If you suspect a dog or cat is being neglected, report what you observed to the animal-control, police, humane, or government animal-welfare authority responsible where the animal is located. If the animal faces immediate danger or harm is happening now, contact the local emergency service. Do not trespass, confront someone if it could put you at risk, or take the animal yourself.
What can be a sign of neglect?
Neglect may involve failing to provide necessary food, water, shelter, or veterinary care. Possible warning signs include:

- Extreme thinness, an untreated injury or illness, or severe parasite infestation.
- A collar that has caused a wound or become embedded, or grooming problems that interfere with normal function.
- Prolonged outdoor confinement without adequate food or water, or exposure to bad weather without shelter.
- Hazardous or unsanitary confinement, or a cage or kennel too small for the animal to move normally or reach necessities.
These examples are described by the ASPCA; Seattle’s municipal shelter page also identifies an unsheltered outdoor dog and unsanitary living conditions as concerns, and RSPCA NSW lists lack of food, water, shelter, or veterinary care. A warning sign is a reason to report an observation, not proof of a legal violation. Whether conditions amount to cruelty or neglect is determined under the law where the animal is located, after authorities assess the circumstances.

Who should you contact?
The responsible service depends on where the animal is. Start with the local animal-welfare or enforcement authority; if you are unsure which agency handles reports, your local government’s website or non-emergency police line may help identify it.

- United States: The ASPCA says the responsible agency may be local police, animal control, an SPCA, or another local humane organization. Its emergency instructions are specific to New York City and the rest of the United States: outside New York City, call 911 for a crime in progress; in New York City, use 311 for suspected abuse or neglect and 911 for crimes in progress. These numbers are not universal instructions for other places.
- Indiana: The state government advises contacting local animal control if available, or the local sheriff or police if it is not: Indiana Board of Animal Health animal-welfare FAQs.
- United Kingdom: Reporting routes differ by nation. GOV.UK’s animal welfare reporting guidance lists the RSPCA for England and Wales, and the SSPCA or USPCA for Scotland and Northern Ireland for reports of injured pets. Check the current official guidance for the relevant nation and concern.
If the animal is in immediate danger, use the emergency service for that location rather than waiting for a routine response.
What information should you give?
Give a concise, factual account based on what you personally saw. The ASPCA recommends writing down the details and noting dates and times when possible.

- The animal’s location and a description of the animal.
- The condition or circumstances that concern you, stated plainly and without assumptions about the owner’s motives.
- When you observed the conditions, including dates or times if known, and whether the situation appears ongoing or urgent.
- Any firsthand witness information. Share another person’s contact details only with their permission.
Ask the agency how to submit the report and whether it needs additional information. Keep a note of whom you contacted, when, what you submitted, and any next steps the agency described. If an assigned officer does not respond within a reasonable time, the ASPCA says a polite follow-up call is appropriate; there is no universal response deadline.

Photos or video may help document conditions, but only gather them from a place where you are lawfully allowed to be, such as a public street. Do not enter private property or trespass to collect images. Avoid actions that could endanger you or the animal, and do not confront anyone if doing so could put you at risk.

Anonymous reports may be possible, depending on local procedures. The ASPCA notes that a credible witness willing to stand behind a report can make a case more likely to be pursued. Do not assume that your identity will remain confidential, that authorities will investigate, or that an animal will be removed or anyone prosecuted; procedures and outcomes depend on the jurisdiction and the facts.

For example, in England and Wales, the RSPCA says its inspectors cannot enter private property without permission or seize an animal themselves. If access is refused, it works with police to seek a court warrant; the process it describes involves police and a veterinarian, with veterinary certification before police remove an animal. Investigators may compile witness statements, photographs, and veterinary or other expert advice, after which a prosecution team considers whether prosecution is appropriate.
