Check its current listings, then contact it directly to ask which dogs need placement and whether it needs adopters, foster homes, transport help, volunteers, or supplies. Adopt or foster
Adoption gives a dog a home; fostering can make room in a shelter or provide a temporary home while a dog awaits adoption or transfer. Ask the organization about its application process, eligibility, available support, and expected commitment. Do not assume a particular dog is eligible for placement or that a foster opening is available.
Volunteer or donate where the need is current
Ask the specific shelter or rescue what it can use now. Useful opportunities may include adoption-event help, transport coordination, foster care, or supplies, but priorities vary. There is no single donation item or organization that fits every community.

What to do if you find a stray dog
Contact local animal control or law enforcement and the shelter serving the area where you found the dog. Prompt reporting and identification checks can help reunite a dog with its owner rather than treating it as unclaimed. Illinois law requires a shelter accepting a stray dog to report it to county animal control or law enforcement by the next business day and examine it for identification, including a microchip, within 24 hours. The statute also requires another scan before certain transfers or euthanasia. Illinois Animal Welfare Act, 225 ILCS 605.
When identification reveals an owner, the law provides for notice and transfer to the appropriate local animal control or law enforcement agency for redemption. If no owner is identified, the applicable hold period is set by local ordinance; Illinois does not establish one statewide period in the cited provision. Ask the local agency about the rules where the dog was found.

How to help with a shelter-to-rescue transfer
If you know of a rescue that may be able to take a dog, connect it with the shelter and let both organizations confirm whether a transfer is permitted and practical. Illinois law generally limits shelter-to-shelter releases to recipients that are licensed or hold a Department of Agriculture foster care permit; the statute also contains a separate provision for certain transfers to out-of-state nonprofits. Verify the recipient’s status and the applicable process with the organizations. They must also assess the dog and coordinate any health, behavior, and transport requirements.

For an emergency or a concern involving a privately owned animal, the Illinois Department of Agriculture advises contacting local authorities first. For a complaint about a facility within the Department’s remit, use its Animal Health & Welfare information to find the appropriate route. If a dog is in immediate danger, contact the relevant local authorities promptly rather than relying on a public post or informal appeal.

What Illinois law says about euthanasia
Illinois regulates methods of humane euthanasia in licensed shelters and animal control facilities. The Humane Euthanasia in Animal Shelters Act says only euthanasia drugs may be used, with an exception allowing a licensed veterinarian to use carbon monoxide under specified statutory conditions. It also restricts transporting animals across state lines solely for euthanasia, subject to a stated veterinarian condition. These rules govern methods and certain transport; they do not establish that euthanasia is always avoidable or that every dog can safely be placed. Humane Euthanasia in Animal Shelters Act, 510 ILCS 72/57.
Illinois law also includes sterilization and microchipping requirements and exceptions associated with adoption. Because the General Assembly’s Animal Welfare Act page displays an amendment with a future effective date, check the operative statutory text or ask the relevant agency before relying on a detailed legal requirement for a specific adoption.

How to evaluate shelter information and statistics
The Illinois Department of Agriculture publishes licensed facility intake and outcome reporting information, but says it is not required to audit or validate submitted reports. Treat statewide totals and facility comparisons accordingly: check the reporting period, denominator, definitions, and completeness before drawing conclusions. The available state information does not establish a verified statewide count of dog deaths that were preventable.

Intake volume, the animals’ circumstances, reporting completeness, and outcome definitions can differ. If comparing local organizations, look for the same reporting period and comparable definitions, then consider the placement need and support each organization says it can use.
