How to make the biscuits
- Make the dough. Blend all four ingredients until they form a smooth, thick dough. PDSA says you can whisk the mixture by hand instead, though it takes longer.
- Shape the biscuits. Divide the dough into 25 small balls and place them on a baking tray. Keep each biscuit no larger than 6 cm.
- Bake until crisp. Bake for about 30 minutes at 180°C in a fan oven or 200°C in a conventional oven. The biscuits should be crisp.
- Cool fully. Let the biscuits cool completely before offering one to your cat.

How many biscuits can a cat have?
PDSA says one biscuit represents 10% of a cat’s recommended daily calories and advises reducing the cat’s daily food by 10% to account for it. That is PDSA’s estimate for this recipe; the page does not provide a nutrition panel or independently verified calories per biscuit.

Other veterinary guidance offers context rather than a recipe-specific calculation. The Cornell Feline Health Center describes keeping treats within 10–15% of daily calories as a general rule of thumb. Tufts veterinary nutritionist Caitlin Heinze recommends that rare tuna treats make up no more than 10% of daily calories. These are guidance points from different sources, not a measured calorie count for these biscuits.
Is tuna safe for cats as a treat?
Keep tuna treats occasional rather than making tuna a daily food. Heinze’s Tufts guidance favors occasional canned chunk-light tuna over albacore and advises against daily tuna-based foods. It reports that albacore has almost three times the mercury levels of chunk-light tuna because it comes from a larger tuna species.

These biscuits should not replace a complete and balanced cat food. Cornell notes that treats are usually not nutritionally complete and should be fed only occasionally. If your cat has a prescribed diet, a health condition, or other special dietary needs, ask your veterinarian before introducing this recipe. Zoetis also advises consulting a veterinarian about new foods in light of a pet’s age, health history and conditions.
What to know about the catnip
Catnip does not affect every cat: Zoetis reports that response varies, with some cats not responding because of genetics. Its described response is mild and short-lived; there is no guarantee that a cat will react to the catnip in a baked treat.

How to store the treats
PDSA says cooled biscuits can be kept in an airtight container for up to three days or frozen for up to one month. Those are the recipe publisher’s storage directions; the available recipe information does not include independent shelf-life testing.
