Entanglement can turn into choking or hanging: a line may wrap around an object, or a dog may jump over a fence or another obstacle and be suspended. Swivels can reduce twisting, but they cannot make a hazardous site safe or replace supervision. If you cannot clear and monitor the area, use a secure pen, fenced run, or another suitable containment method instead.
The Australian Veterinary Association (AVA) states: "Tethering is a temporary method of restraint and is not suitable for long-term confinement." Its position statement was ratified on 15 February 2008.

Why tether entanglement is dangerous
A tether gives a dog a defined radius, but the line itself becomes another hazard in that space. It can catch around a tree, post, bench, garden tool, play structure, gate, fence, or other object. A dog that circles, backs away, lunges, or tries to reach something can tighten the wrap. The AVA warns that an animal can be choked when a tether becomes entangled, or hung when it jumps over a fence or another obstacle.
Suspension is a particular risk around fences and barriers. A dog may get the line over the top of an obstacle while trying to cross or reach the other side. The tether can then hold the dog in an elevated position rather than simply stopping forward movement. A site that looks open from the anchor point may still be dangerous if the dog can reach a barrier at the edge of its radius.

There is no universal tether length, hardware combination, or inspection schedule that makes every dog and location safe. The correct setup depends on the dog, the equipment, the anchor, the movement pattern, the weather, and the rules where you live.
Start with the site, not the tether
Clear the dog’s entire tether radius before attaching the line. Walk the radius yourself and identify anything the line could wrap around or the dog could climb, jump, pull against, or become trapped beside.
Choose a reasonably flat surface
Flat or gently graded ground makes it easier for the line to move predictably and reduces the chance that the dog will slide, roll, or be pulled toward a low point. Remove loose items, garden equipment, toys, cords, branches, scrap materials, and anything with a narrow gap or projecting edge. Recheck the area after mowing, maintenance, deliveries, or children’s play, because a previously clear radius can change.
Keep the radius away from barriers
Do not place the anchor where the dog can reach a fence, railing, wall, deck, stair, vehicle, roadway, footpath, or other structure that can catch the tether or permit a jump-over. A fence is not automatically a safe boundary: if the line can pass over it, the dog may be suspended. Keep the line away from gates and corners where it can wedge or wrap.
Account for weather and exposure
Provide shade and protection from weather appropriate to the conditions. Heat, cold, rain, wind, and wet ground can change how long a dog can remain comfortable and how easily equipment rubs or slips. A tethered dog must not be left where weather makes supervision or removal difficult. If the area cannot provide safe shelter and a clear escape from changing conditions, choose another containment method.

Consider people, animals, and traffic
Keep the tether away from driveways, roads, footpaths, and places where passers-by, bicycles, vehicles, wildlife, or unfamiliar animals may approach. Sudden stimulation can make a dog run, circle, or pull repeatedly, increasing the chance of wrapping the line. The dog should have enough room to move without crossing a route used by people or vehicles.
Choose equipment that reduces, rather than creates, risk
Equipment must match the dog’s size, strength, movement, and condition. A line that is too heavy can burden a small dog; one that is too light or worn may fail when a larger dog pulls. Check every connection before each session and replace equipment showing fraying, broken stitching, corrosion, bent hardware, damaged clips, or other deterioration.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse a suitable collar or harness
Fit the attachment point so it does not constrict the throat, slip off, or leave the dog able to back out. A harness may distribute force differently from a collar, but it still has to fit correctly and be in good condition. Check for rubbing, pressure, hair loss, redness, swelling, or wounds. The AVA advises removing collars and harnesses if wounds are apparent and obtaining appropriate advice.
Do not assume a familiar walking collar is automatically suitable for tethering. A tether can apply sustained or sudden force in directions that do not occur during a normal walk. Avoid improvised attachments, damaged clips, and hardware that can open when twisted.
Add swivels at attachment points
For a fixed tether, the AVA describes a swivel at the dog’s collar or harness and another at the fixed anchor. It says an additional swivel midway may help keep the tether free of twists. Ontario’s outdoor-dog rule requires swivels that turn 360 degrees at both the dog and anchor attachment points.

A swivel allows rotation; it does not remove objects from the radius, stop a dog from jumping a barrier, or guarantee that the line cannot wrap. Inspect swivels for free movement, deformation, rust, and secure closure. If a swivel binds, catches, or no longer rotates properly, stop using the system until it is replaced.

| System | How it moves | Entanglement checks |
|---|---|---|
| Fixed tether | The line attaches to one fixed anchor and the dog moves within a radius. | Use swivels at the dog and anchor; clear the full radius and keep every barrier outside reach. |
| Running tether | The tether travels along a strong wire between two end stops. | Keep the wire and line clear of trees, fences, structures, and other objects; verify both end stops and all connections. |
The AVA describes a running arrangement as a strong wire with stops at both ends. A running system may change where the dog can travel, but it still creates line, wire, anchor, and end-stop hazards. Compare systems by their actual movement path rather than assuming one design is safe in every yard.
Set up a tether safely: a practical sequence
- Map the movement area. Mark the anchor, the maximum reach, and the path the dog will take when walking, lying down, sniffing, or responding to a distraction.
- Remove or relocate hazards. Take out objects the line can wrap around and move the anchor so fences, gates, trees, posts, stairs, roads, and footpaths are outside reach.
- Check the surface and shelter. Confirm that the ground is reasonably flat and that shade and weather protection are available for the expected conditions.
- Inspect every component. Examine the collar or harness, tether, clips, swivels, anchor, wire, and stops for wear, poor fit, sharp edges, or insecure attachment.
- Attach at both ends. Confirm that the dog-side and anchor-side connections are closed and that each swivel rotates freely. On a running system, verify both end stops before the dog is connected.
- Test the radius without the dog. Walk the line around its full range and deliberately trace likely loops. If it can reach a barrier or object, change the site before use.
- Introduce the dog while staying close. Observe how the dog moves, where the line travels, and whether the dog pulls, circles, climbs, or attempts to cross a barrier.
- End the session if a hazard appears. Disconnect the dog safely, remove the obstruction or change the setup, and retest before trying again.
Supervise and build tolerance gradually
Closely monitor the first use. A dog may behave differently when tethered than when walking on a leash or moving in a fenced area. Watch the actual line path, not only the dog: a line can begin wrapping behind the dog or around an object before the dog appears distressed.
Increase tether time gradually only when the dog remains comfortable and the setup stays clear. Short, observed sessions allow you to discover whether the dog repeatedly circles an anchor, backs out of equipment, reaches a fence, or becomes distressed by passing people or animals. Do not extend time simply because the first few minutes were uneventful.
Active supervision during a session is different from an inspection timetable. The AVA recommends checking at least twice during daylight in a 24-hour period, and more often in extreme weather. That guidance does not make it safe to leave a dog unattended during a short session, particularly in a new setup or a location with reachable hazards.

What to check while the dog is attached
- Whether the tether is straight, looping, wrapped, trapped, or running over an obstacle.
- Whether the dog can reach a fence, gate, tree, structure, roadway, or other hazard.
- Whether the collar or harness has shifted, tightened, rubbed, or caused discomfort.
- Whether clips, swivels, anchors, wire, or stops remain closed and correctly positioned.
- Whether weather, shade, ground conditions, or nearby activity has changed.
If the dog shows distress, becomes caught, develops discomfort, or repeatedly creates the same dangerous loop, remove the dog from the setup. Do not continue tethering while hoping the behavior will resolve on its own.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if the tether starts to tangle
Treat a tightening line, wrap around an object, or jump-over attempt as an immediate safety problem. Stay calm, approach in a way that does not cause the dog to pull harder, and release or disconnect the tether as soon as you can do so safely. Once the dog is free, move it to a secure area and inspect the neck, harness contact points, legs, and body for injury or discomfort.
If there is a wound, breathing difficulty, collapse, marked distress, or any other urgent concern, contact a veterinarian or emergency veterinary service promptly. If the same entanglement happens again, stop using that location or system until the hazard has been removed; repeated resets without changing the setup do not solve the underlying risk.
Fixed versus running tether: how to decide
Neither design is universally safer. Choose by examining the dog’s movement pattern and the hazards in the available space.
A fixed tether may fit when
- The entire radius can be kept flat, clear, and well away from fences and structures.
- The anchor can be placed where the line will not cross paths, gates, or traffic.
- You can supervise the dog closely and inspect the fixed anchor and swivels before each use.
A running tether may fit when
- A strong, properly secured wire can run between two safe end points.
- The wire’s route and both stops can remain clear of trees, structures, fences, and other lines.
- The dog cannot reach a point where the moving line could suspend or trap it.
For either system, compare the clearance from obstacles, the number and placement of swivels, the equipment’s fit and strength, the dog’s behavior, and the supervision available. If a secure pen or fenced area provides comparable exercise and separation without a tether line, it may be the safer choice.

When another containment method is the better answer
The AVA advises seeking other appropriate confinement methods when tethering is unsuitable. Choose a secure pen, fenced run, supervised leash walk, or indoor arrangement when the tether radius cannot be cleared, the dog repeatedly tangles, the dog can reach a suspension hazard, or no person can monitor the session.
Tethering should not become a substitute for exercise, interaction, training, shelter, or a safe living area. The AVA’s position is explicit that tethering is temporary restraint, not long-term confinement. A dog that needs regular outdoor access may require a properly designed enclosure rather than a longer line.
Rules differ by location: Ontario example
Animal-welfare requirements are jurisdiction-specific. Ontario Regulation 444/19, as described by the Ontario government, applies to dogs kept outdoors in Ontario and requires the tether to allow safe movement, be appropriate in size, type, and weight, have 360-degree swivels at both the dog and anchor attachment points, permit at least three metres of horizontal movement from the fixed attachment, and be in sufficiently good condition and securely attached to prevent escape.
The Ontario rule also restricts the use of choke, pinch or prong, slip, head-halter, and martingale collars for dogs tethered outdoors, along with other circumstances specified by the regulation. These are Ontario requirements, not universal standards. Check the current animal-welfare rules in your municipality, state, province, or country before setting up a tether.
New Zealand government guidance likewise warns that an unsupervised tethered dog should have no reachable object that could injure it or entangle the tether. The AVA guidelines were adopted from Victorian guidance in Australia and ratified by the AVA Board on 15 February 2008. The different sources illustrate why a local rule should not be generalized to every location.
A pre-session safety checklist
- The ground is reasonably flat and the full movement radius is clear.
- Fences, gates, trees, posts, decks, stairs, roads, footpaths, vehicles, and other hazards are outside reach.
- Shade and weather protection are available.
- The collar or harness fits without constricting and shows no damage or wound-producing wear.
- The tether, clips, swivels, anchor, wire, and stops are intact and secure.
- Dog-side and anchor-side swivels rotate freely where the system uses them.
- The dog is being introduced gradually and can be watched closely.
- You know how you will end the session immediately if the line begins to wrap or the dog becomes distressed.
Bottom line for safer tethering
Preventing entanglement is mainly a site-design and supervision task. Clear the entire radius, prevent access to fences and obstacles, use correctly fitted and inspected equipment with suitable swivels, introduce tethering gradually, and remain prepared to stop immediately. If those conditions cannot be maintained, a secure alternative enclosure or another supervised form of restraint is safer than trying to solve the problem with a longer, heavier, or more complicated tether.
