How Veterinary Telemedicine Can Support Animal Welfare

Veterinary telemedicine can help with communication, triage, and follow-up, but it cannot replace every exam. Learn its limits and the U.S. rules that apply.

Veterinary telemedicine can make it easier to contact a care team, assess how urgently an animal needs attention, and follow a patient between visits. It is one part of veterinary telehealth—not a substitute for every hands-on examination, test, or procedure. Whether remote care is appropriate depends on the animal’s needs, the information available, and applicable law.

What veterinary telemedicine means

Telehealth is the broader use of connected tools in veterinary care. The AAHA/AVMA 2021 Telehealth Guidelines for Small-Animal Practice distinguish activities such as teleadvice, teletriage, telemedicine, telemonitoring, and teleconsulting. Telemedicine refers to using technology to assess or treat an individual patient; other forms of telehealth may support communication, referral, or observation without constituting a remote clinical diagnosis.

Depending on the case and the care team’s judgment, a veterinarian might review photos or videos, observe an animal’s behavior at home, or consider remote measurements such as vital signs, glucose, exercise, or sleep. These are possible tools, not a guarantee that a particular condition can be assessed remotely.

How remote care may contribute to animal welfare

Remote contact can reduce friction in communication, help a veterinary team decide how quickly an animal should be seen, support care coordination, and make follow-up observations possible. A view of an animal in its usual surroundings may also help the team discuss behavior or progress. The AVMA says properly deployed telehealth may improve patient triage and clinical outcomes; that is a qualified potential benefit, not proof of a universal effect.

Welfare is broader than access to an appointment or treatment. The AVMA describes animal welfare as encompassing physical and mental wellbeing, including disease prevention and treatment, responsible care, housing, management, nutrition, humane handling, and humane euthanasia when necessary. Remote care can contribute to that wider picture when it helps an animal receive appropriate care, but a video appointment alone does not establish good welfare. The reviewed professional guidance does not quantify telemedicine’s causal effect on animal welfare.

Can a vet diagnose a pet over video?

Sometimes a veterinarian can assess a concern or advise on next steps using a history, images, or video. But a remote view may not provide the physical findings, diagnostic tests, or procedures needed to reach a reliable diagnosis. A veterinarian must decide whether the available information is sufficient and whether remote assessment meets the standard of care.

The AVMA’s 2025 Model Veterinary Practice Act proposes that telemedicine be used only when medically appropriate, with necessary evaluations consistent with accepted standards of care. It also provides for recommending an in-person visit at any time. This is model language for jurisdictions considering or revising their rules, not a binding nationwide law.

When to choose in-person care

Remote care is a poor fit when the veterinarian cannot safely assess the problem with the information available, or when the animal needs an examination, test, or procedure. A useful discussion with the veterinary team should establish whether remote assessment is appropriate and how quickly the animal can be seen if it is not.

  • Assessability: Can the concern be evaluated safely from the history, images, or video?
  • Need for hands-on care: Is a physical examination, diagnostic test, or procedure necessary?
  • Urgency: How quickly can the animal be escalated to an in-person or emergency visit if needed?
  • Continuity: Is there an established veterinarian-client-patient relationship (VCPR) and a plan for follow-up?
  • Practical safeguards: Are connectivity, privacy, and medical-record continuity adequate for the consultation?

These are decision considerations, not a validated scoring system. If remote information is inadequate, the appropriate next step is in-person care rather than trying to force a diagnosis from a video call.

Can an online vet prescribe medication?

It depends on the drug use, the applicable federal requirements, and state law. For federal animal-drug rules, the FDA says a VCPR cannot be established solely through photos, video, or other electronic contact that does not involve an examination or timely visit to the animal’s premises. A veterinarian must have recently seen the animal and be personally acquainted with its keeping and care through examination and/or medically appropriate, timely premises visits. Once a VCPR exists, telemedicine may help maintain it.

The FDA requires a VCPR for extralabel use of approved animal or human drugs and for Veterinary Feed Directives. For on-label use of approved animal drugs, federal law does not set specific VCPR requirements, although state rules may apply. The FDA advises veterinarians to consult state licensing boards about additional requirements. These federal distinctions are not a guarantee that a particular veterinarian may prescribe a particular medication remotely.

See the FDA’s guidance on VCPRs, prescribing and dispensing animal drugs, and telemedicine. It addresses federal requirements; it does not replace checking the rules of the state where the patient is located.

What the U.S. rules mean in practice

The legal discussion here is U.S.-focused. The FDA’s federal definition applies to the federal animal-drug rules described above, while state requirements can add conditions. The AVMA’s 2025 model act proposes that a veterinarian be licensed in the state where the patient is located and that a VCPR be established through an in-person physical examination or premises visit before telemedicine. It also discusses client consent, follow-up availability, security, recordkeeping, and referral coordination. Those are proposals in a model act, not automatically enforceable rules in every state.

Because requirements vary by jurisdiction and can change, check the relevant state veterinary licensing board for the current rules where the animal is located. Do not assume that a service’s availability online means a veterinarian can legally provide every kind of remote care or prescription in your state.

What to consider before a telemedicine visit

A remote consultation works best when the care team can get useful information and continue care if the animal needs to be seen. Before the appointment, ask how to share images or records, what to do if the connection fails, and how the veterinarian will arrange an in-person evaluation or referral if needed.

  • Prepare observations: Note when the concern began and what has changed; capture photos or video only if doing so is safe and useful.
  • Plan for access: Consider whether your connection and device can support the visit and whether you can show the relevant area or behavior clearly.
  • Clarify follow-up: Ask who will review new information, how records will be shared, and where to go if an examination or test is needed.
  • Protect privacy: Use the care team’s chosen process for sharing information and ask how the consultation and records will be handled.

The AAHA/AVMA guidelines treat technology choice and security as implementation considerations, and the AVMA model act includes proposed safeguards for client privacy and medical-record confidentiality. These sources do not establish that any particular platform meets a legal or security standard; that depends on the service and applicable law.
