Start with a veterinary exam, then give your new dog or cat a quiet, predictable place to retreat and let them choose the pace of contact. Neglect can affect health and behavior in different ways; recovery is individual, so coordinate medical care with gradual, reward-based support rather than expecting a fixed timeline.

Start with a veterinary examination

Arrange an appointment with a veterinarian and share everything you know about the animal’s history, along with specific changes you have noticed. Behavior that looks like fear or withdrawal can also reflect pain or illness, so avoid diagnosing trauma from behavior alone. Veterinary care and behavioral assessment may need to be considered together; the ASPCA describes both as part of recovery for dogs and cats affected by neglect or cruelty.

Seek veterinary help promptly if your pet’s condition worsens or you notice signs of illness or injury. Bring notes about when a behavior began, what seems to trigger it, and any changes in eating, drinking, or elimination.

Make home feel safe and predictable

Set up a quiet retreat where your pet can rest without being approached or disturbed. Keep daily routines calm and predictable, and let the animal decide when to come closer. Use gentle, brief handling; do not force interactions with people or other animals. A cat should have a quiet hiding place available. These low-stress steps are supportive, not a fixed treatment protocol for every animal.

Offer comfort without pressure

For a dog, a suitable enrichment activity—such as a stuffed KONG—may offer a calm way to decompress. For a cat, a favorite hiding place and quiet enrichment can help provide a sense of control. These are optional comfort ideas, not treatments for neglect or trauma. Supervise toys and choose an appropriate size.

Notice changes and share them with your veterinarian

Keep track of behavior and health so you can describe patterns clearly. Worth discussing with a veterinarian are hiding, freezing, avoiding people or other animals, intense fear of ordinary sights or sounds, difficulty with handling, changes in eating or drinking, and new or altered house-training or litter-box habits. Neglect, abuse, isolation, nutritional compromise, and unstable environments can affect behavior, but medical causes may also be involved.

Build confidence gradually with positive methods

Let your pet’s comfort guide the pace. Pair everyday experiences with rewards when the animal is ready, and keep interactions manageable. Avoid punishment and aversive methods—including shock or prong collars, cattle prods, alpha rolls, or beating. These approaches can intensify fear and are not appropriate support for a frightened animal.

Ask your veterinarian to help shape a behavior plan. If the problems are intense, persistent, or difficult to manage, ask about referral to a veterinary behavior specialist or a recommendation for a trainer who uses positive methods. Medication, if considered, should be part of a veterinary-directed plan integrated with behavior care—not a substitute for assessment.

Questions to ask at the appointment

  • “I’ve noticed a change in my pet’s behavior. Should I be concerned?”
  • “Is there a possible medical reason why my pet is having a behavior issue?”
  • “What are some ways I can provide mental enrichment or stimulation for my pet?”
  • “Are there ways to decrease my pet’s fear around ____?”
  • “Can you recommend a reputable trainer who uses positive training methods?”

Choose behavior support that fits your pet

If you seek help beyond your veterinary team, compare providers by their relevant qualifications, use of positive methods, ability to coordinate with your veterinarian, and experience with your pet’s species and needs. The plan should proceed at the animal’s pace. Severe or intractable behavior problems may warrant a veterinary behavior specialist.

Expect individual progress, not a deadline

There is no established universal recovery timeline for an adopted dog or cat with a history of neglect. Progress will vary with the animal’s health, history, and needs. Continue veterinary follow-up and adjust support with professional guidance rather than measuring success against a promised number of days or weeks. The American Animal Hospital Association’s behavior-management guidelines conclude that “Behavior can be modified by proven techniques that can be implemented by the owner with veterinary guidance.”
