Plan for staying and leaving
Alaska Division of Homeland Security and Emergency Management (DHS&EM) frames the decision as “Stay put or get away?” Make plans for both possibilities: how you will keep your pet safe if you shelter at home, and how you will assemble and move each animal if you need to leave. Decide who in the household is responsible for each animal, where carriers and supplies are kept, and where you would go. If you may be away from home when an emergency occurs, arrange for a trusted neighbor, friend, or family member to help collect your pet.

Pack supplies in advance, store them where they are easy to reach, and check them regularly. Alaska DHS&EM’s handout recommends seven days or more of food and water. The CDC’s checklist, dated April 9, 2024, recommends two weeks of food, water, and applicable medications, plus one month of flea, tick, and heartworm preventative. - Identification and records: collar and identification tags, license, vaccination records, microchip number and company details, veterinary records, registration or ownership information, a current photo, and your contact information. Keep paper copies protected from water and store digital copies where you can access them.
- Food and water: your chosen supply quantity, suitable bowls, and a manual can opener if needed. Use waterproof storage and note feeding instructions for anyone helping with your pet.
- Restraint and transport: leash and collar or harness, plus a secure carrier sized for the animal with familiar bedding, a blanket, or a towel. Select equipment that fits your pet and works with your likely vehicle and destination.
- Health and cleanup: prescribed medication with instructions, a pet first-aid kit, a first-aid reference, and cleanup supplies.
- Cat supplies: litter and a litter box.
Include a written list of your pet’s needs, such as medication timing, diet, behavior, and veterinary contact details. Keep the kit together, but do not store essential medication or records somewhere that will be inaccessible during an evacuation.
Confirm where you can go and how you will get there
Alaska’s 2024 Emergency Operations Plan, Annex M, assigns primary responsibility for pet evacuation and sheltering to local jurisdictions. It calls for local veterinary response plans developed through local emergency plans, with participation from available veterinarians and technicians, mutual-aid arrangements, and available animal shelter structures. The plan encourages co-locating household-pet shelters with general population shelters where feasible; that planning objective does not mean every shelter accepts pets. Before an emergency, contact your local emergency management office or animal control and ask about current arrangements. Ask which shelters accept household pets, whether pets stay with owners or in a separate area, what documentation or supplies are required, and where to find incident-specific instructions. Also identify pet-friendly hotels, boarding facilities, animal hospitals, and a family or friends’ meeting place. Call destinations directly to confirm they will accept your animal; do not rely on an unverified list.

Practice getting each pet out
A carrier or vehicle that is unfamiliar during an emergency can make evacuation harder. The CDC recommends helping pets get comfortable with their carriers and taking practice rides in a vehicle like the one you expect to use. CDC guidance on evacuating with pets
- Put the carrier in a place your pet can explore, then practice calmly guiding the animal inside and securing the door.
- Practice moving the pet from the home to the vehicle and securing the carrier for travel. Use the same vehicle type you expect to rely on when possible.
- Rehearse gathering the pet, kit, and records, and check that you can do it without searching for supplies.
- If you lack a vehicle, arrange transport in advance with a neighbor, friend, or family member. Agree on how they will access the pet and supplies if you are not home.
Know the distinction for service animals
Alaska’s plan distinguishes service animals from household pets. It says service animals shelter with the person they assist unless they pose a safety risk, and does not classify them as household pets. Under that plan, sled dogs and emotional-support or comfort animals are treated as household pets for sheltering. Follow applicable incident instructions and ask local authorities about the arrangements for your specific situation.

Keep the plan current
Review your plan when your pet’s health, medication, identification, household, or transportation changes. Replace expired supplies, update contact details, and reconfirm destinations and local procedures. Alaska DHS&EM’s reminder is direct: “Prepare them now, before a disaster threatens your area.”
