single outdoor temperature that is safe for every dog. Age, breed, health, coat, acclimation, and conditions such as wind, precipitation, and wet bedding all matter. USDA APHIS notes that all dogs, including Arctic breeds, are susceptible to temperature extremes.

Winter doghouse checklist
- Inspect the shelter for drafts, leaks, and water intrusion.
- Keep it insulated, waterproof, and protected from wind and precipitation.
- Provide clean, dry bedding and replace it when damp or soiled.
- Check often that fresh water remains available and has not frozen.

Do APHIS bedding temperature requirements apply to household doghouses?
The numerical bedding requirements described by APHIS apply to facilities covered by the Animal Welfare Act. They are not universal household-pet thresholds or a guarantee of safe outdoor conditions.
What should I do if winter weather makes the doghouse unsafe?
