If a Facebook post, photo, video, comment or live broadcast appears to show an animal being harmed, report the specific content through Facebook’s Report control and separately notify the animal-welfare or law-enforcement authority responsible for the place where the animal may be located. The Facebook report asks the platform to review a policy issue; the authority report is the route that can lead to a welfare check or investigation.
Describe what you can actually observe, preserve useful information lawfully, and avoid confronting anyone, trespassing, or reposting graphic material. A disturbing post is not by itself proof that a crime occurred. Whether conduct legally constitutes animal cruelty depends on local law and an investigation.

Two reports serve different purposes
Use both routes when the post suggests a real, identifiable animal may be at risk. They are not substitutes for one another.

| Route | Purpose | What to provide | Limit |
|---|---|---|---|
| Facebook Report control | Ask Facebook to review the post or other content under its Community Standards. | The particular post, image, video, comment or other item and the closest reason offered in the reporting menu. | It does not guarantee removal and does not dispatch animal-welfare responders or establish that a law was broken. |
| Local enforcement or animal-welfare authority | Ask the responsible agency to assess a possible real-world welfare or legal problem. | Location clues, factual observations, dates and times, witnesses, and records gathered lawfully. | The correct agency and procedure vary by location; a legal finding requires an investigation. |
Facebook says its Community Standards define what may be shared. Its policy on violent and graphic content covers particularly violent or graphic material, including content accompanied by sadistic remarks toward imagery showing human or animal suffering. Some graphic content may instead receive a warning label or age restriction. Those policy categories explain what Facebook may review; they do not mean every upsetting depiction violates a platform rule.

First decide whether there may be immediate danger
If the animal may be in danger now
Look for clues that identify a current location: a street sign, business, landmark, vehicle plate, weather or lighting, a geotag, a caption, comments, or a person naming the place. Do not assume the upload date is the date the recording was made. If the scene appears current and the animal can plausibly be located, contact the responsible local emergency or animal-welfare service as soon as possible, in addition to reporting the content on Facebook.
For U.S. readers, the ASPCA advises calling 911 outside New York City when a crime is in progress. In New York City, it directs residents to call 311 for suspected abuse or neglect, or 911 for a crime in progress. These numbers are U.S.-specific guidance, not universal advice. Elsewhere, use your country’s emergency number or the local police, animal-control, SPCA or humane organization that handles animal-welfare complaints.
If the location or timing is unclear
Report the content to Facebook, preserve the identifying details, and give the information to an appropriate local authority if you can determine where the animal or poster is located. Do not delay an urgent call while trying to prove every detail online. Tell officials which facts are firsthand observations and which are uncertain.

- Open the specific item. Go to the post, photo, video, comment, reel, live broadcast or other content that raises concern. Reporting a profile without identifying the relevant item can give reviewers less context.
- Open that item’s options menu. Select the available Report command. The control may be in a three-dot menu or another options menu, depending on the surface.
- Choose the closest reason offered. Follow the on-screen prompts and select the category that most accurately describes what you observed. Do not choose a more sensational reason simply to increase attention.
- Submit the report. Give the platform the item it can review. Do not comment, share or repost graphic material as a way to attract a response; circulation can spread the material and is unnecessary for using the reporting process.
- Record the report details. Note the date and time, the content’s URL or other identifier, the account or page name, and any confirmation Facebook displays. Keep this record with your notes for an authority report.
Facebook’s Help Centre says that when it finds reported content violates its Community Standards, it may hide or remove it. A report alone is not a promise that either outcome will occur.
Check Facebook’s response and request another review
Facebook says reporters receive a notification in the Support Inbox. Its Help Centre also describes a reports area labeled Reports about others, where you can view the status of reports you made. Labels and navigation can change, so use the current Support Inbox and reporting screens shown on your account.
If Facebook decides the content does not violate its rules, it may offer Request another review. Facebook states that this further review is usually completed within 24 hours when the option is offered. “Usually” is not a guarantee, and that timing applies to the additional review—not to every initial report, removal decision or response by an animal-control agency.

Whether Facebook leaves a post online is a moderation decision, not a legal finding. Content can remain visible even when an animal-welfare authority should receive the underlying information.

Preserve information before it disappears
Online posts can be edited, deleted or made private. Capture enough context for an official to identify the material without creating a new audience for graphic content.
Record the online item
- The post, photo or video URL, if available.
- The account, group or page name and the visible username.
- The date and time you saw it, including your time zone when relevant.
- The caption, visible date, location tags and statements about when or where the scene occurred.
- Relevant comments that identify a place, animal, person, event or timing.
- Any related posts that provide context, while avoiding unnecessary downloads or redistribution.
Screenshots can preserve the page name, caption, comments and visible time information. Keep the original files private and provide them only to Facebook or an authority that needs them. Do not edit a screenshot in a way that could obscure what was shown; if you crop a working copy, retain the uncropped original.
Separate observation from interpretation
Write a short, neutral description. For example: “At 8:14 p.m. on 16 October, the video shows a dog confined in a small enclosure; the caption says it was recorded in [place]. I cannot verify when the recording was made.” Avoid declaring that a named person committed a crime, diagnosing an animal’s condition, or repeating an unverified accusation as fact.
Gather evidence only where you are legally allowed
The ASPCA advises preserving relevant photographs or videos only from a place where you are lawfully allowed to be. Never enter private property, climb a fence, bypass a barrier or otherwise trespass to obtain evidence. Do not break into an account or try to identify private information that is not publicly available.

Report the suspected real-world abuse to the right authority
Contact the agency responsible for the location where the suspected abuse is occurring, not merely the place where you happen to live. Depending on the locality, that may be:
- Police, particularly for an emergency or suspected criminal act in progress.
- Municipal or county animal control.
- An SPCA, humane society or other local humane organization that accepts cruelty complaints.
- Police in the area where an online post was created or where the animal is believed to be, when that location is known.
Procedures differ by country, state, province and municipality. If you cannot identify the correct office, contact the local police non-emergency line or government animal-control information service and ask which agency takes animal-cruelty reports. For an imminent threat, use the local emergency number.
Online depictions and the IC3 option
The ASPCA identifies the FBI’s Internet Crime Complaint Center (IC3) as a possible complaint channel for online depictions or promotion of criminal acts. IC3 is not the right route for every disturbing post or every jurisdiction. Consider it only when the circumstances fit its remit and do not use it instead of contacting the local authority that can address an animal’s immediate welfare.
What to include in an authority report
Officials need usable facts, not a long argument. Prepare the following before calling or submitting an online form:

- What you observed: a concise description of the animal, conduct, apparent injuries or conditions, and anything that suggests immediate danger.
- When: the date and time you saw the material, and any date or time shown in the post or stated by a witness. Clearly label an uncertain or possibly older recording.
- Where: the suspected location, landmarks, address, map pin, vehicle details or other clues. Say when the location is only an inference.
- Who posted it: the account or page name, profile URL if available, and the post URL or identifying details.
- Witnesses: names and contact details for people with firsthand information who are willing to speak with investigators.
- Records: screenshots, photographs, videos, captions and comments gathered lawfully. Explain which file corresponds to which post.
- Your contact information: if you are comfortable providing it, so the agency can clarify details or request the original files.
Ask how to submit digital files securely. Keep copies of everything you send.
Keep a follow-up record
Make a simple log containing:
- The agency, officer, dispatcher or reporting portal used.
- The date and time of each contact.
- A reference or case number, if provided.
- The files, links and descriptions you submitted.
- What the official said would happen next and any requested follow-up date.
A polite follow-up is reasonable if the agency gives no response within a reasonable period. Do not repeatedly flood an emergency line or submit accusations to unrelated agencies; use the reference number and the channel the agency provided.
Safety and privacy precautions
Do not confront the person in the post
Threats, harassment, public accusations and direct confrontation can put you or others at risk, interfere with an investigation, and expose private information. Send evidence to the responsible authority instead.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesDo not amplify graphic content
Do not repost, quote-share or circulate a graphic video to “make it viral.” Sharing can increase harm, violate someone’s privacy, and make it harder for officials to distinguish original material from edited copies. A private screenshot or link supplied to the appropriate reviewer is usually more useful.
Protect sensitive information
Blur or withhold unrelated faces, children’s information, addresses and contact details when an authority does not need them. Do not publish the reporter’s or a witness’s identity on social media.
Common mistakes and the safer alternative
| Mistake | Why it causes trouble | Safer alternative |
|---|---|---|
| Using only Facebook’s report button | Platform moderation cannot send an officer or conduct a welfare check. | Report the content to Facebook and contact the responsible local authority when a real animal may be identifiable or at risk. |
| Calling a video proof of a crime | The date, place, editing and applicable law may be unknown. | State exactly what is visible, identify uncertainties, and report a suspicion for investigation. |
| Promising that Facebook will remove it | Facebook may find no Community Standards violation or may apply a warning rather than remove the item. | Explain that Facebook reviews the report and that the outcome is not guaranteed. |
| Assuming every country uses the same agency or number | Animal-welfare responsibilities and emergency systems are local. | Use the authority and emergency contact for the place where the animal may be located. |
| Trespassing for a better photograph | It can create danger and expose the reporter to legal consequences. | Preserve only material obtained from a place where you are lawfully allowed to be. |
| Arguing in the comments | It spreads the material and can alert or antagonize the poster. | Save relevant context privately and submit it through the reporting and official channels. |
A practical decision checklist
- Is there a plausible immediate threat? Call the appropriate local emergency or animal-welfare authority first, then report the Facebook item.
- Can you identify a place or animal? Record the location clues and provide them to the authority responsible there.
- Can you preserve the post lawfully? Save the URL, account name, timestamp, caption, relevant comments and screenshots without redistributing graphic material.
- Have you reported the exact item? Use its Report control and the closest accurate reason.
- Have you kept a contact log? Record whom you contacted, what you supplied and the expected next step.
- Are you separating facts from conclusions? Describe the apparent conduct and uncertainty; let investigators determine whether a legal violation occurred.
What Facebook can—and cannot—do
Facebook can review a reported item against its Community Standards and may hide or remove it when reviewers find a violation. It may also leave content up, add a warning or restrict access when the material falls within a permitted policy category. A platform decision does not determine whether an animal was harmed or whether a crime occurred.
Only the relevant legal and animal-welfare authorities can assess jurisdiction, obtain additional evidence, identify the animal or people involved, and determine what action local law permits. Supplying a clear, lawful record gives those authorities a better starting point than a public campaign or an unsupported accusation.
