In England and Wales, Scotland, and Northern Ireland, an exempt XL Bully must be muzzled and on a lead in public. The lead must be securely held by a handler aged 16 or over in England and Wales and Scotland; Northern Ireland says the handler must be over 16. A valid Certificate of Exemption is also required, and the dog must be kept in secure conditions so it cannot escape. Rules vary by jurisdiction, so check the official guidance for the part of the UK where you live before setting out.
Can I walk my XL Bully in public without an exemption certificate?
No, not if the dog is legally classified as an XL Bully under the rules in England and Wales, Scotland, or Northern Ireland. Keeping one without a valid Certificate of Exemption is an offence under the current official guidance. Application windows have closed in all three jurisdictions. England and Wales and Scotland say a new exemption can only be authorised by a court order; Northern Ireland directs owners who did not apply to contact their local council’s dog-control section.

Do XL Bullies have to wear a muzzle and lead in public?
Yes. Official guidance in all three jurisdictions requires an exempt XL Bully to wear a muzzle and be on a lead whenever it is in public. The lead must be securely held by an adult meeting the jurisdiction’s age rule: at least 16 in England and Wales and Scotland, and over 16 in Northern Ireland. The rules do not prescribe a particular lead style or construction.

Choose a muzzle that allows normal functions
Government guidance says the muzzle must allow the dog to pant, breathe, and drink. DEFRA recommends a muzzle that does not inhibit those functions. The official sources do not endorse specific brands, designs, or sizing measurements. For an individual fit, follow a qualified professional’s advice or the manufacturer’s fitting guidance; do not assume that a product is suitable just because it is described as a basket muzzle or XL Bully muzzle.
When comparing options, assess whether the dog can pant, breathe, and drink while wearing the muzzle, as well as whether it fits and stays secure on that dog’s face. Fit, durability, and ease of cleaning are practical selection considerations, not additional standards specified in the official rules.

Keep the lead securely held
The legal guidance requires the lead to be securely held by a person of the specified age, but does not name a preferred lead type. Choose equipment that the handler can securely control; do not treat any particular material, length, or design as a legal requirement.
What to check before leaving home
- Confirm the exemption is valid. Check the certificate and make sure its conditions have been met. In England and Wales, DEFRA says a certificate is not valid if the dog was not neutered by the deadline or required evidence was not submitted. If that applies, DEFRA directs owners to contact local police while continuing to comply with other public-safety conditions.
- Fit the muzzle and attach the lead. Check that the muzzle allows panting, breathing, and drinking, and have the lead securely in hand before entering a public place.
- Use an eligible handler. The person holding the lead must be at least 16 in England and Wales and Scotland, and over 16 in Northern Ireland.
- Keep proof available. Be ready to allow an authorised official to read the dog’s microchip and to produce the exemption certificate if requested. In the cited guidance, the certificate must be produced within five days.
- Secure the dog at home and in covered private places. Containment must prevent escape. A muzzle and lead for public outings do not replace this separate obligation.
What can happen if the rules are not followed?
In England and Wales and Scotland, the official guidance says non-compliance can invalidate the exemption and lead to the dog being taken by police; prosecution is also possible under the England and Wales guidance. Northern Ireland’s nidirect guidance warns that the exemption certificate may become invalid and the dog could be seized. The exact consequences depend on the jurisdiction and circumstances.
