If you find an outdoor cat in Alaska, first work out whether it may be a lost pet, then contact the appropriate local animal-care resource. How to respond to an outdoor cat
Observe the cat from a safe distance. Note its condition, grooming, behavior, and whether the tip of one ear has been cleanly removed. An ear tip is commonly used to identify a cat that has been sterilized, but the cat could still be a lost pet. A friendly or well-groomed cat could also be lost; appearance alone does not settle ownership.

Found a stray cat in Anchorage
The Alaska Humane Society’s Anchorage-specific guidance is titled “Found a Stray Cat in Anchorage.” It advises residents to seek a microchip scan, file a report with Anchorage Animal Care and Control (AACC), and call the Alaska Humane Society before bringing a cat in. Its guidance says intake requires prior coordination.

- File a found report. Submit the information to AACC so an owner searching for the cat has a way to find the report.
- Call before seeking intake. Contact the Alaska Humane Society first and follow its current instructions; do not assume it can accept a cat without coordination.
Outside Anchorage, start with local services
Alaska’s available guidance does not establish one statewide found-cat process or a current list of TNR programs for every municipality. Outside Anchorage, contact your municipal or village animal-control service, a local veterinarian, or an established rescue. Ask who can scan for a microchip, receive a found report, advise on safe handling, and explain local rules before you trap or relocate a cat.

What TNR involves—and what it does not settle
Trap-neuter-return (TNR) generally means humanely trapping a community cat, arranging spay or neuter surgery and vaccination, marking sterilization with an ear tip, and returning the cat to the place it was captured. It depends on local access to veterinary care and follow-up. Sterilization does not remove a cat’s ability to hunt wildlife.
Alaska rulemaking records show that TNR release has been debated, not that it is authorized statewide. A 2021–2022 proposal sought to exempt sterilized community cats from a release prohibition. ADF&G staff comments described 5 AAC 92.029 as allowing possession of cats without a permit while prohibiting their release. A Board of Game proposal in the 2024–2025 cycle again sought an exemption and said release was then illegal. These are historical proposal and comment materials; they do not establish the Board’s final decision or the current codified rule.

Before organizing a trapping effort or releasing a cat, check the current rules with the Alaska Department of Fish and Game (ADF&G) and the relevant local government. Do not infer permission from a proposal, an ear tip, or the fact that a cat has been sterilized. If considering a humane live-capture trap, coordinate first with animal control, a veterinarian, or a rescue; purchasing a trap does not authorize release.

In a public comment submitted on February 17, 2022, Sabrina Garcia, identified with the Alaska Humane Society, wrote: “TNR is a non-lethal technique to managing unowned, free-roaming cat populations.” That is Garcia’s advocacy statement, not an official agency conclusion. ADF&G staff materials also record arguments questioning TNR’s effectiveness as population control. These positions should not be treated as settled evidence about outcomes in every Alaska community.

Protect wildlife while seeking a local solution
ADF&G warns that free-roaming cats can pursue wildlife and injure or kill wild animals, eggs, and young. It also notes that bells have been shown relatively ineffective at preventing birds from being killed. A bell is therefore not a dependable safeguard. Work with local animal-care services on an approach that addresses cat welfare and wildlife risks; do not assume sterilization eliminates predation.
Rabies: what to do after a possible exposure
ADF&G reports rabies most often in arctic and red foxes from Alaska’s North coast, West coast, and Alaska Peninsula. If you or someone else has been exposed to an animal that may have rabies, contact a local nursing station or hospital immediately. Do not approach an animal suspected of having rabies.

Alaska entry requirements are not general community-cat rules
Alaska Department of Environmental Conservation (DEC) guidance says cats at least 12 weeks old entering Alaska need a current rabies vaccination and a veterinary health certificate issued within 30 days. Local governments may impose additional requirements. These are entry requirements; they should not be mistaken for a complete set of care rules for every cat already living outdoors in Alaska.
