If a relative keeps cats in conditions where they cannot reliably receive food, water, sanitation, shelter, or veterinary care, treat it as an animal-welfare and household-safety problem—not as a question of counting cats or assigning a diagnosis. Document what you can safely observe, contact the local agency that can coordinate animal and human services, and use a calm, nonthreatening approach. If a person or animal faces immediate danger, use your local emergency or animal-welfare response route.

Start with welfare, not the number of cats

“Not everyone who has multiple animals has hoarding disorder,” the ASPCA states. A large cat population can be responsibly managed when the keeper has enough space, money, time, sanitation, and veterinary support. The central question is whether minimum needs are being met consistently.

ASPCA guidance describes animal hoarding as an inability to provide even minimal nutrition, sanitation, shelter, and veterinary care. An unusual number of animals can be one clue, but it is not proof. A person might not know the exact total, may be isolated, may neglect their own needs, may recognize the problem, or may deny that anything is wrong. A single messy room or one untreated illness also cannot establish a diagnosis.

Warning signs that justify a report

Look for a pattern of unmet needs and deteriorating conditions. Relevant observations include:

  • Product Dimensions: 35.8 x 22.4 x 50.6 inches (LxWxH)
  • Food or clean water is unavailable, contaminated, or insufficient for the cats present.
  • The home is deteriorating, heavily soiled, or difficult to move through safely.
  • There is a strong, persistent odor, or floors are covered with feces, urine, or vomit.
  • Cats appear emaciated, lethargic, sick, injured, or in obvious pain.
  • Animals are severely under-socialized because routine handling and care have broken down.
  • Fleas, parasites, rodents, insects, mold, or other vermin are evident.
  • Needed vaccination, sterilization, dental care, medication, or veterinary treatment is not being obtained.

These are signs to report to qualified agencies, not a checklist for a relative to use as a clinical label. The American Psychiatric Association (APA) says animal hoarding may be a special type of hoarding disorder and that insight can be limited. A mental-health professional must assess the person; your role is to describe what you observed.

When the situation is urgent

Act immediately if a cat or person is in imminent danger—for example, a serious untreated injury, no accessible water, extreme heat or cold, a fire or structural hazard, blocked exits, aggressive animals, or a medical crisis. Use the local emergency number or animal-welfare emergency channel. Do not wait for a family discussion before seeking urgent help, and do not enter an unsafe building to rescue animals yourself.

Record concrete observations before you call

Agencies can respond more effectively to specific, dated facts than to the word “hoarder.” Keep a private record and distinguish what you directly saw from what you suspect.

  • Animals: the approximate number visible, whether kittens or pregnant cats are present, and which animals appear ill, injured, thin, lethargic, or unable to move normally.
  • Basic care: whether food and water were accessible, how many litter boxes or other toileting areas were usable, and whether cats were confined without adequate space.
  • Environment: odor, feces, urine, vomit, pests, mold, broken flooring, extreme temperatures, blocked doors, exposed wiring, or other hazards.
  • Veterinary needs: medicines missed, untreated wounds, respiratory signs, severe matting, parasites, or cats that have not received routine care, if you know this.
  • People’s safety: falls, breathing problems, fire risks, lack of working utilities, or anyone who appears medically vulnerable.
  • Timing: dates, times, how conditions changed, and whether access to the home or animals was refused.

Take photographs or video only where lawful and safe, and never trespass, break in, or provoke a confrontation to obtain evidence. Keep records secure because they may contain private medical or identifying information.

Choose a coordinated local response

There is no universal “cat hoarding hotline.” The appropriate first contact depends on your country, state or province, city, urgency, and which agencies operate locally. ASPCA recommends starting with a local hoarding task force when one exists. Otherwise, ask an agency listed below which department coordinates a multi-agency response.

Route Best use What it may contribute Important limit
Local hoarding task force Several cats, unsafe housing, and a need for coordinated help Can bring animal care, public health, housing, social services, and mental-health professionals together Not available in every community; authority and response times vary
Animal-welfare organization or humane law-enforcement unit Unmet animal needs, suspected neglect, or requests for welfare assessment Animal-control officers, veterinary evaluation, sheltering, education, and possible enforcement May have limited staffing, shelter space, or legal power
Police or emergency services Immediate danger, violence, fire, blocked exits, or a life-threatening medical event Emergency protection and scene safety Routine welfare concerns may be redirected to animal or health agencies
Public-health or code-enforcement department Severe sanitation, infestation, structural, or environmental hazards Inspection and action under local health or housing rules May not provide veterinary care or mental-health treatment
Adult protective services or social services An older or disabled adult cannot meet basic needs or is at risk in the home Assessment of the person’s safety, services, and capacity Eligibility and confidentiality rules differ by jurisdiction
Veterinarian or mental-health professional You need expert guidance, treatment planning, or help persuading the relative to accept care Clinical assessment, referrals, and advice about animal or human health They may have mandatory-reporting duties or need consent, depending on local law

When you call, say that you are reporting a possible animal-welfare and household-safety concern, give the address and urgency, and ask whether the agency can coordinate with other services. The ASPCA’s legal material is U.S.-oriented; elsewhere, reporting channels and powers will differ. Do not assume that an agency can remove animals, compel treatment, or keep every cat in the same home.

Talk with your relative without escalating fear

People who keep too many animals may have limited insight or may fear that asking for help will lead to confiscation, euthanasia, eviction, or permanent separation. ASPCA recommends reassurance that accepting help is okay while acknowledging those fears. You cannot promise that no animals will be removed or that every outcome will be voluntary.

  1. Choose a calm moment. Do not begin during an argument, a crisis, or when anyone is intoxicated, frightened, or physically unsafe.
  2. Describe observations, not labels. Say, “I saw three cats without clean water and urine on the floor,” rather than, “You are a hoarder.”
  3. Center the cats’ needs. Ask what would make feeding, litter care, veterinary visits, or sterilization manageable this week.
  4. Listen for practical barriers. Money, transport, disability, grief, isolation, fear of shelters, and attachment to a particular animal can all affect willingness to accept help.
  5. Offer one bounded next step. For example, offer to call an animal-welfare organization together or arrange a veterinary appointment. Avoid offering an open-ended promise that you will personally manage every cat.
  6. Set a safety boundary. Explain that you will contact professionals if animals or people are in immediate danger. State this calmly and follow through if necessary.

Do not threaten to take the cats, shame the person, bargain with false guarantees, or argue about whether the home “looks bad.” A respectful tone can preserve cooperation, but courtesy does not require you to delay a report when suffering or danger is ongoing.

Offer practical help only within a safe plan

With guidance from an animal-welfare organization or veterinarian, limited assistance may help stabilize a situation. Depending on the case, professionals may recommend spay/neuter, vaccinations, daily-care support, transport to appointments, or help caring for animals who remain in the home.

Make any offer specific: who will do what, how often, for how long, and who pays. Confirm that the person can safely handle the cats and that you can leave without being trapped or injured. Keep children and untrained helpers away from animals that may bite, scratch, carry parasites, or be frightened.

Do not secretly remove cats, set traps, enter a property without permission, transport animals in unsafe containers, dispose of contaminated material, or return an animal after a removal without professional direction. Unplanned removal can spread disease, separate bonded animals, worsen the person’s fear, and leave the remaining cats without care. A qualified agency can explain humane capture, quarantine, records, and veterinary procedures.

Understand what professional treatment can involve

Mental-health assessment

APA describes assessment by a mental-health professional and notes that, with permission, professionals may speak with family members. The clinician evaluates hoarding symptoms, decision-making, distress, medical conditions, substance use, isolation, and risks in the home. A relative can share observations even when the person is not ready to attend, although privacy rules may limit what the clinician can disclose back.

Evidence-based therapy and continuing support

“Randomized controlled trials have established cognitive behavioral therapy (CBT) for hoarding disorder as an effective treatment,” according to the APA page reviewed in September 2024. CBT may address discarding decisions, distress tolerance, organization, decision-making, and relaxation. Mayo Clinic also describes family or group therapy and continuing support as possible parts of care. Treatment is not a quick cleanup service, and APA notes that some people remain clinically impaired after treatment.

Therapy for the person does not replace urgent veterinary care, sanitation, or protection from immediate hazards. The animal and human plans should proceed together, with clear communication about who is responsible for each task.

Know the possible outcomes for the cats

ASPCA describes several outcomes that may be considered according to the facts, the person’s willingness, and local authority:

  • Voluntary surrender of some animals to an organization able to provide shelter and veterinary care.
  • Spay/neuter, vaccination, and treatment while the person receives help caring for cats who remain.
  • Temporary placement, quarantine, or foster care when animals are ill, injured, or living in unsafe conditions.
  • Formal intervention, civil action, or criminal enforcement in severe cases under applicable local law.

These are possibilities, not promises. Decisions may depend on veterinary findings, capacity at local shelters, court orders, ownership records, and whether the person can meet a documented care plan. Ask the responding agency what it can legally do and how it will communicate about the animals.

Legal and personal-safety boundaries

ASPCA states that animal hoarding may be actionable under state cruelty statutes depending on severity. Definitions of neglect, inspection powers, seizure authority, notice requirements, court procedures, and penalties vary by jurisdiction and facts. Obtain local guidance rather than assuming that a particular number of cats is illegal or that a report guarantees removal.

Protect yourself while helping. Meet in public or with another trusted person if conversations have become threatening. Do not enter a contaminated or structurally unsafe home, confront an aggressive animal, handle unknown medicines or chemicals, or attempt a large-scale cleanup without trained professionals and appropriate protective equipment. If violence, threats, fire, or a medical emergency occurs, leave and call emergency services.

Get support as the concerned relative

You do not have to manage this alone. Mayo Clinic notes that a concerned family member may meet privately with a mental-health provider experienced in hoarding disorder to learn how to encourage care and set boundaries. Ask about confidentiality, crisis planning, caregiver stress, and what to do if the person refuses help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The APA lists self-help books among possible educational resources for hoarding disorder, but a general family-support book is supplementary. It cannot assess the cats, inspect a home, or replace local animal-welfare, public-health, social-service, or clinical professionals. Check the author’s qualifications and use resources that match your country’s services.

A concise action plan

  1. Check whether a person or animal is in immediate danger; use the local emergency route if so.
  2. Write down dated, observable facts about animals, care, sanitation, hazards, and access.
  3. Call a local hoarding task force, if available; otherwise contact animal welfare or humane law enforcement and ask about coordination with health and social services.
  4. Speak calmly about specific needs, acknowledge fear of losing the cats, and avoid guarantees about outcomes.
  5. Offer only safe, bounded assistance under professional guidance; do not remove animals or clean hazardous areas independently.
  6. Arrange mental-health and social-service support for the person and private guidance for yourself.
  7. Keep following up with the coordinating agency, especially if conditions worsen or promised care does not occur.
