The terms overlap, but they describe different things: animal shelter broadly describes a place or service that houses animals, while humane society is commonly part of an organization’s name. A humane society may operate a shelter; a shelter may instead be run by a city, county, or another nonprofit. To know who handles a particular need, check the local organization’s operator, services, and policies—not just its name.
What do “humane society” and “animal shelter” mean?
“Animal shelter” is a broad functional term for a facility or service that houses animals. “Humane society” usually appears in the name of an animal-welfare organization. Because one organization can fit both descriptions, the terms are not mutually exclusive. A local humane society can run a shelter, and a public shelter might be called animal services or animal control instead. ASPCA’s position on animal shelters and the HSUS Shelter Advocate Toolkit describe the range of operating arrangements.

Who operates a local shelter?
The name alone does not tell you whether an organization is public, private, or working under a government agreement. Common models include:

It may have animal-control responsibilities and public administrative or elected oversight.
- Independent nonprofit: A separately incorporated organization, such as a humane society or SPCA, that sets its own mission and policies.
- Nonprofit with a government contract: A private organization that operates a shelter or performs animal-control work for a municipality. Its governance remains private, while its contract may impose public obligations.
- Rescue or sanctuary: These groups may operate a physical facility or place animals in foster homes. Their intake and services depend on their mission and capacity.
The HSUS toolkit, published in 2012, is useful for understanding these models, but it is not a substitute for current local law or a present-day contract. Responsibilities and accountability depend on the jurisdiction and arrangement.

Does a local humane society belong to HSUS or ASPCA?
No—not by implication. The Humane Society of the United States says that local humane society and SPCA names do not establish an affiliation with HSUS. The ASPCA says it does not oversee or operate local shelters and rescues, apart from its New York Adoption Center. It does support organizations through partnerships, grants, consultation, training, and other programs. Check the local organization’s own statements to confirm any specific relationship.
How do services and policies differ?
Possible services include adoption, stray-animal pickup, lost-pet reunification, owner-surrender intake, veterinary or spay/neuter care, foster placement, humane education, and community support. No label guarantees that an organization offers a particular service or accepts every animal.

Policies can differ too: intake eligibility, species served, adoption requirements, fees, hours, return-to-owner procedures, and euthanasia policies are set locally. The ASPCA’s shelter guidance emphasizes making practical information such as hours, fees, location, and procedures clear to the public. Confirm details directly before traveling or bringing in an animal.

Municipal services are generally connected to public budgets and government oversight. Private nonprofits typically make their own policies and often rely on donations; a government contract can add defined duties and accountability to the municipality. These are broad patterns, not universal rules. To understand a particular organization, look for its stated funding sources, public contract information where applicable, and governing policies.
How to find the right organization for your situation
Start with the service you need, then verify that the organization actually provides it. Ask about jurisdiction, intake rules, hours, location, fees, and what documents or information to bring.
- Adoption: Ask which animals are available, how visits and applications work, and whether appointments are required.
- Surrender or rehoming: Contact a local shelter or rescue for its intake rules and ask whether it can suggest support or rehoming options. The ASPCA encourages owners considering rehoming to contact a local organization for advice.
- Lost pet: Contact the local animal-control agency and nearby shelters; share a current description and identification details. Current phone numbers on collars and tags can help with reunification, and microchip contact records need to be kept up to date, according to ASPCA lost-pet guidance.
- Found stray or animal-control issue: Ask the city or county which agency has jurisdiction and whether a shelter, animal-services department, or contracted nonprofit handles the case.
- Cruelty concern: Ask the appropriate local authority which agency investigates in your area; a shelter’s name does not establish that it has enforcement authority.
One local example is not a national rule
The Humane Society for Tacoma & Pierce County reported that it cared for 8,754 animals in shelter, adopted 6,550, and reunited 1,029 pets with families in 2025. Those figures illustrate the work of that organization in that year; they are not national averages and do not show that every humane society provides the same services. The organization’s site provides its local context.
