Report suspected animal neglect to the agency responsible for the place where the animal is located—often local animal control, police or sheriff, or an animal-welfare organization with enforcement authority. Call the local emergency number, typically 911 in the United States, if an animal faces immediate life-threatening danger or a crime is happening now. For other concerns, use the agency’s non-emergency line or official complaint form. The correct agency, available channels, and anonymity rules vary by location.
Who should you call to report animal neglect?
There is no single agency that handles every animal-neglect report across the United States. Start with the jurisdiction where the animal or incident is located. Depending on the area and allegation, the responsible agency may be animal control, local police or the sheriff, or an animal-welfare organization with enforcement authority. If you are unsure, call local police or animal control and ask who handles the case. Indiana, for example, directs residents to local animal control where available, or to local police or the sheriff where it is not. Indiana’s reporting guidance is an example of local routing, not a nationwide rule.

If the animal is in immediate danger
Call the local emergency number—typically 911 in the United States—if an animal is in immediate, life-threatening danger or a crime is occurring now. The exact routing depends on the locality: Minneapolis directs life-threatening emergencies and suspected illegal activity in progress to 911, while Oregon Humane advises contacting local animal control or police for urgent cases. If the concern is not an emergency
Use the responsible agency’s non-emergency phone line or official complaint form. Some cities use a service line such as 311 for routine animal issues. Check the local agency’s instructions, including whether it handles the species and type of concern. An organization outside the animal’s jurisdiction may be able to refer you, but the local enforcing agency is usually the most practical starting point. ASPCA guidance explains why the correct contact depends on where the animal is and what is happening.

What information should you include in a report?
Give specific facts that could help an investigator locate the animal and understand what you observed. Agency forms commonly ask for the following details; provide what you know, and clearly say when something is unknown.
- Location: The exact street address, or the best directions and location details available. Include where on the property you saw the animal.
- What you observed: Describe what you personally saw or heard. Give dates or approximate times, whether it is ongoing or recurring, and how often you have observed it.
- Animal description: The number of animals, their type, color, size, and identifying features. Describe their visible condition and the conditions in which they are living.
- People and vehicles: Give the suspected owner’s or responsible person’s name or description if known. Include vehicle details if relevant.
- Other witnesses: Identify anyone else who directly witnessed the situation and may be willing to speak with investigators.
- Your contact information: Provide your name and a callback number or other contact details if you are comfortable doing so. Ask the agency about its confidentiality and anonymity rules.
Make clear which details are firsthand observations and which came from another person. Local forms may request additional details, so follow the receiving agency’s instructions. How should you describe suspected neglect?
Describe observable conditions rather than declaring that someone committed a crime. For example, say that the animal appeared extremely thin, had a visible untreated wound, was confined without visible water, or was outside without apparent shelter during severe weather. Include when you saw the condition and whether it continued or recurred.
ASPCA identifies failure to provide necessary food, water, shelter, or veterinary care as examples of neglect concerns. Whether conduct meets the legal definition of cruelty depends on local law and an investigation. As ASPCA puts it, “A finding of animal cruelty is ultimately a legal determination and depends on the laws where you live.” ASPCA’s guidance explains why it is best to report what you observed and let authorities assess it.

Should you take photos or video?
Photos or video you already have may help an agency understand the concern, but they are not a prerequisite to making a report. Share them only if the agency accepts them, and provide the original files when possible, along with when and where they were made.
Gather evidence only from a place where you are legally allowed to be. Do not trespass, enter property without permission, approach a potentially dangerous person or animal, or put yourself at risk. You can report a concern even if you cannot prove it yourself; investigating is the authorities’ role. ASPCA and Minneapolis provide guidance on evidence and safety.

If the suspected neglect appears online
Save the page or post details, screenshots, account or poster information, and visible dates where possible. Report the material and its context to local police or the relevant authorities. Do not assume an online depiction proves that a real animal is involved or that a crime occurred; ASPCA notes that online content may not show either. ASPCA’s reporting guidance explains this limitation.

Can you report animal neglect anonymously?
Sometimes, but the rules differ by agency. Some accept anonymous calls; others may require contact details for a form or to clarify information. Oregon Humane’s online form requires reporter contact information and advises people with confidentiality questions to call its reporting line. Ask the receiving agency what it accepts and what confidentiality it can offer; do not assume it can guarantee confidentiality in every circumstance. Oregon Humane’s form and instructions describe that organization’s policy.

What should you do after making the report?
- Record the report: Note when you contacted the agency, whom you spoke with, and any case or reference number.
- Track what you sent: Write down the information and files you supplied, along with what the agency said would happen next.
- Ask how to add information: Follow the agency’s stated process if you later have relevant observations or materials.
- Follow up appropriately: If you have not heard back after a reasonable period, politely check in through the agency’s stated process. Do not assume it can share investigation details; confidentiality may limit what it can disclose.
Oregon Humane, for example, says confidentiality can prevent it from sharing investigation results. Procedures and the amount of information shared vary among agencies. Its reporting instructions and SPCA of Luzerne County’s guidance discuss follow-up.
What not to do
- Do not confront or threaten the suspected person.
- Do not trespass or enter property without permission to inspect or collect evidence.
- Do not take the animal yourself or interfere with an investigation.
- Do not delay a report because you lack proof or cannot safely obtain photos.
Report your observations through the appropriate agency and let authorities decide what action is warranted. Minneapolis specifically advises against approaching people about animal issues. Its local safety guidance illustrates why reporting is safer than intervening directly.
