Reward relaxed, voluntary behavior; do not force greetings or punish fear. There is no fixed settling-in deadline, and a crate is only one possible safe space.
Set up a quiet, secure home base
Before your dog arrives, choose a low-traffic place where they can rest undisturbed. It could be a quiet room, a bed, or a crate if they are comfortable using one. Put water nearby and add familiar bedding or toys if you have them. The ASPCA’s adoption guidance recommends a dedicated quiet place, pet-proofing, and giving a new dog time to observe their surroundings. Cornell’s moving guidance similarly recommends a secure room, familiar items, and a low-traffic area for food and water.
- Secure doors and windows, tuck away cords, and remove hazards. Use gates to limit access if needed.
- Keep introductions to rooms, household members, and visitors gradual rather than giving the dog the whole home and a crowd of people at once.
- Make sure the dog can rest without being followed, touched, or disturbed.
Keep routines steady and give your dog time
Unfamiliar smells, sounds, people, and animals can be a lot to take in. Keep the household calm and make feeding, bathroom breaks, rest, and interaction reasonably predictable. Let your dog watch from a comfortable distance and approach people when ready.
Some adopters use the ASPCA’s “3-3-3 Guideline” as a rough way to think about adjustment: a dog may be especially overwhelmed during the first few days, begin settling over the following weeks, and continue adjusting over the first months. It is a rule of thumb, not a scientific schedule or a promise. A dog’s history, health, temperament, and new environment all affect how quickly they settle.

Let the dog choose whether to approach
Avoid cornering, hugging, leaning over, or requiring contact. Ask visitors to sit or turn slightly away, give the dog room to investigate, and let them retreat whenever they want. If the dog stays back, that is useful information about what feels manageable—not a cue to coax them closer.
Build trust with rewards, not pressure
Notice calm, voluntary behavior and reward it promptly. Depending on what your dog enjoys, a reward might be food, a toy, play, or praise. For example, the AVSAB’s newly adopted dog handout recommends praising and treating immediately after a dog toilets outdoors; a reward delivered later may not clearly tell the dog which behavior earned it. Do not assume petting or close attention is rewarding to a dog who is still learning to trust people.

If your dog is afraid of a person, sound, or other dog
First manage the situation: create distance and prevent an encounter from becoming overwhelming. If training is appropriate, begin at a distance or intensity where your dog can remain comfortable, and pair the trigger with a valued reward. Increase difficulty in small steps only while the dog remains relaxed.
Do not force a fearful dog to confront a trigger or punish fearful behavior. Cornell behavior resident Dr. Pamela J. Perry advises: “Owners should never force a dog to confront fears head-on.” She also says, “Punishment should not be used [with a fearful dog] because it may exacerbate the fear and lead to other behavior issues. Rather, the owner should use positive reinforcement.” See Cornell’s guidance on fearful dogs.

Choose a retreat that suits your dog
A safe retreat is a space your dog can use comfortably; it does not have to be a crate. Consider whether the dog can enter and leave voluntarily, whether the spot is quiet, and whether it has enough space and ventilation. A room, bed, gated area, or crate may work, depending on the dog and household.
When a crate may help
A crate can offer a den-like retreat for a dog who is comfortable in one. Introduce it gradually with positive reinforcement rather than shutting the dog in before they are ready. Cornell describes wire, plastic, and fabric crates; the dog should be able to stand without ducking, turn around, and lie down comfortably. Bedding or a cover may help some dogs feel settled, but a cover is optional and ventilation must remain adequate. See Cornell’s crate-training guidance.

When confinement is causing distress
Do not force a dog to remain crated alone if confinement brings excessive barking or vocalizing, pacing, panting, drooling, or elimination. A larger pet-proof area, a sitter, or advice from a veterinarian or qualified trainer may be a better option. A crate also does not replace bathroom breaks, exercise, play, or other normal needs.

Contact your dog’s veterinarian if fear is severe, persistent, newly worsening, interferes with daily needs, or creates a risk of injury. Health problems can contribute to behavior, and a veterinarian can assess your dog and discuss treatment. For behavior work, seek a qualified reward-based trainer or veterinary behaviorist with relevant experience in fear and reactivity, and ask whether they will coordinate with your veterinarian.

An AVSAB summary published August 9, 2026 reports that 86% of dogs completed the ASPCA Behavioral Rehabilitation Center program and entered adoptive homes. That figure describes a structured program for highly fearful shelter dogs; it is not an estimate of how any individual newly adopted dog will fare at home.
