If your dog refuses to potty in the rain, make the trip easier rather than longer: use a familiar toilet spot, add shelter or a comfortable surface if possible, and reward outdoor elimination right away. If your dog does not go, bring them inside under close supervision and offer another short trip soon. Avoid punishment or forcing a frightened or uncomfortable dog to stay outside.
Why rain can make a dog refuse to potty outside
Rain can feel unpleasant on a dog’s coat or paws, while cold or wet ground can make standing outside uncomfortable. Dogs vary in how they respond; size, coat, and body condition can affect their comfort. Some dogs are also reacting to the outdoor environment rather than the water itself.
The Merck Veterinary Manual notes that “Barriers to outdoor elimination (frightening outdoor stimuli such as rain, fireworks, neighbor animals, etc) should also be considered as causes of or contributors to house soiling.” A dog that avoids going outside may be uncomfortable or afraid, not being stubborn.
Build a short, predictable rainy-day potty routine
- Go to the usual toilet spot. Keep your dog on leash or accompany them so you can stay focused on the trip and notice when they eliminate. Familiarity can make the outing less distracting.
- Give them a brief chance to go. Use a calm voice and allow time to sniff and settle. You can use a potty cue if your dog already knows one; a cue is not a substitute for addressing strong fear or discomfort.
- Reward immediately after outdoor elimination. Offer praise and a reward your dog particularly likes as soon as they finish. This helps make the desired location and behavior clear.
- If they do not go, return indoors and supervise. Keep your dog close, using a leash tether or a small, appropriate area if needed to prevent an unnoticed accident. Offer another outdoor opportunity soon rather than leaving them unsupervised.
Do not punish an indoor accident. Clean it up and return to the routine; punishment can make toileting stressful without teaching your dog where to go.

Teach the potty cue in comfortable weather
Choose a short phrase, such as “go potty.” On ordinary outings, say it as your dog begins to eliminate, then reward them after they finish. Use the same phrase consistently. Once your dog has learned the cue in easier conditions, try it on rainy trips and pair outdoor elimination with a particularly appealing reward.
Make the spot more comfortable
Choose the least stressful setup that works for your home and your dog. Keep the toilet routine consistent even if you need to adjust the shelter or surface.

- Use available shelter. A covered patio or natural cover can reduce exposure to rain. Stay with your dog and make sure the area remains safe and accessible.
- Preserve a familiar surface where possible. If your dog prefers grass, try a sheltered patch of grass. For a temporary option, the American Kennel Club describes using sod in a planter or a plastic pool filled with dirt.
- Consider a raincoat if your dog seems uncomfortable getting wet or cold. A well-fitting coat may help some dogs, but it is optional and will not necessarily resolve refusal. Introduce it gradually, rewarding your dog for calmly wearing it rather than putting it on only when they are already distressed.
These are practical options, not proven treatments with established success rates. Choose based on your dog’s response; do not prolong exposure or withhold shelter to make them comply.

A dog who has always hesitated in rain may be responding to an environmental barrier, but that pattern alone cannot identify the cause. The Merck Veterinary Manual lists fear or anxiety, pain, impaired mobility, sensory decline, cognitive dysfunction, and medical problems affecting urine volume, frequency, painful elimination, or control among possible contributors to house-soiling. Today’s Veterinary Practice also notes that fear of outdoors or noise aversion can interrupt elimination and that the underlying cause matters.
