Ask the owner before greeting an unfamiliar dog, give the dog room to approach, and pet gently on the back or shoulders only if it seems comfortable being with you. If the dog turns away, stiffens, avoids contact, growls, or tries to move out of reach, stop and give it space. If there is no owner available, do not assume the dog welcomes contact.

Owner permission is a first step, not a guarantee that the dog wants to be touched. Dogs differ, and no checklist can predict every bite. When you are unsure, leave the dog alone.

A simple greeting sequence

  1. Ask the owner whether the dog may be greeted.
  2. Give the dog space. Approach calmly, without walking straight at it, looming over it, or reaching into its space.
  3. Let the dog decide. Allow it to approach. If it does not approach, turns away, or avoids you, do not pet it.
  4. Pet gently on the back or shoulders if the dog approaches and appears relaxed. Avoid the face, tail, and ears.
  5. Pause and watch. Stop touching if the dog stiffens, tries to move away, avoids contact, growls, or otherwise seems uncomfortable.

Ask, give space, let the dog choose, and stop if it withdraws. The American Veterinary Medical Association’s dog-bite prevention guidance recommends asking before greeting, letting the dog approach, and giving it space if it does not seem interested.

When not to pet a dog

Situation or behavior What to do
The dog is eating or sleeping Do not disturb it.
The dog is caring for puppies Give it space; do not approach to pet it.
The dog is behind a fence Do not reach over or through the fence to touch it.
The dog turns or walks away Let it leave. Do not follow or continue trying to pet it.
The dog has a tense body, tucked tail, or fixed stare Stop and create distance.
The dog growls or tries to move out of reach Do not test or punish the warning. Stop touching and give it space.

A wagging tail alone does not tell you that a dog wants to be petted. Look at the dog’s overall behavior and context, and remember that people may not always read body language accurately. If you cannot tell whether the dog welcomes contact, do not pet it.

How children should greet dogs

Children need active adult supervision around dogs, including familiar family dogs. The AVMA advises that young children should never be left alone with a dog. Teach children to ask the owner before approaching and to let the dog come to them rather than pursuing it.

  1. Have an adult supervise. Do not leave a baby or young child alone with a dog.
  2. Ask the owner before approaching.
  3. Wait for the dog to approach. If it does not, turns away, or moves away, leave it alone.
  4. Do not disturb a dog that is eating, sleeping, or caring for puppies.
  5. Stop touching and move away calmly if the dog looks uncomfortable, stiffens, growls, or tries to leave.

The AVMA reported on April 9, 2026, that more than 4.5 million people are bitten by dogs each year in the United States and that children account for at least half of those injuries. These are U.S. figures stated in the AVMA release, not global estimates.

The Bottom Line

Ask the owner, give the dog room, and let it choose whether to approach. If it does, pet gently on the back or shoulders and stop at any sign of discomfort or withdrawal. A dog that does not approach, turns away, stiffens, growls, or tries to move out of reach is telling you to give it space.
