Invite interaction, pause to read the cat’s response, and leave a clear way to walk away. This choice-based approach is different from necessary veterinary care: when handling is needed, adapt it to the cat and preserve as much safety and control as possible.
What it means to let a cat say no
It means treating contact as an invitation rather than something to impose. The cat can approach or decline, and can end an interaction by moving away. The AAFP and ISFM Feline Environmental Needs Guidelines put it plainly: “Let the cat initiate, choose and control the type of human contact.” Read the guidelines.

A 2021 study on ordinary human-cat interactions describes this as “Choice and Control”: the cat can “opt in” or “opt out.” Its practical guidance concerns social interaction, not formal veterinary procedures or specific husbandry activities. Read the study.

How to invite contact and check whether it is welcome
- Give the cat room to choose. Approach calmly, then allow the cat to come closer rather than following or cornering it.
- Keep contact limited and pause. The CAT framework recommends focusing touch primarily on the temporal regions. After a brief interaction, stop and give the cat a chance to seek more contact or leave.
- Respond to what the cat does. Moving away or not re-engaging after a pause is a reason to stop. Do not keep petting or pick the cat up to restart contact.
- Make leaving possible. Avoid blocking the cat’s route out or holding it in place during ordinary social contact.
How to read a pause or a still cat
Look at the cat’s behavior and posture, and consider whether it chooses to return after you pause. A cat that remains still is not necessarily relaxed: the 2022 AAFP/ISFM veterinary guidelines warn that inhibition can be associated with protective emotion. Quietness alone is not proof that handling is welcome.

Why veterinary care is different
Necessary examinations and treatment may require handling; letting a cat choose in ordinary interactions does not mean avoiding essential care. The practical goal in a clinic is to adapt the interaction to the individual cat, notice fear or frustration, and preserve as much control as the procedure and safety allow. The 2022 AAFP/ISFM Cat Friendly Veterinary Interaction Guidelines make the cat’s emotional state and sense of control central to handling decisions. Read the guidelines.
The guideline authors report that a survey of more than 1,000 caregivers found 88.7% of cats had impaired welfare at all stages of a veterinary visit. That figure refers to the surveyed cats and veterinary visits; it is not a measure of everyday interactions at home.

Use a safe, familiar place when suitable
A carrier’s bottom half or another safe, contained area may be a preferred place for an examination, according to the guidelines. Carrier training can help make the carrier familiar, but it does not guarantee a stress-free visit or replace attention to the cat’s signals. The setting and handling still need to be adapted to the individual cat.

Minimize handling without treating stillness as consent
The 2022 guidelines explain that earlier guidance used “minimal restraint,” but the authors say restraint implies a lack of control or consent and cite evidence that interactions without restraint can be more efficient and effective. This is guidance for adapting veterinary interactions, not a reason to skip necessary procedures or to assume every cat can be handled without support.

When cooperative care can help
Cooperative care uses classical and operant conditioning with positive reinforcement to support voluntary participation in medical care and husbandry. Rather than forcing a cat through every step, the approach builds familiarity and participation over time. For cats with problem behaviors, a suitably qualified feline behaviorist may help guide cooperative-care work. The 2022 guidelines discuss cooperative care.
