Saving more cats and kittens means matching each animal with the right pathway: foster care for vulnerable young kittens, adoption access for cats ready for homes, and veterinary-guided return programs for eligible community cats. Partnerships and sustainable care capacity make those options possible.
Start with the need, not a single program
There is no one program that fits every cat. A fragile kitten may need individualized foster care; a social cat may be ready for adoption; and a community cat who lives outdoors may be better served through a return program than through a shelter stay. Use local intake patterns, available veterinary services, staff time, and community support to decide where to focus.
Best Friends Animal Society reported that 2.3 million cats entered U.S. shelters in 2025, essentially unchanged from 2024, in its 2025 National Shelter Data Report. That national figure gives context, but each organization should use its own records to identify the populations and bottlenecks it can address.
Build a kitten foster program that can last
Neonatal and young kittens often need frequent, individualized attention. A foster home can offer a less stressful setting than a shelter, while opening shelter space for animals who need it. Foster care is not simply finding a spare room: it requires recruitment, preparation, medical support, and reliable communication.

Set up the support around each foster placement
- Recruit deliberately: Reach prospective caregivers through volunteers, local groups, veterinary practices, and rescue partners.
- Train before placement: Explain age-appropriate care, observation, sanitation, handling, and how to recognize concerns that require a veterinary call.
- Make medical support clear: Tell caregivers whom to contact, how appointments and supplies are arranged, and what to do if a kitten’s condition changes.
- Keep communication open: Give each foster a named contact and a straightforward way to ask questions, report progress, and arrange next steps.
- Plan for transitions: Coordinate return to the shelter, adoption, or another placement so a foster home is not left to manage the process alone.

The practical limit is the number of placements an organization can support with appropriate training, veterinary access, and follow-up—not merely the number of people willing to take a kitten home.
Use the right community-cat pathway
Community-cat programs address cats who live outdoors. Two common pathways differ by how cats enter the program: return-to-field (RTF), sometimes called shelter-neuter-return, serves community cats brought to a shelter; trap-neuter-vaccinate-return (TNVR, also called TNR) serves cats who are not brought in by the public. Both involve veterinary care and a return to the cat’s outdoor home under an organized program.

Coordinate veterinary care and return
Best Friends’ 2026 Community Cat Programs Handbook describes veterinary evaluation, sterilization, vaccination, and return. Eligibility, handling, and follow-up procedures should be set by the responsible local program with veterinary guidance. A humane live-capture cat trap may be one piece of a TNVR effort, but trapping should be coordinated with experienced handlers and a confirmed plan for veterinary care and return; equipment alone is not a program.
Capacity and local conditions matter. Before expanding a community-cat effort, determine who will coordinate trapping or intake, who will provide veterinary services, how cats will be transported and returned, and how the team will respond to an animal who needs additional care.

Make adoption easier to access
For cats ready to go home, the adoption process is part of the program. Review whether current hours and application steps work for the families you hope to reach. Evening or weekend availability may help people who cannot visit during standard business hours; a simpler process may remove avoidable friction. These are operational choices to assess and monitor, not universal rules: keep the steps needed for a thoughtful match while checking where prospective adopters encounter delays or drop off.
Track practical measures such as inquiries, completed applications, time from application to decision, and adoptions by day or time. Use the results to adjust staffing or hours, and make sure any change remains manageable for the people responsible for counseling, records, and animal care.

Build partnerships and clear handoffs
Local shelters, rescues, veterinarians, community organizations, and volunteers can extend foster capacity, veterinary access, and routes to adoption or community-cat services. Partnerships work best when the handoff is explicit rather than assumed.
- Agree on which organization is responsible at each stage, from referral or intake through treatment, placement, and follow-up.

Protect capacity for care, not just cage space
A shelter’s capacity is more than the number of available kennels or cages. It also depends on whether cats can receive appropriate space, veterinary attention, stress relief, and caregiver interaction. If those needs exceed the team’s sustainable capacity, adding intakes or placements without support can undermine care quality.
Low-cost enrichment can improve the daily environment: offer hiding places, vertical perches, soft bedding, and consistent routines where appropriate. Start with the bottleneck your local data shows—such as kittens needing placement, limited veterinary appointments, or adoption access—and choose a program the organization and its partners can support consistently. Measure whether the pathway is reaching the intended cats and where handoffs or care needs are going unmet.

Best Friends Animal Society reported that 219 participating organizations placed 15,279 pets into homes during the December 2025 Bring Love Home Challenge period. It also reported a 48% improvement in cat lifesaving compared with the same period a year earlier among participants in its 2025 Community Cat Challenge. These are results tied to named Best Friends challenges and their participants and periods; they are not estimates of what any one program will achieve elsewhere or proof that a single intervention caused the change.
